Intheeventa specialdistrictor specialimprovement districtisnotutilizedforthecompletionof these improvements,the developeragrees to participatein an alternatefinancingmethod for the completionof saidimprovements on a fairshare,proportionatebasisas determinedby theCityon the basisof the squarefootageof property,taxablevaluationofthe property,trafficcontributionfrom the development ora combinationthereof.
