Hello Mike, Jeff, Chair Kelly Pohl and other members of the CIty Transportation AdvisoryBoard I have attended past Parking Commission and City Commission meetings that have discussed the creation, modification and dissolution of Parking Benefit Zones. I noticed in the Transportation Advisory Board packet, for the meeting Wed 3/23/22, that thereare discrepancies between the proposed Resolution 2022-03 & Appendix A & the current City Municipal Code for Parking Benefit Zones. Attached is a letter that lists those discrepancies. It is important that any resolution by theTransportation Advisory Board not conflict with current municipal code so residents and city staff are clear what is required in a Parking Benefit Zone. Discrepancies include: Municipal code numbers Who can sign a protest petition (total number of properties not just property owners)When can parking Commision (Transportation Board) propose establishing, amending or dissolving the same sone againHow many days prior to a public hearing that notice must be sent out Who notice must be sent toLocation of signage at exterior boundaries Number of resident & visitor on-street-parking permits and who c is eligibleAND Resolution 2022-03 ’s includes in list of reasons for having a Parking Benefit Zone (as does the Muni code) the potential to use any fiscal operating surplus toBENEFIT resident in the PBZone. Please review these discrepancies before at your meeting tonight so that a Resolution 2022-03 & Appendix A do align with Municipal Code Sec 36-04-603,604 & 605.
