HomeMy WebLinkAbout20211027 TCC Bylaws_revised COBTCC Bylaws (Oct. 2021) -1- BOZEMAN URBAN TRANSPORTATION PLANNING PROCESS 1 BYLAWS OF THE TRANSPORTATION COORDINATING COMMITTEE 2 3 Function duties, membership, and responsibilities of the Transportation Coordinating Committee 4 are as follows: 5 6 ARTICLE I: TRANSPORTATION COORDINATING COMMITTEE 7 8 Section 1. Name. The name of this committee shall be the Transportation Coordinating 9 Committee (TCC). 10 11 Section 2. Origin. The TCC is provided for in the Memorandum of Agreement that has 12 been cooperatively agreed to by the agencies consisting of the State of Montana, Gallatin 13 County, City of Bozeman, and Gallatin County Planning Board. 14 15 Section 3. Purpose. The purpose of the TCC is to develop and keep current 16 transportation planning as an integral part of the comprehensive regional planning for the 17 Bozeman area. 18 19 Section 4. Function. This Committee shall advise the development of transportation 20 plans and programs in the Bozeman area. The Committee shall work closely with the City of 21 Bozeman, Gallatin County, State of Montana, and Gallatin County Planning Board to develop 22 and keep current urban transportation planning in the Bozeman area. The Committee shall adopt 23 and recommend implementation of short and long range transportation programs for the 24 Bozeman urban area. The Committee shall transmit all reports and recommendations related to 25 the continuing transportation planning for the urban area to the various agencies for final 26 adoption and implementation. 27 28 Section 5. Membership. The TCC shall consist of the following members: 29 30 Representative – Bozeman City Commission 31 City Manager or Designee – City of Bozeman 32 Representative – Community Development Department - City of Bozeman 33 Representative –Transportation and Engineering Department – City of Bozeman 34 Representative – City of Bozeman Transportation Board 35 Representative – City of Bozeman Community Development Board 36 Representative – City of Bozeman Sustainability Board 37 Citizen Member – City of Bozeman Resident (2-year term) 38 39 Representative – Board of County Commissioners 40 Representative – Gallatin County Planning Office 41 Representative - Gallatin County Road Department 42 Representative – Gallatin County Planning Board 43 Citizen Member – Gallatin County Resident (2-year term) 44 45 TCC Bylaws (Oct. 2021) -2- District Administrator – Butte District, Montana Department of Transportation (MDT) 46 Supervisor – Statewide and Urban Planning, MDT 47 District Preconstruction Engineer – Butte District, MDT 48 49 Representative – Bozeman Public Schools 50 Representative – Montana State University 51 Representative – Transit Advisory Board 52 53 Division Administrator – Federal Highway Administration (non-voting) 54 Maintenance Chief – Bozeman Division, MDT (non-voting) 55 56 57 The Division Administrator of the Federal Highway Administration and the Maintenance Chief 58 of the Bozeman Division MDT shall be non-voting members. 59 60 Each member of the TCC may designate one alternate to serve in their absence. Such designation 61 shall be in written form addressed to the Chairperson of the Committee, and shall be kept on 62 record. 63 64 Additional members of the TCC may be appointed by a majority of the membership if the need 65 arises. 66 67 Section 6. Election of Officers. At its first regular meeting of each calendar year, the 68 Committee shall elect from its voting membership a Chairperson and Vice-Chairperson whose 69 duties are described below. At the same meeting, the Committee shall appoint a recording 70 secretary who shall take, transcribe, and distribute minutes. 71 72 ARTICLE II: DUTIES 73 74 Section 1. Duties and Responsibilities. The TCC shall have the following duties and 75 responsibilities: 76 1. Serve as a forum between the governmental and planning agencies in the area. 77 2. Periodically review the progress of comprehensive transportation planning for the 78 urban area. 79 3. Adopt short and long range programs, establish project priorities, and recommend 80 implementation of the individual projects by the appropriate agencies. 81 82 Section 2. Duties of Officers. 83 1. The Chairperson will preside at all meetings of the TCC and call special meetings as 84 needed. 85 2. The secretary shall record the minutes and attendance, notify members of the 86 meetings, and other such duties that may be required by the Chairperson. 87 88 Section 3. Coordination with Other Officials, Staff, Citizens’ Groups, and other 89 Organizations. 90 TCC Bylaws (Oct. 2021) -3- 1. To best carry out its duties, the TCC will assign staff tasks as required to accomplish 91 its work and will receive input and consultation from interested individuals, groups, 92 public and private organizations, and citizens. During periods of intense activities, the 93 Committee may request staff and representatives of relevant agencies involved, to 94 meet and review specific transportation planning products and report back to the 95 TCC. 96 97 ARTICLE III: MEETINGS 98 99 The TCC shall meet as necessary to carry out its duties. A majority of the voting members shall 100 constitute a quorum. Time and place for the meetings shall be set by the Chairperson. The TCC 101 shall meet a minimum of once a year or as required to carry out the duties and responsibilities of 102 this Committee. Rules of all meetings shall be established by the membership. 103 104 Meetings shall be held in conformance with appropriate sections of the Montana Code Annotated 105 which govern open meetings. Specifically, all meetings shall be open to the public. Reasonable 106 public notice shall be given prior to meetings. 107 108 ARTICLE IV: ADOPTION AND AMENDMENT OF THESE ARTICLES 109 110 Section 1. How Adopted. These Articles may be adopted by a majority of the voting 111 members of the TCC. 112 113 Section 2. How Amended.
