PARKING NARRATIVE
Building 3.4 includes 44 residential units and 45 below-grade structured parking stalls.
Figure 1 shows the base residential parking requirements and calculations for parking reductions for on-street parking and transit
availability resulting in a requirement for 34 off-street parking stalls.
Figure 2 shows a summary of residential parking required versus off-street parking provided. The 11 stalls above the parking
requirement will be used to support other uses in the North Central Master Plan.

Four bike parking spaces are required (10% of base parking requirement of 44 stalls before reductions) and 66 are provided.

North Central Master Plan
Shared Parking Summary for the Medical Arts Campus and AC Hotel
Overview
Land uses at the Medical Arts Campus (Medical Arts) are being phased out as
redevelopment occurs in the North Central Master Plan (North Central). In the
beginning of 2022 Medical Arts will be required to provide 41 parking stalls (See
the Medical Arts parking summary in the North Central Master Plan submittal for
more detail). In addition, 80 off-site parking stalls are being provided within North
Central for the AC Hotel that will ultimately be provided in the parking garage at
Block 4.
Prior to the completion of the Block 4 parking garage, parking will be provided
for Medical Arts and the AC Hotel at Mountainview East in a temporary surface
parking lot with 80 stalls. The 24-stall surface parking lot in the northwest corner
of Medical Arts will remain for a total of 104 parking stalls for Medical Arts and
the AC Hotel.
Shared Parking
Parking demand for a hotel and office/commercial uses work well for shared
parking because peak demand occurs at different times. Peak parking demand for
a hotel typically occurs in the evening and for office/commercial uses between
8am and 5pm Monday through Friday. Therefore, a portion of the 80 stalls for the
AC Hotel can be used by Medical Arts from 8am to 5pm on weekdays. The table
in Figure 1 summarizes the shared parking assumptions based on guidance from
the Victoria Policy Transport Institute (VTPI) which is an independent research
organization on innovative transportation solutions and the Urban Land Institute.

Figure 2 shows the parking demand by day of the week and time of day based on
the shared parking assumptions in Figure 1. In accordance with Section 38.540.060
of the UDC a maximum of 80% of parking stalls can be shared. Based on the
analysis the peak period of parking demand occurs between 8am and 5pm Monday
through Friday with a peak demand of 101 stalls. At peak demand the hotel
requires 60 stalls (80 x 75%) along with 41 stalls for Medical Arts (41 x 100%).
Under the proposal 21.3% of the 80 stalls (17 stalls) for the AC Hotel would be
shared with Medical Arts.
