The hand-raising button was not working on my computer at the Commission meeting
2/15.
My comment is that I am very concerned about the time horizon for exceeding our
water supply. Without any measures, we will reach the danger zone in 2033. But even
with the recommended Tier II measures, we'll only buy a year of time before we
exceed our water supply in a drought year under a 4% growth model. I understand
that our current growth is closer to 5%, which indicates that the 4% growth rate may
be conservative.
I don't think that Tier II is nearly enough. I would like to see Tier III implemented, as
well as additional measures, including the 2 day per week limitation on watering.
Another option would be that the City of Bozeman could incentivize water catchment.There are a lot of roofs in this town, and significant amounts of water for gardens and
trees can be collected. Red Lodge currently has a program in place that the City
could investigate. An advantage for home owners is that there would not be a
limitation on when they could use their catchment water.
We don't have a lot of time to address this issue before it becomes a crisis. I strongly
urge the Commission to take more extensive action than is recommended by staff.
