There is one section on page 7 that says it is due on October 29, at 4:00PM. Yes, the due date is November 2nd. • One requirement of the submission is a Price Proposal. Since this is an on-call project and could consist of a variety of tasks, are you simply wanting our billing rates? Or would you like the price proposal provided in a different format? The budget portion should show rates for staff that would work on task orders sent from the City and any overhead costs billed to projects. The City would also look favorably upon any proposals that include estimates for common tasks such as technology evaluation or revenue modeling. • In the Introduction it states, “Qualified firms will be able to complete all the services without any subcontractor agreement.” Our firm can complete all of the tasks outlined in the RFP, and just about any task related to parking, but sometimes we partner with a smaller parking consulting firm to enhance our talent pool. Would this be permissible for this project or should we avoid teaming for this endeavor? The city has a strong preference for no subcontractors as subcontractors tend to complicate how we manage term contracts. • Could you let us know what you mean by Executive Summary? Would this be a traditional cover letter for the proposal, or a summary of the content in the proposal. Sorry for our confusion on this, it is the first time that term has been used (for us) in an RFP. The City would like this to be more of a summary of the proposal. This should be a shortened version of the full RFP. • When you ask for a price proposal, are you asking for a budget or a listing of billing rates and how non-labor expenses associated with directed tasks would be handled? The RFP states that the “preliminary scope of work, as well as the general scope of work, may be directed by written task order.” We are assuming that desired tasks would be identified (a written task order), with the selected firm asked to prepare a budget and scope to complete the task, based on hourly rates and a procedure for handling project/task related expenses committed to in our RFP submittal (and formalized within the contract granted to the selected firm). Could you provide a little more detail on how you want proposers to present pricing? Can you please confirm which is the deadline for delivery of responses? The deadline for responses is Tuesday, November 2nd.
