B. PUBLIC COMMENT a. Limited to any public matter within the jurisdiction of the Bozeman Area Transportation
Coordinating Committee not on this agenda. Please limit your comments to three
minutes.
b. If you are interested in commenting in writing on items on the agenda please send an
email to tlonsdale@bozeman.net by 12:00pm on the day prior to the meeting. You can
also comment by joining the Webex meeting. If you do join the Webex meeting, we ask
you please be patient in helping us work through this online meeting. If you are not able
to join the Webex meeting and would like to provide oral comment you may send a
request to tlonsdale@bozeman.net with your phone number, the item(s) you wish to
comment on, and we will call you during the meeting to provide comment.
There was no public comment.
C. ELECTION OF OFFICERS
By unanimous vote, Taylor Lonsdale will remain Chair, Scott Macfarlane will remain Vice-Chair and
Katherine Maines will remain recording secretary.
D. MINUTES – January 27, 2021
The minutes were approved by a unanimous vote.
E. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES
(Members of the TCC who sit on other related committees, are invited to report on such
activities that are of interest to the full TCC)
1. Transit Committee
Sunshine – Streamline route redesign, adopted by advisory board, will cover more of
Bozeman & Belgrade, August, one late night route
David – Big Sky Transportation District – Skyline – 80% of last year’s demand, Federal
Funding, transit will have mask mandate based on federal and state mandates,
2. Gallatin County (Commission, Planning Board, Road Department)
Levi – annual pavement maintenance bids for the season, development review, kicked off
Greater Triangle Area Transportation Plan, will wrap up around end of year, outreach draft
plan to be finalized soon, RPA
Ralph – interactions between Trans Plan & other plans
Jason – understanding that trails could be transportational as well as recreational?
Mark – will Streamline and transit be considered?
Chris – lot of development, trying to acquire ROW as properties are developed, Durston &
Stucky
3. City of Bozeman (Commission, Planning Board, Engineering Department)
Mark – Community Plan has been adopted by the Commission
Taylor – Griffin Drive, construction in 2021, going to bid in Feb; Story Mill/Bridger Dr
upgrade & signal in design, N 15th connection between Oak & Tschache, Babcock – 15th to
19th, Fowler
Mitch – Bike lane on Peach that connects with Rouse – working with MDT to redesign
4. Bicycle Advisory Board
Jason – Rouse reopened, intersection of Peach, addressed by City & MDT
5. Pedestrian and Traffic Safety Committee
Ralph – COB FY22 projects that might be funded, $500k for bike/ped projects, Valley Center
spur
6. Montana Department of Transportation
William – TCP (tentative construction plan) adopted since October TCC meeting, changes to
transportation commission, Mike Hope, Shane Sanders has been nominated, I-90
Manhattan to Belgrade, spring start, safety project Phase 2 Highway 86
7th/Griffin improvements in 2023, Kagy & Sourdough signal 2023, Belgrade Urban
Improvements, Valley Center Spur – told by MRL – would not issue an easement
Taylor – March 2 Commission Meeting – Kagy Blvd
Duane – new Director - Mac
7. Montana State University
Candace – American Indian Hall building on 6th, Bobcat Athletic Complex - construction
traffic, Grant still closed, will continue to be closed through the Fitness Center construction,
parking lot striping through spring/summer, looking at Transportation MP & Bicycle Master
Plan over the next 6 months
8. Bozeman School District
Todd – renovation of Bozeman High School, no major impact on Main or 11th traffic; Steve
Johnson retired
9. Other TCC Member/Committee Reports
David – Federal Lands funding – applications due April 1 – reconfiguring parking at the M
parking lot
F. TRIANGLE TRAILS PLAN UPDATE
Taylor reminded the group of the Triangle Trails Plan update document that was provided with
the agenda.
G. OLD BUSINESS

H. NEW BUSINESS
a. Proposal to Amend the TCC Bylaws
Elections – happen once a year, not at set meeting
Guide/Review – TCC is not the only group looking at these plans
Mitch R – representative of COB Planning (or designee), COB Engineering
Ralph – support most changes, does not support changing “guide” to “review”
Jason – change language that is gender specific, “review” seems to indicate “after the
fact”
Chris – department representative – not a specific title
(Public Comment) Marilee – Safer Bozeman – “review” is past tense,
Mark – moves to update bylaws - chairman to chairperson, his to their
Mitch R – seconded
Passed unanimously
Mitch R – have representatives of organizations to provide membership language prior
to the next meeting; “review” to “advise”
Ralph – motion to change the wording in section 4 from guide to advise
Ralph - Move to table the amendments of the bylaws as it has been amended
Mitch R seconded both motion
Mark – opposes the second motion. Thinks the changes are clear.
Jason – doesn’t want to table

Discussion on 1st motion – none – motion passed unanimously

Nay – Chris & Mark, Candace
Will table – prior to next meeting will provide a revised document
Updated document - membership
b. Discussion on Agenda Format
Taylor – transparency – separation from discussion items & action items – action items
to be received prior to the meeting
Everyone should provide a list of reports & updates ahead of the meeting – questions
would be asked at the meeting, not the updates
Duane – likes the idea – would like to be able to prepare
Candace – likes the idea (commented through chat)
Mark – supportive
Ralph – Just topic or motion language
Taylor – Topic not specific motion language
Ralph – Policy of this group or state statute?
Taylor will look into this and provide the information prior to the next meeting.
