Meeting via WebEx.
Jennifer and Cynthia running a little late, so Dani started the meeting.
No changes to the agenda.
Review Sep. 2021 minutes. Kathy moved to amend the date to be correct (read Aug 12,
2021). Emily seconded. Bob moved to adopt minutes as amended. Linda seconded. Mo-
tion passed unanimously.

Agency Landscape and Planning – prime contractor on the project.
Sanderson Stewart – Active Transportation and design standards
Alta – Wayfinding, active transportation support

Developing statistically valid survey – will be distributed to around 500 households.
Need to get back about 300 responses.
Project started late summer – first phase ends this month. Engagement milestone #1 this
week.
Second phase will be analysis and assessment. Extends to August 2022.
Third phase aims to craft a framework.
Fourth phase will deliver plan.
First milestone – raise awareness and learn about system. 6 focus group conversations,
info shared online, coordinating with city liaisons.
Share results of needs survey, analysis findings in a workshop setting. Engage partici-
pants in Bang the Table.

Oct 2 – Fall Feastival at Story Park

Fall 2021 program guide included a Mad Lib that presented input that had been solicited
from the public. It will continue to be available.
Reviewed related plans from the past.
Recent investments: pathway to the “M”, Bozeman Sports Park, Front Street Connector,
Story Mill Park, Creation of Parks and Trails District
State of the System:
System at a glance maps parks, trails, other recreation opportunities
Three lenses: Outdoors, At Play, On the Move
Analysis of proximity to parks will be blended into the active transportation plan
Questions:
How can the city increase awareness of the services and amenities offered by Parks and
Rec?

Have any critical parks, recreation and active transportation concerns been raised by your
neighborhoods that the plan needs to address?
What is the best way to reach community members? How do you engage with your
neighborhoods, especially underrepresented residents?
How can this plan bolster engagement with residents and other stakeholders in the future?
What lessons about engagement can this plan take into account?
Kathy: what is the timeframe this plan is expected to cover? Probably around 10 years –
the last plan was done in 2007 (PROST Plan).
Is MSU mentioned or will it be included? So far, the University hasn’t been evaluated in
this context. However, it is an important contributor to the open space network and
should be included.
Emily: more personal contact (boots on the ground) might be critical. Might want to con-
sider usages outside leisure when considering different equity groups. Being able to do
activities that need to be done while taking advantage of these outdoor resources can help
significantly. Cooking out, classes, and other uses that can be done in the parks can help.
Rhiannon asked about best ways to reach community members. Often events that help
gather people (usually around food) can create opportunity.
Dani - This is more challenging with COVID. What will be the mix of outdoor activities,
indoor activities, online activities? What outdoor gatherings can work during the winter?
Jennifer – backyard bonfires. Could we have fire pits in parks? This is allowed if you
have the fire in a container of some sort.
Dani – would a presentation of this be good for a fall neighborhood association meeting?
Megan – does Parks and Rec have naturalists or historians on staff? Could someone from
Parks and Rec present info about local wildlife, history of street names, or similar presen-
tations for neighborhood gatherings?
Maybe partner with GVLT or Extreme History Project to organize a walking tour of the
neighborhood.

Emily: some background on the previous PROST plan, open space bonds, parks bonds,
and other issues might help connect to people.

With winter approaching, affordable housing and homelessness issues are getting more
attention.
The City has been looking for ways to help HRDC to run the Warming Center. It costs
around $50,000 / month to run the center.
Emily: any plans for in person commission meetings? Plan had been to do the September
meeting in person, but that has been delayed over COVID concerns. No date currently es-
tablished for when that might happen.
Dani’s Update
Today is the first day of the One Valley Community Foundation’s Seat at the Table
event. Dani has been hosting public tables to discuss housing issues in the Gallatin Val-
ley. This is the second time that the event has been held – feedback from the last event
led to focus this event on housing and affordability issues. Trying to capture multiple
voices and diverse perspectives.

Candidate Forums at the Bozeman Public Library on Oct 20 and Oct 21. Beth Boyson at
the Library is soliciting questions for candidates.

Community Roundtable on Equity and Inclusion – Dani has been working on coordinat-
ing the event with several partners. This will be a virtual event that shares the results of
the equity inclusion project. There will be a story telling component of the event as well.
There will also be some smaller group conversation. Monday, Oct 25. Asking people to
register – deadline is next Monday, the 18th. Registration online at

5:45 Neighborhood updates
Application period now open for City Advisory Boards. There is new page on the City
web site describing new board structure and providing the application forms. Applica-

City still in Stage 1 drought restrictions.

5:58 Neighborhood updates
Jennifer – working on a SCAN neighborhood meeting. There was a block party.
Bob – no SENA news to report.
Cynthia - also need to reach out to BCNA neighbors.
Emily – Midtown did not have a block party. There was some activity around snow re-
moval teams to help some neighbors. There was a tour by the Midtown Urban Renewal
Board through some of the projects. Working on some issues with the ELM – parking is
an issue, and noise from people leaving the venue after the shows. Trying to find solu-
tions.
Megan – MarLin didn’t have a party this summer. Waiting to see about a Halloween
block party, depending on the weather. People have been enjoying the teepee installation
on Pete’s Hill.
Linda – Bogert Park is working on recruitment of members. Planning for spring – fall ac-
tivities were curtailed due to COVID.
Kathy – UNA fall meeting next Thursday on WebEx. The main focus will be city ballot
issues; Terry Cunningham and Josh Waldo will attend along with Dani. Officers will be
elected, and Kathy will give updates on Kagy expansion and on the parking district.
Summer party was attended by about 30 people. Mix of new people and regulars met in
the street.
Dani – November meeting is on Veterans’ Day, Nov. 11. That is a city holiday. Should
we shift the day, skip the November meeting? Next agenda was planned to include ways
that INC could provide input to the city, particularly in light of change in advisory board
structure.
On Dec. 9, hoping to have a holiday party.
Kathy suggested it might be good to have the meeting to talk about the changes in adviso-
ry board structure. Dani will put together some possible dates and do a Doodle poll.

RECOMMENDATION:Listen to presentation, ask questions, participate in discussion, no formal
action needed
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:Providing input as a board is an important way to make recommendations to
City Commission as they consider decisions that come before them. INC is
not a traditional city advisory board, but does have bylaws that establish
requirements for taking a position on a given topic. We'll review those
requirements and talk about other ways in which Neighborhood Associations
and individuals can provide input on a given topic.
