00:07:48 Board Liaison and Economic Development Director Brit Fontenot provided an
introduction.
00:12:10 Community Housing Program Manager David Fine presented materials and facilitated a
conversation related to the City's community housing program. Work plan eligible items were
summarized and included work on the UDC overhaul and short term rental restrictions, ongoing work
with the affordable housing ordinance, near term code changes, and a consolidated plan.
00:44:33 Community Engagement Coordinator Dani Hess provided a presentation and facilitated
a discussion on the City's diversity, equity, and inclusion work. She summarized the board's role in in
reviewing the DEI plan and ultimately recommending it to the City Commission. She also noted the Cities
for CEDAW City Commission priority as a potential work plan item for the board.
01:13:22 Economic Development Director Brit Fontenot proposed the Economic Vitality Board
consider creating a framework for the 1% for the art program as outlined in Ordinance 2056 and
working with TOCC to make a recommendation to the City Commission on a public arts program
separate from the 1% for the art ordinance as work plan items in the public art focus area.
01:20:55 Brian Duffany of Economic Planning Systems and Alisa Pyszka of Bridge Economic
Development explained the Economic Development Strategy Update and the role of the EV board in the
update.
01:47:21 Kevin Thane, Public Comment
Kevin Thane commented on items he did not see in the work plan discussion related to community
housing, including UDC revision, PUD relaxation and ADU incentives. He also commented on Low Income
Housing Tax Credit and housing vouchers.
01:51:49 Brit Fontenot summarized the identified work plan items in each focus area.

board members to RLC 2) Recommendation of Strategy Update to the City Commission
