One11 that satisfied this requirement. This is a snip from One11. Currently the Block 4 public bike parking/ shower area doest meet the above referenced section so it wouldn’t count towards open space. Additionally the residential bike parking area is only parking and doesn’t have a ‘rec’ component to it. For it to satisfy open space requirements there would need to be adjustments. 6. Greetings Lee. Staff met this morning and responded to your below inquiries as follows:
1. BMC 38.400.090 Block Frontage access along the West Villard entrance—distance to the alley. This is a question
for the Engineering Department and I am copying Lance Lehigh on this message so he can respond.

2. BMC 38.510.030.M.2.f—structured parking transparency. Structured parking facilities must have at least 50%
transparency along the linear length of each building façade, except the alley façade.
The West Villard façade, at 40%, does not meet this standard. Please be sure to meet the building articulation
standards of 38.530.070 to avoid blank walls along the alley façade.
3. BMC 38.510.030.M.2.k. A pedestrian safety plan is required because the parking facility provides 201 parking
spaces. The City Engineer must review and approve this plan; please submit one with the Site Plan.
4. BMC 38.520.060.B.1 On site residential open space. Your question: Do the dwelling units with a den require 100
sf of open space or 150 sf of open space? Response: Per the City’s Building Division’s interpretation of the IBC, if
the “dens” within the units have a size greater than 70 square feet, then they are deemed a habitable space for
sleeping quarters and, therefore, they are a bedroom. If the “dens” within the units are less than 70 sf (such as
7’ width by 10’ depth), then those units are deemed one‐bedroom units requiring 100 sf of usable residential
open space.
5. BMC 38.520.060.B.1.d—shared indoor residential open space. Shared open space must provide functional
leisure or recreational activity. Subsection 4 states that indoor recreational areas must be located in a visible
area and must serve interior recreational functions and must include amenities and design elements that will
encourage use by residents. Bike storage does not meet the this standard for functional recreational use. The
bike storage is an amenity for residents who own and use bikes and can be used by the Applicant to reduce the
non‐residential parking requirement per 38.540.050.A.2.c (6). These bike parking spaces, in excess of what is
required for the commercial uses on the Site, can be used to reduce the commercial parking requirement by up
to 10% but are not deemed indoor recreational facilities for residents (per definition of Common Open Space in
38.700.040).
6. BMC 38.550. Sidewalk along the alley frontage. Staff has determined that the alley entrance is limited to
vehicles with no pedestrian access to the public parking spaces. The public pedestrian parking access is shown
on the site plan to be from the N. Willson Avenue frontage. It is expected that this public pedestrian entrance to
the public parking spaces is to be “open” 24/7.
I hope this clarifies your questions about the March 18, 2021 Conceptual Review Development Review Committee
comments on the Concept Site plan, Project No. 21004.

Hi Susana, Danielle, and Ross,
With our recent CONR comments in hand and in preparation of our SPR submittal we had a couple clarifications we
wanted to ask you before proceeding. We plan to submit our Site Plan Application on April 6th. A response next week
would be greatly appreciated, that way we can implement any clarifications into our submission. Please let me know if
you have any questions with the below items.
Clarifications:
1. BMC38.510 Block Frontage: b. West Villard Street Mixed‐Storefront BF:
a. Parking Access off West Villard serves 64 striped spaces which are public spaces. As a public garage,
visibility and access off a street not alley is better for access and safety.
b. Block 4 improves the existing site conditions by reducing the number of spaces currently served by the
existing curb cut on Villard.
c. This entrance off Villard was addressed in the CONR for the North Central Master Plan, # 20158, see
image below.
d. e. Please clarify the city’s position on this entrance off Villard, MSP 20158 DRC Memo attached for
reference. See Item 3.b.

a. Block 4 meets the 50% transparency complying with street frontage requirements along North Willson
and West Villard with a combined transparency of 53%. North Willson has a transparency of 60% and
West Villard has a transparency of 40%.
b. Please confirm if the current glazing % is acceptable.
3. BMC 38.510.030.M.2.k: Pedestrian Safety Plan
a. The parking entrance off Villard street only serves 64 striped spaces, and the parking entrance off the
alley only serves 92 space.
b. Since both are under the 100 spaces limit, please confirm that a pedestrian safety plan is not required.
4. BMC 38.520.060.B.1 On Site Residential Open Space
a. The CONR comments calculated one bed + den units with 150 SF required, is this accurate or should
these be calculated with 100SF?
b. Our one bed + den units only have one bedroom, please clarify.
5. BMC 38.520.060.B.4 Bike Parking Open Space
a. Block 4’s bike rooms are indoor recreational areas that feature Bike Workshops, meaning these rooms
will have working space to fix up bikes as well as store them securely.
b. Block 4 is providing bike parking in excess of what is required and what is being used to satisfy reduction
is parking requirements.
c. Please clarify if we can count our excess SF towards our open space calculations. If not, please reference
the zoning provision which prevents us from using it.
6. BMC 38.550: Landscaping
a. BMC 38.520.040.D3 applies to non‐motorized circulation and design, specifically landscape buffers
between pathways and buildings. Typically alleys are for utility and vehicular access and do not have a
dedicated pedestrian pathway. It is our interpretation that this code does not apply to alleys without
pedestrian pathways, since this interpretation does not align with typical downtown alley
development. However, in keeping with the intent of this code section, the utility meters located on the
building along the alley will be screened to provide a more attractive alley façade. Please confirm that
this will meet this code section requirements.
