To whom it may concern,
As a property owner and resident on the nearby 400 block of N Willson Ave. I am very
concerned about the proposed developments, both the Ives and North Central Master SitePlan, that we recently received notice for.
Primary Concerns:
1. The entire project clearly is not in the spirit at minimum, or in violation of the BozemanNeighborhood Conservation Overlay District
2. The developments are in clearly not in line with Sec. 38.230.100. - Plan review criteria.3. Parking and traffic concerns for nearby residents
4. General ambivalence towards continued exceptions made for Homebase Projects
1. The entire project clearly is not in the spirit at minimum, or in violation of theBozeman Neighborhood Conservation Overlay District
This concern is self-evident, and the entire development is completely out-of-line with thespirit, directives, and guidelines for the Bozeman NCOD. Why are exceptions continuing to be
made for large modern developments in the NCOD, when the goal of the district rules andregulations were to prevent exactly this kind of development from happening? This is the
wrong scale of development, in the wrong place. Exceptions need to stop being made.
2. The developments are in clearly not in line with Sec. 38.230.100. - Plan review criteria.
The development is completely out of line with the historical zoning standards for these
blocks and lots. Exceptions should not continue to be madeThe development will clearly fail to meet standards relating to:
"The impact of the proposal on the existing and anticipated traffic and parkingconditions”
"Adequate connection and integration of the pedestrian and vehiculartransportation systems to the systems in adjacent developments and general
community”"Loading and unloading areas"
"Community design and element provisions (division 38.410), notably:(1) Lot andblock standards”
The development egregiously fails to meet the following standardsCompatibility with, and sensitivity to, the immediate environment of the site and
the adjacent neighborhoods and other approved development relative toarchitectural design, building mass, neighborhood identity, landscaping, historical
character, orientation of buildings on the site and visual integrationDesign and arrangement of the elements of the plan (e.g., buildings, circulation,
open space and landscaping, etc.) so that activities are integrated with the
organizational scheme of the community, neighborhood, and other approveddevelopment and produce an efficient, functionally organized and cohesive
development;Design and arrangement of elements of the plan (e.g., buildings circulation, open
space and landscaping, etc.) in harmony with the existing natural topography,natural water bodies and water courses, existing vegetation, and to contribute to
the overall aesthetic quality of the site configuration;Landscaping, including the enhancement of buildings, the appearance of vehicular
use, open space and pedestrian areas, and the preservation or replacement ofnatural vegetation;
All it takes is quick walk around the proposed development site to see that thedevelopment completely fails to meet these standards on all accounts. The development
is surrounded on 3 sides by small residential, single family homes, that are mostlyhistorical in character. This development is in no way compatible with the immediate
environment of the site and adjacent neighborhoods.
3. Parking and traffic concerns for nearby residentsParking availability on the blocks surrounding the proposed developments is already limited,
and this project will only make the situation worse. Between the inevitable parking issues andcongestion caused by the lengthy construction period and the increase demand for parking
caused by the proposed commercial use, the surrounding blocks will inevitably see demand forparking beyond capacity, which is already maxed out most weekdays. At minimum, the
surrounding blocks need to have a parking permit system put into place that is limited toresidents and visitors only, at all hours of the day, all days of the week.
4. General ambivalence towards continued exceptions made for Homebase Projects
The city of Bozeman has failed to stand by their development standards for years andexceptions continue to be granted, in particular for Homebase Projects. What is the point of
having community development standards if exceptions are made every time they do not lineup with a developers vision? I would ask the city of Bozeman to say “no” to any exceptions
and protect what little we have left of the spirit and character of Bozeman.
I would like to conclude my comment with a simple request: I would ask whoever is in chargeto take a short 5-10 minute walk in the surrounding neighborhood and simply ask themselves:
is this development appropriate here? The answer will be self evident.
