H)02:18:18 Adjournment 5 Memorandum REPORT TO:Sustainability Board FROM:Jon Henderson, Strategic Services Director SUBJECT:Sustainability Board Work Plan for 2022-2023 MEETING DATE:February 9, 2022 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Continue Discussion of Sustainability Board Work Plan for 2022-2023 STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas (GHG) emissions, increase the supply of clean and renewable energy; foster related businesses. BACKGROUND:On January 12, 2022 the Sustainability Board began discussing ideas in support of the development of a Work Plan to help guide progress over the next two years (2022-2023). Additional information will be presented on February 9, 2022 (as outlined below), to further define a number of ideas in an effort to finalize a Work Plan (tentatively scheduled for adoption by the Sustainability Board on March 9, 2022). The Work Plan will then be submitted to the City Commission for their consideration and acceptance. The Work Plan is intended to serve as a guide to help focus efforts towards providing meaningful advice to the City Commission. All Work Plan items must meet the following requirements: Aligned with City Commission priorities Finite scope Measurable outcome Implementable with existing resources Achievable in two years The following adopted City Commission priorities were discussed on January 12, 2022 (including a reference to their respective Climate Plan recommendations), and will be a part of the final Work Plan: UDC Overhaul (1.B.1, 1.B.5, 3.G.2) Model HOA Covenants (1.B.1, 2.F.2) Sensitive Lands Protection (6.P.1, 6.P.3) The following item is listed in Resolution 5327 (establishing the Sustainability Board), and will be a part of the final Work Plan: 6 Assisting the City in implementing the City's annual Clean-Up Week (5.M.1, 6.P.4) Based on input received through the Chair of the Sustainability Board (via individual conversations with Board members), and having been reviewed by City staff, the following items are to be discussed in more detail as potential Work Plan items (additional clarity and specificity will be necessary before determining whether or not they will be included in the final Work Plan): Promote Energy Efficiency Financing and Investment (1.A.6) Support Community and Neighborhood Resilience Programming (3.I.1) Expand Composting Services and Collection (5.M.2) Help Develop a Food System Assessment and Security Plan (6.N.2) The following items received through the Chair of the Sustainability Board (via individual conversations with Board members), and having been reviewed by City staff, are unlikely to be included in the final Work Plan. City staff will provide more background as to why these items may not be in consideration for the final Work Plan (that is not to say progress will not be made, as some items fall within existing internal commitments of the Sustainability Division): Use Data and Price Signals to Advance Energy Efficiency (1.A.2) Require Home Energy and Water Use Labeling at Time of Listing (1.A.5) Plan and Install Renewable Energy Projects for City Facilities (2.F.1) Streamline Solar Permitting and Adopt Solar-Ready Code Provisions (2.F.2) Advance Distributed Solar Policies (2.F.3) Encourage Local Agriculture and Preservation of Working Lands (6.N.3) For reference, the Sustainability Division has made an internal commitment to the following items, which may provide useful context as it relates to complementary work of the Sustainability Board (i.e., the Sustainability Board may be asked to weigh in on these items over the next two years outside of adopted the Work Plan): Establish City of Bozeman High Performance Building Standard (for City facilities) (1.A.1, 1.B.3) Launch Electrification (and Bulk Purchasing) Campaign Partnership (1.A.3, 1.B.1) Ensure Key Provisions are adopted in the State & Local Adoption of 2021 IECC, including solar-ready provisions (1.B.2, 2.F.2) Pursue Federal Funding Opportunities (Infrastructure & Investment Act) (2.E) Advance Renewable Rate Option with Utility and/or 100% RE Communities (2.E.1) 7 Assist with Engineering Design Standards Revisions to Advance Sustainability and Resiliency (3.H.2) Update Clean Fleet Vehicle Purchasing Policy (4.K.3) Participate in Equity and Inclusion Plan Development to Ensure Alignment with Climate Plan Support 2023 Legislative Session It is important to recognize that all of the above items (with the exception of the six items listed as not being under consideration) are in addition to the core services provided by the Sustainability Division. Furthermore, it is important to note that some items may require 'support' from the Sustainability Board, while others may be 'led' by the Sustainability Board (e.g., the "UDC Overhaul" will be led by the Community Development Department, and will likely involve a number of citizen advisory boards).
