Dear Craig,
The applicant is in control of which pieces of the project are submitted and in what order, provided
the application meets all necessary requirements. Because the Henry did not have any components
that were reliant upon other parts of the master site plan, the application for the Henry was
appropriately submitted and considered as a stand-alone project. There will not be a hearing before
the Commission on the Henry or the master site plan because both are appropriate for an
administrative level determination, per code.
Best,

The City has enhanced our project intake process and will now be receiving all project submittals -
New and Revisions, through ProjectDox. As a result of this transition in process, response times to
inquiries may be delayed. We understand the impacts any delay may create for your site
development and we will make every effort to provide you with the highest level of customer service
in a timely manner.
We encourage you to review our Development Center webpage and become familiar with the new
intake process. Your patience during this transition is greatly appreciated.

Dear Ross,
That's interesting, unfortunate and disturbing. Why is the construction of "The Henry" within
the boundary of the master site plan if it is independent? I responded to the master site plan
as depicted on your server on 12/2. You're misleading and confusing the public by
independently releasing and approving portions of the project that are within the master site
plan. I think that must be patently obvious considering that you received zero/no comments
on the Henry!! Will there be a public hearing with the commissioners about the Henry and
the broader project?
Most sincerely,
Craig

Dear Craig,
The public notice period for the master site plan application has closed and the project is now
under final review with a director decision to be made within 10 working days of the close of
public notice (December 17, 2021). Your public comments were received as a part of the
North Central master site plan, they were included in the folder, summarized in the staff
report, and this will be forwarded to the Director of Community Development for final
decision. The Henry (21231) has been given preliminary approval with conditions, as it was not
dependent on shared parking or open space within the master site plan; a copy of the
approval and signed staff report can be accessed via Laserfiche. The Henry was open for public
notice in September as required and no public comments were received during the notice
period. The department does have an appeal process, however, an appeal must be made
within 10 working days of the Director’s decision, which for the Henry was October 26, 2021.
Please let me know if you have any further questions. I’d be happy to forward the staff report
for the master site plan when it is finalized.

Dear Ross,
I got on to the City's Community Development Viewer this evening to see how the North
Central (née the Sanitarium District) review was progressing, and I couldn't find an update.
Have I missed it somewhere? I was further startled to discover a layer under the Master
Development plan suggesting that the City appears to have already been piecemeal approving
the development, and specifically, "The Henry." Is this correct??
What's the point of asking for comments on a master development plan if approvals for
individual components have already been handed out? Would you please direct me to the
public comments that were received about the erection of "The Henry" as you did for the
Master Development Plan? I couldn't find any.
I glanced through the plans for the "The Henry," and it appears that our planners are
suggesting (Preliminary Approval?) that it is A-OK, and in keeping with the NCOD
neighborhood interface and COAs, to have no step down or interface between 6-stories and a
131-year-old neighborhood? By what logic is that possible?
Please tell me that the "The Henry" design doesn't have final approval. If it does, is there an
appeal process?
Sincerely,
Craig

Hi Ross Knapper -
Thank you so much. Coincidentally, I received a newsletter from NENA yesterday saying that
most of the comments were about "The Ives." I find that interesting. Are the comments
submitted regarding the master plan available for viewing somewhere? I would be excited to
read them.
Thank you very much for your reply.
Sincerely,
Craig

Dear Ms. Garber,
This email follows-up on the email I sent you on 6/10/2021 regarding the
prospective demolition of the sanitarium complex, the prospective erection of "The Henry,"
and other aspects of "North Central." I wish I would have heard back from you. Nevertheless,
thank you for this opportunity to provide public comment. I've taken the liberty of Cc'ing a
few interested parties, and I will send this email and attachment under separate cover to
others to help spread the word in the community.
Sincerely,
Craig
