Many older homes in Bozeman's NCOD are too large for the number of people occupying them. When they
are sold, they are replaced with even larger housing that is even more expensive that are often occupied by
even fewer people or only part of the year. To stop this trend, please allow homeowners to divide our old
homes into separate dwelling units that meet the definition of townhouse or some equivalent form to sell
as a separate, subdivided unit. This would create additional affordable housing units and increase density.
This would require changes to the UDC including Section 38.700.180 - Townhouse definition. Perhaps
change it or add a "Stacked Flat" designation that allows separate ownership within a building that shares
ceiling/floors and does not require independent water and sewer service lines which would be cost
prohibitive to install for no value add. I support page 32 of the Clarion report which recommends adding
Stacked Flats as an additional form of innovative housing as long as it allows owners to subdivide and sell
older properties. I also support the suggestions and recommendations contained in Outcome 2: Preserve
existing affordable housing on page 42.
