B. PUBLIC COMMENT #1 Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda. Please limit your comments to three minutes. Ralph Zimmer- Would like to have public comments accepted on individual agendaaction items. Marilee Brown – Gallatin Alliance for Pathways 1. Valley Center Spur – Concerned with no pedestrian signalization or crossing at either end of spur. Would like to thank the City of Bozeman for setting aside money to study the situation and putting in 4th flag at east end. In section 4E.03 paragraph 02 item C of the manual of uniform traffic control devices there needs to be signalization from all four legs and painted crosswalks. Hopes everyone can work together to make this a priority for the TCC. 2. Rest stop on I-90 being eliminated. Planning endeavors where never mentioned. Hopes that TCC will take action in the future. 3. Would like the TCC to hear more plans on construction standards and be able to have the opportunity to comment on them. E.C. MINUTES – April 28, 2021 Bill Fogarty made a motion to approve the minutes. Chris Scott second the motion The minutes were approved by a unanimous vote. F.D. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of the TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) 1. Transit Committee Dan- Streamline routes are up and going. Livingston has started as well. Skyline is in the off season schedule right now. Getting geared up for a busy winter season. Bus Barn- FTA decided that they will not fund project. Ralph- Who appoints member of the transit advisory board? Dan is an at large member appointed by the City of Bozeman and he reports on issues from Streamline. 2. Gallatin County (Commission, Planning Board, Road Department) Levi – Greater Triangle Area Transportation Plan still underway nearing completion. Looking toward adoption in early 2022. Rehab a bridge on South 19th over Hyalite creek to reduce weight limits as a result of updated inspections. Millings project from Belgrade to Manhattan. 8 miles of hard surface completed. Chris – Hope to continue to work with MDT and get comments and deal with mitigation on development with MDT. 3. City of Bozeman (Commission, Planning Board, Engineering Department) Taylor – Griffin Drive, construction started this summer, contractor CK May is working to wrap up work this year. Plan is to open back up this winter and then begin again in the spring to continue to move east. Next year, will be working on a stretch of Cottonwood between Oak and Baxter as well as intersection of Baxter and Cottonwood. We are in the process of finalizing design Story Mill/Bridger Drive road. Scott- Spoke about staffing for the Bozeman engineering department. 4. Bicycle Advisory Board None 5. Pedestrian and Traffic Safety Committee Ralph – Triangle trails plan & Greater Triangle Area Transportation Plan hope the TCC will stay on top of these plans. PTS is being terminated. I90 Speed limit concern between city and county as well as Valley Center spur and the Intersection of airport road and Frontage road. Taylor- City is actively working on Parks Recreation and Active Transportation Plan. This will link to the Triangle trails plan. 6. Montana Department of Transportation William – TCP (tentative construction plan) wrapped up Thursday October 21st and adopted the 2022 through 2026 transportation plan. Dave Gates is the new Pre construction Engineer. Kristina Kilts was hired as a new traffic engineer for the Bozeman area. MDT projects –Rouse Ave, I-90 Manhattan to Belgrade tied to the guardrail project, safety project Phase 2 Highway 86, Yellowstone park slide repair. All of these have been completed. Active projects are the Gallatin canyon message board sign project. Expected to begin spring of 2022. Bozeman rest area relocation. North 19th of Bozeman to be relocated in a location North of I90‘s exit 274 near Three forks. Construction began in August of 2021. 7. Montana State University None. 8. Bozeman School District Matt Stark- Todd has moved on from the Bozeman School District. Renovation of Bozeman High School is still ongoing, no major impact on Main or 11th traffic. 9. Other TCC Member/Committee Reports None. G.E. OLD BUSINESS None H.F. NEW BUSINESS a) Discussion on Membership Taylor-Opened it up for other committee members to comment. Mitch-MDT legal will need to review anything before they would sign for agreement. Bylaws would be a majority vote. Taylor- Opens it up for a discussion on membership Ralph- Why the city’s board of sustainability got a voting membership? Taylor-will do some digging to see why that was put forth from legal. Chris- If the goal is to carry out the climate action plan- he feels the need to be on the committee and be a voting member. Ralph-recommends to make city manager and County administrator listed as non-voting members of the committee. Taylor-move to specify a transit committee be a voting member Chris- agrees that they should be a voting member Ralph-concerned about residency requirements- City-has to live within the city limits and County can live anywhere within the county or live outside city limits. Taylor-Agrees with Ralph that representative of the county does not have to reside in city limits. Levi- also agrees with Taylor Chris- Agrees that they should be a county resident. b) Discussion on Bylaws & Agreement Ralph- This committee should meet at least once a year. Taylor- Will draft that up to state that in the Bylaws. Mitch- Draft with all the signatory’s to track to get ready for the next meeting. I.G. PUBLIC COMMENT #2 Marilee Brown - Speaking as a citizen for Safer Bozeman- The sustainability board, is it to maintain the number of votes or because it is really needed? Would like to see transit get a vote and give other citizens the chance to step forward and apply for membership. Would like the TCC to consider meeting more than quarterly. J.H.
