RE: Traffic Estimate & Request for Waiver of Traffic Study Requirement, Oak &
Cottonwood Apartments, Lots 4 & 5, Block 5, Flanders Creek Subdivision.
Dear Cody,
The Oak & Cottonwood Apartments project proposes the construction of 7, 3-story, 12-unit
apartment buildings. The structures fit the ITE definition of Multifamily (Mid-Rise) Housing (ITE
Land Use Code 221). The 101" Generation ITE Trip Generation Manual recommends a peak
hourly trip generation factor of 0.44 trips per dwelling unit and average daily trip (ADT) generation
rate of 5.44 trips per dwelling unit in a general urban/suburban setting. This equates to a peak
hour trip generation of 37 trips and ADT generation of 457 trips for the 84 dwelling units
proposed.
The original Traffic Impact Analysis for Flanders Creek Subdivision estimated trip generation
based on the existing R-O Zoning Designation assigned to the subject property. Significant
development has occurred and regional transportation improvements have been installed since
completion of the original TIS. Most notable would be the extension of Oak Street from Ferguson
Avenue, widening of Durston Road and Cottonwood Road, completion of a roundabout at the
intersection of Oak & Cottonwood and the installation of a traffic signal and turning lanes at the
intersection of Durston Road and Cottonwood Road.
Surrounding intersections and roadways have been analyzed more recently with a number of
private development and City of Bozeman improvement projects. These projects include the
Durston & Cottonwood Road Improvements Project, The New Bozeman High School, Northwest
Crossing Subdivision, Flanders Mill Subdivision, Traditions Subdivision, Boulder Creek
Subdivision, Norton East Ranch Subdivision. Development of the subject property has been
contemplated in future traffic projections using assumed development density appropriate for the
R-O Zoning designation.
Given the size of this project and it's inclusion in recent TIS's contemplating regional traffic
improvements we feel it is appropriate to request a waiver from the requirement of a Traffic Impact
Analysis for this project. This project represents a minor contribution to the greater regional
impacts analyzed and addressed by the larger recent development projects in the area.
