The comment letters were received from you via email on September 14, 2021 (Planning) and September 23, 2021 (Engineering). The following matches the review letter response from Susana Montana, Senior Planner dated September 13, 2021; 1. The width of the shared use path has been labeled on the Preliminary Plat. 2. The paths located south of Block 1 and north of Block 3 are city standard sidewalks. The width has been labeled on the Preliminary Plat. 3. Per conversation with the City of Bozeman Parks and Recreation Department, the shared use pathway will be located within Vaquero Parkway right of way and extend from the property’s northern boundary to the southern boundary. The existing trail within the Gallatin County Regional Park will provide the connectivity necessary for the development. The northernmost and southernmost sections of E-W sidewalk will provide access to the trail. 4. The mid-block crossing is not intended as a shared-use path. The widths of Lots OS-1 and OS-2 can be found in the Line Table located on Sheet 2 of the Preliminary Plat. 5. Noted. 6. The notes title on Sheet 3 has been changed from “General Notes” to “Conditions of Approval”. 7. The subdivision spelling will be Park View Crossing, and all names are consistent on the Preliminary Plat. 8. Stokes Lane and Tschache Lane have been labeled on the Preliminary Plat. 9. Note 4 has been updated. 10. Note 9 has been updated. 11. The Certificate of Accepting Cash Donation in-lieu of Land Dedication block has been updated. 12. The narrative describing the supplemental preliminary plat requirements can be found in the file named “0_PrelimPlatSupplementalInfo_06232021”. This document also contains all necessary information required from MCA 76-3-608. The following matches the review letter memorandum from Karl Johnson, Engineer I dated September 23, 2021; ENGINEERING REQUIRED CODE CORRECTIONS: The following items are required for engineering to complete a full review. General 1. a. The provided flood hazard evaluation includes a “Proposed Flood Plain Map” that shows the location of the floodplain in relation to the subject property. The floodplain area, as depicted on the Spring Ditch Floodplain Map, has been added to a figure that is enclosed with this response. The floodplain is not in close proximity to any of the residential lots. The HEC-RAS output and cross sections from the flood hazard evaluation are now included for review. Grading and Drainage 1. a. The fill resulting from the stormwater pond construction has been located outside of the watercourse setback. As a result of shortening the overall pond length, the pond has increased in width and maintained the same overall area and storage capacity. 2. a. Groundwater is known to be high in this area. The geotechnical report from 2001 that is provided includes borings near the existing Pond 5B location. This boring showed depth to groundwater at 3 feet below ground surface. The Gallatin County Local Water Quality District Monitoring Well in the regional park (directly south of the development) shows the static water level at 6 feet. We have noticed a late peak in some of the groundwater monitoring around town, showing up in or near September. I am confident this suffices for the applicable groundwater elevation and we have provided sufficient storm storage and are not altering the existing pond bottom elevation. 3. a. The detention pond has been sized for runoff estimated by the modified rational method. As stated in the Engineering Report, the SCS method was used to estimate the rainfall accounted for with initial abstraction. The remainder of rainfall (within the first 0.5 inches of the storm) will be retained in the stormwater pond, due to the outlet weir being set 4 inches above the bottom of pond elevation.
