Do not click links or open attachments unless you recognize the sender and know the content is safe. Dear Honorable Commissioners: I'm writing in regards to Appeal #22005. I ask you to seriously consider the points made by the parties appealing the proposed Master Plan and Ives application and send that plan back for further revisions. Other commenters have granular detail about the appeal. I hope to draw your attention to the big picture. The area of the proposed master plan and the Ives application within it sit in two identified, mapped areas of Bozeman: the Northeast neighborhood and the core downtown area. Any development needs to honor and accommodate both aspects of the community. Right now, the Master Plan and the Ives both lean too far toward the aims of the downtown, to the detriment of the neighborhood. The Community Plan, adopted in 2020, states in that one of its core focus areas is "A City of Unique Neighborhoods." The northeast is unique and a large part of the charm of Bozeman. The proposed master plan in the Northeast neighborhood fails to meet a goal and two objectives within the Community Plan. These are: "Goal N-4: Continue to encourage Bozeman’s sense of place. N-4.1 Continue to recognize and honor the unique history, neighborhoods, neighborhood character, and buildings that contribute to Bozeman’s sense of place through programs and policy led by both City and community efforts. N-4.3 Revise Design Guidelines within the Conservation Overlay District to distinguish Downtown from the residential neighborhoods, to encourage neighborhoods and neighborhoods near transition areas, both north and south of Downtown. Planning decisions are about nuance. This is a complicated site, with significant impacts within the neighborhood and the core business district. Getting those details right matters. When I see details that do not mesh with the character of the neighborhood, commercial vehicle entrances directly across from homes and no consideration for shading to the north or to the context of the historic district immediately to the north, I see a plan that needs more thought. This is not a NIMBY objection or an objection to creating more density in the core. It is a request to balance all the goals within our plans. Sincerely, Karen Filipovich
