BACKGROUND:The Unified Development Code outlined the Neighborhood Conservation Overlay District and Historic Preservation in Section 38.340. During this discussion, staff will outline the policies in place that regulate historic preservation. There have been numerous reports conducted that outline what should be done with the NCOD and the Preservation Program. As part of the 2022-2023 Work Plan, HPAB will focus attention on what changes to policy should take place to make a stronger preservation program. Staff will be asking HPAB to discuss these policy issues during this item and then take the comments to research the feasibility and legality of it. Eventually, this item will be reviewed as an action item in which HPAB will make a recommendation to policy to be sent to the City Commission.
