Dear Mr. Owkes:
It is our understanding that the City of Bozeman is requesting information regarding the
maintenance of Wagon Wheel Road with respect to your proposed development. Specifically,
the City is requesting that:
"demonstrate that the HOA responsible for road maintenance on Wagonwheel Road is
willing to accept the additional traffic load from the Bozeman CoHousing project without
an upgrade to Wagonwheel and that the Bozeman CoHousing project will take a
proportionate share of the private road maintenance on Wagonwheel, the Bozeman
CoHousing Project can use the privately maintained road without upgrading Wagon Wheel
to the current City local street standard."
Wagon Wheel Road is maintained by Gallatin County Rural Improvement District 326. Morrison
Maierle manages the Gallatin County Rural Improvement District Program. The district assesses
each lot that is within the district on a square footage basis. Parcel RGH9121 is in the district and
pays its assessment as part of their property tax bill. Parcel RGH9122 is not included in the
district; however, it would be appropriate that it gets added to the district. Depending on how the
two parcels are handled through the development process the second parcel may get added into
the district by default. If this is not the case, we recommend that the property owner request that
the parcel be added to the district and pay the cost associated with amending the district
boundary.
It is noted that the Rural Improvement District will continue to maintain the road to its current
standard and does not have the ability to make any further improvements. At some point, as the
area becomes fully annexed, it would make sense for the City of Bozeman to take over the road
and associated maintenance from the intersection of Graf/S 311/Wagon Wheel to its intersection
with Oxford Drive.
