HomeMy WebLinkAboutFCA Services RFP - Questions and ResponsesFCA Services RFP 3/1/2022 Questions and Responses The following are questions that were received by potential respondents to the FCA Services RFP and the responses from the City. Q1 - Would you be able to provide the square footage for the 12 priority assets as well as the balance of the city owned assets? - The most current inventory of the City’s facilities is attached at the end of this document. Some data is missing for buildings on this list, including square footages and dates of construction. I cannot verify the accuracy of information in this inventory. Q2 - When does the fiscal year end? - June 30, 2022 Q3 - Do you hope to inspect the additional buildings at a similar rate as to the first year based on total square footage completed in the first year? - I expect that we will continue the inspections at roughly a similar pace to this first round so that a consistent yearly budget can be established Q4 - Does the City know what the annual budget for these inspections is, or is that to be determined? - An ongoing budget allocation has not yet been made to this project. Q5 - What is the cities current CMMS software that we will be integrating the data into? - The City is currently using CityWorks to manage maintenance work orders for facilities, however facility condition assessments have not been done since implementation of CityWorks and previous assessments have not been integrated with CityWorks. The City is still evaluating options for managing the results of this assessment. Q6 - Is the city looking for a full ADA survey and if so, to what level are they requiring? - The City is looking for an assessment of ADA compliance for each building, in line with a Tier II assessment. Q7 - Does the city currently have a condition rating scale or priority rating scale they currently assign to their systems in the CMMS software the data will be integrated into? - We do not currently have a standard rating / priority scale. Our CMMS system has largely been limited to work orders which are immediately addressed and has not included managing large projects or long term deficiencies. Q8 - Who will be accessing this report and how will it be used? - This report will be publicly available and for the use of all, but primarily will be used by the facilities department to address building deficiencies as well as by city management for the long term planning of budgets and facility management. Q9 - Would an award for the project preclude the vendor from downstream work? - I do not foresee this project precluding vendors from any downstream work. Q10 - Would the city be interested in receiving a quote for Facility Asset Management software specific to managing inventory, deficiencies and capital planning? - While procuring Facility Asset Management software is not expected to be a part of this project at this time, you are welcome to include a quote as a completely separate supplement to the submission. Q11 - Can you please provide additional information on the scope of work for the Maintenance Plans and Schedules (Scope of Work Point "5" - Pg. 6 and Deliverables Point "e" on Page 8? - Regarding the maintenance plans, we are really looking for high level checklists / intervals for maintaining major building systems (with a focus on mechanical systems) rather than minute assessments of every single building component. Using an automotive maintenance schedule example, intervals for oil changes, fluid flushes and timing chain replacements are given but not for every single bearing and bushing that may wear out. Q12 - Are Class "D" cost estimates (+/- 25 to 30%) sufficient for the City? - Yes, Class D estimates are sufficient. Q13 - Is there a minimum cost threshold under which the City considered repairs or replacement to be maintenance as opposed to capital, and therefore should not be included in the FCA reports? - I am hesitant to set a specific Dollar threshold, as it depends on the systems being inspected. Overall we are looking for a generalization of building systems condition, so not budgeting for repairing an individual small hole in a wall but rather an assessment of the overall condition of the interior finishes for a building. On the other hand, for critical mechanical systems, structural elements or building envelope a single small component failure may have large impacts but low cost and should be included. For example, a $15 part could be failing on a heating system which could result in critical failure of the system despite the low repair cost. Q14 - Has the City kept the 2012 FCA dataset up-to-date based on completed capital projects? If so, does the City wish to build off of the current data set or "start fresh" with 2022 data? - The documentation of completed work done on items identified in the 2012 FCA has been inconsistent, as technological changes and staff turnovers over the last decade have impeded our tracking of that information. The prior FCA was also formatted in a way which made keeping updated records more difficult. Only a portion of the portfolio was inspected at that time and I think it would be best to start fresh as much as possible, but we will be able to provide prior assessments for document review. Q15 - Are we to price the FCA for the entire portfolio or just the 12 high priority buildings for now? - Bid pricing is only required for the 12 priority buildings as we are not expecting our budgets to cover much more than that for this round, however including an estimated fee structure for subsequent rounds of inspections to cover the whole portfolio will likely result in a more thorough submission. At this point an estimated fee structure for inspections outside of the priority list is sufficient, with the current market we understand providing hard bids for projects several years out is challenging. Q16 - Will the remaining buildings be negotiated with the winning bidder? - The remaining buildings may be negotiated with the winning proposer for better continuity of deliverables, but it is not a guarantee of being awarded the remaining inspections as the City may decide to solicit a new round of bids or postpone future inspections. Q17 - Does the City of Bozeman have repository for building drawings/as-builds? - We do have drawings for some of our buildings, but I do not know for how many. Any records we have would be paper files in off-site storage. The City will work the selected proposer to identify and share any information we have in advance of inspections. Q18 - How many pieces of equipment does the city currently maintain? Is there an existing inventory that can be shared? - Unfortunately we do not have a database of major mechanical equipment for each building. Expanding our datasets is a goal of this assessment. Q19 - Would you consider a deadline extension? - No. We are unable to change RFP submission deadlines once they are published.
