Dear commissioners:
I am writing to express my strong support for the recommendations presented by Clarion in the Bozeman
Code Audit, which you will be discussing at your March 1 meeting. Specifically, it is imperative to adopt the
recommendations under OUTCOME 2: (pg 42-44) establishing a housing preservation overlay district to
prevent the ongoing loss of small dwellings. Affordable housing issues cannot be honestly addressed
without action to, “prevent the replacement of existing homes with much larger homes.” This practice has
worsened the housing crisis. It does not provide increased density. It removes a small, more affordable
home from the market while affecting the neighboring properties adversely by increasing the tax burden of
residents in the surrounding area. If left unchecked, this practice would continue until the stock of smaller,
more affordable homes is depleted.
I also strongly support the establishment of RMH (residential manufactured home) zones to protect our
most vulnerable home owners. As stated in the draft, existing R-O zones allowed for demolition of the
mobile home parks that displaced residents in – by my estimate – 175 affordable units. In 2021 my concern
for the welfare of these people led me to survey residents in three mobile home parks. I can assure you
that they all feel threatened and powerless against the current development trends as mentioned above.
The cold fear of facing homelessness or displacement breaths down their necks. For many of them it is
perceived as a certain eventuality. I will resume my survey when the weather warms up in order to gain
further feedback from our mobile home residents. You are all invited to join me.
It is clear to me that these zoning changes are the most fiscally responsible and ethical acts of leadership
that the commission can make towards a sincere effort to prevent further hardship and homelessness.
I urge you all to vote to enact these zoning changes.
