Hi Taylor,
Just getting back around to this one. Here’s the master site plan. I agree with your assessment that
improved/expanded park facilities can generate more trips, but I’m not sure how to analyze it in this case short of
collecting our own data sometime this summer since the ITE data doesn’t really help. It seems as though parks most
often peak at different times than the adjacent street traffic, so I don’t expect it to have a significant impact on our
peak hour operations at Griffin/Manley or the access road intersection at Manley. We did not do any analysis for the
access road project. Let me know if you’d like to discuss any of this in greater detail.

HI Danielle. I can’t find the Master Site Plan. Can you send me a copy? My thoughts on this are that while this current
plan may not be increasing the facilities at the park, many facilities have been added in recent years and could be
considered a driver for the updated site plan that includes increasing the parking capacity. I realize the ITE Trip Gen
manual doesn’t provide guidance on how to estimate increased usage based on improved facilities, or growing
population, I think we can probably agree that the use here has drastically increased in recent years. I am not sure we
need to do a full TIS but I would like to think about what potential impacts the new access road and parking will have
on the intersection at Manley Road. Do you know if any analysis was done with the access road project for NWE?

Lance and Taylor,
The primary independent variable for a public park in the trip generation manual is number of acres. We are not
increasing the size of the park with these improvements so by traditional trip generation methodologies, we will not
be increasing the number of trips to the site. If you need to see the anticipated trip generation based off of the
existing park acreage, here’s a quick summary of that:
Average Weekday Daily Trips = 0.78 trips/acre * 29.8 acres = 24 trips
Average Weekday AM Peak Hour = 0.02 trips/acre * 29.8 acres = 1 trip
Average Weekday PM Peak Hour = 0.11 trips/acre * 29.8 acres = 4 trips
Saturday Daily Trips = 1.96 trips/acre * 29.8 acres = 59 trips
Sunday Daily Trips = 2.19 trips/acre * 29.8 acres = 66 trips

Hi Lance,
We’re working on a Master Site Plan Application and Phase 1 Site Plan Application for Glen Lake Rotary Park (formerly
East Gallatin Recreation Area). As you can see on the attached Master Site Plan, the improvements will include a new
paved access road lined with back-in angle parking, a paved multi-use pathway and landscaping. While we will be
adding parking capacity, we don’t have any new buildings or expansion of the park amenities that would generate new
traffic to the park, at least not from a traditional trip generation calculation perspective.
Can you please let me know if you feel it would be appropriate to grant a waiver for the traffic study requirement for
this project? Let me know if you need any additional information.
