Hi Sarah,
I am reaching out to you to respond to a COA application for a new ADU at 725 S. Tracy
Ave., application #22036. Please note that the application materials for this project are notcurrently available through the on-line portal so I had to come down to your offices to
review the documents and drawings. After reviewing those materials I have the followingobservations:
1. Table 38.360.040, Design Requirements, says that “Detached ADU’s, including secondstory additions on detached garages may be approved only if found compatible andconsistent with the existing character and fabric of the neighborhood. The reviewauthority must consider placement and size of window, decks, ... and height andmassing of the structure to minimize impacts to adjacent properties”. I don’t believe thatthe proposed massing of the ADU addition, with its simple shed roof, and with itscontemporary fenestration is compatible and consistent with either the existing home onthe property or with other existing homes in the immediate neighborhood. 2. Table 38.360.040, Zoning Districts, and Note 1, indicates that in the R-1 zone, where thisproperty is located, either the principal dwelling or the accessory dwelling must beoccupied by the owner of record. I believe that the owner of record of this property has aprimary residence on South Willson Ave. and does not plan to reside at 725 S. TracyAve. 3. Figure 38.360.030.G: The elevations provided for the ADU addition does not specificallyshow the setback plane required for accessory buildings with respect to sideyard setbackas shown in this illustration, but it seems apparent, given the elevation markings providedon the drawing, that the south part of the upper exterior wall and roof are outside of the45 degree setback plane. Please review these issues with respect to this application.
