1) Can you provide an estimated duration of the evaluation process, an anticipated project start
date, and the estimated project duration? Are there any other projects, timelines, or funding
sources that are driving the project timelines? We are targeting a completion in December 2023.
Start date would be hopefully June 2022 to account for RFQ review, proposal solicitation and
review, and contract. The funding is all local revenue and the project is not dependent on
completion of other projects.
2) Can you share the anticipated total consultant budget for this project? Current funding in hand
is $225,000. Additional funds are requested in the upcoming fiscal year to raise the total to
$500,000.
3) Is there a file size limit for the attachment of our proposal for the email submission? As per the
notice, “All proposals must be provided as a single, searchable PDF document file and be
submitted digitally as an email attachment to the RFQ Recipient email address below.
Respondents are advised that Recipient’s email attachment size limit is 25MB and that only one
PDF file will be allowed per response. The subject line of the transmittal email shall clearly
identify the RFQ title, company name and due date/time. File sizes greater than 25MB in size
may be uploaded to bzncloud.bozeman.net upon special arrangement of the Recipient;
however, it is the respondent’s sole responsibility to ensure the file upload is completed, and
that the Recipient is separately notified via email confirming the upload, prior to the given
deadline.”
4) Regarding the Proposal Contents listed under IV. STATEMENT OF QUALIFICATION
REQUIREMENTS, what is the type of desired content for:
• c. Response to Scope of Project – Even though this is called and RFQ, is this meant to be an
outline of our proposed preliminary scope of work? Section 3 of the RFQ outlines key
elements in the ultimate work. Please tell us why you are particularly qualified and have
capacity to provide the identified work.
• d. General and Technical Requirements – it seems like resumes would be under b.
Firm/Individual Profile, so what content should be here? Is it meant to describe the
consultants’ requirements expected from the City? Item d is an opportunity for the
consultant to identify their capabilities to meet the scope elements and if they have
particular expertise applicable to code development generally or to the more specific
elements (e.g. we are really good at height transitions because…).
1. Could you provide additional clarification on what you are looking for as part of the submittal
requirements, for example, what should be included in part d. General and Technical
Requirements and part k. Training? d is an opportunity for the consultant to identify their
capabilities to meet the scope elements and if they have particular expertise applicable to code
development generally or to the more specific elements (e.g. we are really good at height
transitions because…). k is an opportunity to call out any particular specialties, education, or
experience that you feel make you especially qualified for this work.
2. We are assuming this is first step in a two part selection process - based on the outcome of the
RFQ process you will invite selected firms/teams to submit a full proposal - is that correct? Yes.
3. Do you anticipate the UDC assessment work on planned developments and affordable housing
to be incorporated into this project or is that a completely separate effort? We are moving the
PUD and affordable housing work forward at this time and expect it to be finalized before this
project is underway.
4. Do you anticipate hiring a single consultant/team for this project? Some of the language in the
RFQ could be interpreted to mean that you anticipate hiring a shortlist of qualified persons to
perform the work? We would prefer one lead consultant for simplicity but understand that
contracts can be well handled by teams. We do expect to solicit proposals from the shortlisted
consultants. Decision to select one or multiple will depend on final evaluation of submitted
proposals.
