A study of this negative effect can quantify the additional energy consumption to overcome the lack of the present passive solar beneficial effects. Because shadows are inevitable and building sites, and heights can be designed in ways that minimize their impact, the extra effort to do a shadow study is very proactive and a proven cost benefit analytical tool that has been available through the IDL. Many architects have used the IDL services in the past to the benefit of their clients and the community in general. With the projected density and mass of buildings proposed for the north Central the application of the computer aided shadow study seems a natural way to mitigate the additional carbon footprint. The environmental effect, that surely will be a consequence if the city's approval permits the construction of the Ives Bldg and the Master Plan in the No. Central properties, can be minimized thereby limit the detrimental effects of the out of scale buildings on the environs of the existing neighborhood. The city planners need to assure that their review has taken into account the impacts of more carbon dioxide emissions due to the mega structure impact in a dense plan surrounded by single family homes on small lots. A shadow study is one tool that can assist the reviewers. The proposal by the developer has a cost on everyone, and this externality is a consequence that the city ought to take into account and protect those homeowners who will pay for their lack of solar heat gain that the developer will not have to bear going forward. Homemade will pass on all of those costs to all those impacted by their development. Those who move into the new buildings will also bear the cost as they pay for more heating due to cast shadows on south facing walls and roofs. Since these negative effects can be mitigated, by redesign based on the proven method of a predictive shadow study, using the state of the art digital model through the IDL, it would be premature to approve any design that does not use the tools and the ability to plot the sun's path and shadow effects.
