Hopefully, the Applicant will consider your suggestions for buffers and pet control and incorporate them into their design and CC&R rules for residents. The Director, Marty Matsen, makes the decision on site plan applications after reviewing the staff evaluation, Development Review Committee recommendation and public comments. Dear Ms. Montana – Please accept this email commentary on the above mentioned residential development site plan application. I own property directly adjacent to this development at 3100 Wagon Wheel, Kent Hal Condominiums, Unit 2. I have a number of concerns regarding this proposal that I will outline for you: Size & Scope – I understand the need for more housing in Bozeman and the desire for density, but I really feel that this project exceeds many of the parameters for that. 43 units on only 5+ acres is simply too much for this neighborhood which is currently dominated by single-family homes. Traffic – With an anticipated population of 86+ (assuming 2 people per unit, which could really be more) and a similar vehicle count this will have an immediate an negative impact on traffic on Wagon Wheel, Graf and South 3rd. With several schools nearby these roads are frequented by many children both on foot and on bicycles and the increased traffic would pose a serious safety hazard. Parking – The application shows 73 parking spaces which is inadequate for the number of people and units. Thus, it would be necessary to park on the street for these residents and their guests. Wagon Wheel road is not wide enough to accommodate that. Garbage – I have serious concerns about where the garbage collection bins will be stored. For this many units there will need to be multiple bulk storage garbage bins. Should those bins be located next to my property it would have serious negative impacts – smell/odors and noise both from the residents and from the collection trucks. Buffer – I would really like to see some buffer space between my property and this development, preferably landscaped with trees and shrubs to block both the view and the noise. Size – I strongly feel that no departure should be allowed from the building length of 120 feet. The City put this limitation in for a variety of reasons that I don’t need to elaborate on. For all the reasons mentioned above, no deviation should be allowed. Pets – Pets have become more and more popular, especially dogs, and dogs need to go outside to urinate and deficate. Where will that be? I am very concerned that it would be along the south edge of my property which obviously is not desirable. I do not want a pet lavatory adjacent to my property! Construction traffic– I am also concerned about the traffic during construction. Currently the only road accessing this property is directly adjacent to my property. Will that continue to be the case? I would suggest that an alternate road be built to accommodate the heavy truck traffic required during construction. The space buffer will definitely help in noise reduction on my property. Thank you for your consideration of my concerns.
