INTRODUCTION
Overview
North Central is a product of a though ul and intentional master planning
eff ort that is rooted in an ambition to deliver a kind of development that
goes above and beyond the market standard in Bozeman. North Central is
committed to creating a sustainable, adaptable community hub that adds
economic vitality and human vibrancy to the neighborhood.
As described in this submission, the program metrics presented at this point
are achieved in compliance with all City of Bozeman code requirements
including the provisions of the Municipal Code of the City of Bozeman, and
more specifi cally the guidelines outlined in Chapter 38, Unifi ed Development
Code and Subchapter 4-B Design Guidelines of the NCOD. Additionally, the
planning objectives and design intent which set up the foundation of the
North Central master site plan design - were designed in line with the City of
Bozeman’s growth policy documents, supporting the Downtown Bozeman
Improvement Plan and recently adopted version of the Bozeman Community
Plan.
Application Formatting
This Application is formatted into three submittal sections to best
communicate North Central’s intent to comply with all City of Bozeman
requirements listed above:
I. Drawings
II. Design Guidelines , formatted to align with the City of Bozeman’s UDC
guidelines in Chapter 38: Land use, Community Design, Project Design. See
a summary of each section below.
III. Other Application Materials
The documents provided in this portion of the application are intended
to comply with the requirements as stated in the Master Site Plan (MSP)
Required Materials and associated forms, but are too specifi c to the master
site plan application to be included in the Design Guidelines, which will serve
as the guiding document to direct design intent over the entitlement period.
Land Use
As a starting point, the Design Guidelines are formatted to familiarize the
reader with the general location of North Central and identify its associated
districts. The North Central Master Plan includes approximately 4.4 acres
of land, spread out over about 4 blocks of area in Bozeman’s Traditional
Core and is entirely in the B-3 zoning district. As demonstrated in the various
maps provided in this section of the application, the North Central site plan
is within the northern portion of the Traditional Core district as identifi ed
by the Future Land Use Map from the Bozeman Community Plan and borders
the southern boundaries of the N Tracy Ave Historic District, according to
Bozeman’s Architecture Inventory Map.

Community Design
This section of the Design Guidelines paints a picture of the community
impact North Central is expected to have on its surrounding neighborhood.
Throughout the design process, the project team carefully and collaboratively
cra ed a holistic diagram to guide the master plan design, that we refer to
as the Project Compass. The Compass was created on the foundation of
feedback the design team heard from stakeholder engagement workshops
and further developed by the input of the design and ownership team’s
expertise. Intended as a “living document”, the Compass was meant to inspire
and evaluate the master plan design process. A summary of the stakeholder
workshops, with full reports provided in the appendix of the application,
demonstrate how the design and ownership team engaged the neighbors in
the development of the design of North Central. Other additional technical
documents are provided in this section to support how the master plan will
fi t into the existing community design and encourage responsible growth in
and around Bozeman.
Project Design
The Project Design section if this application focuses on the design of the
North Central Master Plan through a phased approach to development and
highlights the preliminary nature of the 9 buildings proposed across the 4.4
acres. The exhibits, diagrams, and narratives included in this section of the
application also describe the requirements for compliance at each type of
Block Frontage identifi ed across the site plan.
The program matrix presented in the section shows an intent to develop
approximately 1.1 million square feet of building area. The master plan is
anticipated to include a mix of uses, based on market demand, to include:
• Parking to accommodate in excess of 700 vehicles, most of which is
concealed within building structures
• Bicycle parking for over 400 bikes
• 400-500 residential units, both for sale and for lease in a variety of sizes
and price points
• 80-150,000 square feet of commercial space, including off ice and ground
level retail
• 100 room hotel
• Approximately 100,000 square feet of Open Space, almost double the
amount required by Code
This section of the Application will detail a more in-depth analysis of the
Parking and Mobility Plan that highlights the strategic parking plan designed
to serve the parking needs of the site through all North Central’s development
phases.
