I fully understand the need for infilling and higher-density housing in our community, however the current proposal includes many misleading statements and ambiguous proposals that should be formally agreed to by the developer before this moves forward. Please find specific objections to application responses below: Section B: Given the density of proposed structures, there would be extremely limited access to the complex, especially since the Overbrook association has made it clear that access will not be permitted through their property from the West. Section C: "The development will also promote a safe link for pedestrian traffic to the north, west, and east of the property" is an extremely misleading statement. If the developer is suggesting that they will fund and construct a sidewallk/bike path that connects from the sidewalk on South 3rd all the way to the existing sidewalk on Kagy, that should be explicitly agreed to. Otherwise this proposal does nothing to address the connectivity it claims to offer. Either way, given the proposed size of project and small scale of the lot, there is almost no way pedestrian access would be viable on any side but the East, and again, only with the construction of a path/sidewalk that would need to connect to others. A dead-end sidewalk that requires crossing 3rd is an inadequate solution. Section D: The proposal does not address the challenge of turning from the development onto South 3rd, which has existing congestion problems and dangers. This is not an insurmountable challenge, but does require thought in advance of approval. Section F: This also feels extremely misleading- trails and sidewalks that connect "toward" Kagy but do not connect serve no purpose for safe transportation. Section I: Parking is not addressed by the developer in this proposal. This will certainly be an issue given the proposed size of the development and lack of suitable on/off street parking nearby. To summarize, and R-3 zoning designation, while not in my mind out of the question for this parcel, would be a challenge to do well given the size and surroundings. More detailed answers are needed to ensure this project fits within the goals and guidelines of the zoning and community objectives.
