PUBLIC COMMENT #1 45 Limited to any public matter within the jurisdiction of the Bozeman Area Transportation 46 Coordinating Committee not on this agenda. Please limit your comments to three minutes. 47 48 Ralph Zimmer- Would like to have public comments accepted on individual agenda items. 49 50 Marilee Brown – Gallatin Alliance for Pathways 51 1. Valley Center Spur – Concerned with no pedestrian signalization or crossing at either 52 end of spur. Would like to thank the City of Bozeman for setting aside money to 53 study the situation and putting in 4th flag at east end. In section 4E.03 paragraph 02 54 item C of the manual of uniform traffic control devices there needs to be 55 signalization from all four legs and painted crosswalks. Hopes everyone can work 56 together to make this a priority for the TCC. 57 2. Rest stop on I-90 being eliminated. Planning endeavors where never mentioned. 58 Hopes that TCC will take action in the future. 59 3. Would like the TCC to hear more plans on construction standards and be able to 60 have the opportunity to comment on them. 61 C. MINUTES – April 28, 2021 62 Bill Fogarty made a motion to approve the minutes. 63 Chris Scott second the motion 64 The minutes were approved by a unanimous vote. 65 D. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES 66 (Members of the TCC who sit on other related committees, are invited to report on such 67 activities that are of interest to the full TCC) 68 1. Transit Committee 69 Dan- Streamline routes are up and going. Livingston has started as well. Skyline is in the off 70 season schedule right now. Getting geared up for a busy winter season. Bus Barn- FTA 71 decided that they will not fund project. 72 73 Ralph- Who appoints member of the transit advisory board? Dan is an at large member 74 appointed by the City of Bozeman and he reports on issues from Streamline. 75 2. Gallatin County (Commission, Planning Board, Road Department) 76 Levi – Greater Triangle Area Transportation Plan still underway nearing completion. Looking 77 toward adoption in early 2022. Rehab a bridge on South 19th over Hyalite creek to reduce 78 weight limits as a result of updated inspections. Millings project from Belgrade to 79 Manhattan. 8 miles of hard surface completed. 80 Chris – Hope to continue to work with MDT and get comments and deal with mitigation on 81 development with MDT. 82 3. City of Bozeman (Commission, Planning Board, Engineering Department) 83 Taylor – Griffin Drive, construction started this summer, contractor CK May is working to 84 wrap up work this year. Plan is to open back up this winter and then begin again in the 85 spring to continue to move east. Next year, will be working on a stretch of Cottonwood 86 between Oak and Baxter as well as intersection of Baxter and Cottonwood. We are in the 87 process of finalizing design Story Mill/Bridger Drive road. 88 Scott- Spoke about staffing for the Bozeman engineering department. 89 4. Bicycle Advisory Board 90 None 91 5. Pedestrian and Traffic Safety Committee 92 Ralph – Triangle trails plan & Greater Triangle Area Transportation Plan hope the TCC will 93 stay on top of these plans. PTS is being terminated. I90 Speed limit concern between city 94 and county as well as Valley Center spur and the Intersection of airport road and Frontage 95 road. 96 Taylor- City is actively working on Parks Recreation and Active Transportation Plan. This will 97 link to the Triangle trails plan. 98 6. Montana Department of Transportation 99 William – TCP (tentative construction plan) wrapped up Thursday October 21st and adopted 100 the 2022 through 2026 transportation plan. Dave Gates is the new Pre construction 101 Engineer. Kristina Kilts was hired as a new traffic engineer for the Bozeman area. MDT 102 projects –Rouse Ave, I-90 Manhattan to Belgrade tied to the guardrail project, safety project 103 Phase 2 Highway 86, Yellowstone park slide repair. All of these have been completed. Active 104 projects are the Gallatin canyon message board sign project. Expected to begin spring of 105 2022. Bozeman rest area relocation. North 19th of Bozeman to be relocated in a location 106 North of I90‘s exit 274 near Three forks. Construction began in August of 2021. 107 7. Montana State University 108 None. 109 8. Bozeman School District 110 Matt Stark- Todd has moved on from the Bozeman School District. Renovation of Bozeman 111 High School is still ongoing, no major impact on Main or 11th traffic. 112 9. Other TCC Member/Committee Reports 113 None. 114 E. OLD BUSINESS 115 None 116 F. NEW BUSINESS 117 118 a) Discussion on Membership 119 Taylor-Opened it up for other committee members to comment. 120 Mitch-MDT legal will need to review anything before they would sign for agreement. 121 Bylaws would be a majority vote. 122 Taylor- Opens it up for a discussion on membership 123 Ralph- Why the city’s board of sustainability got a voting membership? 124 Taylor-will do some digging to see why that was put forth from legal. 125 Chris- If the goal is to carry out the climate action plan- he feels the need to be on the 126 committee and be a voting member. 127 Ralph-recommends to make city manager and County administrator listed as non-voting 128 members of the committee. 129 Taylor-move to specify a transit committee be a voting member 130 Chris- agrees that they should be a voting member 131 Ralph-concerned about residency requirements- City-has to live within the city limits 132 and County can live anywhere within the county or live outside city limits. 133 Taylor-Agrees with Ralph that representative of the county does not have to reside in 134 city limits. 135 Levi- also agrees with Taylor 136 Chris- Agrees that they should be a county resident. 137 138 b) Discussion on Bylaws & Agreement 139 140 Ralph- This committee should meet at least once a year. 141 Taylor- Will draft that up to state that in the Bylaws. 142 Mitch- Draft with all the signatory’s to track to get ready for the next meeting. 143 G. PUBLIC COMMENT #2 144 145 Marilee Brown - Speaking as a citizen for Safer Bozeman- The sustainability board, is it to 146 maintain the number of votes or because it is really needed? Would like to see transit get a vote 147 and give other citizens the chance to step forward and apply for membership. Would like the 148 TCC to consider meeting more than quarterly. 149 150 H.
