Thank you for notifying me about the second notice period for the project due to new
information and corrected parking calculations. I very much appreciated the opportunity toreview the revised documents, and the opportunity to comment.
I originally wrote a longer letter, but after speaking about my concerns with the projectarchitect, Jeff Lusin, I am abbreviating my comments.
My concern was that the “Parking Analysis” document shows that the three new commercial“shells” are “Artisan Manufacturing” spaces that would be required to have two parking
spaces each. However, the drawing on page 4 shows “shell A” as being “Health & Exercise,”“shell B” as “restaurant,” and “shell C” as “office.” As per Bozeman Code table 38.540.050-3,
the required parking for those types of spaces would be very different.[1]
Jeff Lusin confirmed my suspicion that the architectural drawings on page 4 of the document
reflect a previous vision for these commercial spaces. I asked him about the recentpresentation by Outlaw Real Estate Partners to the Northeast Urban Renewal Board on 16
December 2021 (where they requested NURB approval of TIF reimbursement for the project),when the owners described the new commercial spaces as being a health/exercise facility and
new small restaurant. Jeff informed me that the owners misspoke.
I usually stay away from issues related to parking in the City; they are inevitably far more
complicated than people believe—or want—them to be. I understand it is a difficult balancingact, and that most of us would prefer walkable neighborhoods with “eddy out” green spaces
rather than acres of parking lots. I like the look of this project and see that the architectsconsidered the look and feel of the neighborhood in its design.
I just want to be sure that the project is being truthfully presented, be it to CommunityDevelopment for permitting purposes or the City Commission for TIF assistance. Before a
project can be properly assessed and approved by the City, the City needs to know what theintent of the project actually IS.
