Dear City Staff, I first moved to Bozeman in 1975 and am happy to have called Bozeman home for more than forty years. During this time, I have lived and worked in the historic section of Bozeman, so I have a pretty good idea of what makes living in the heart of downtown so special. My wife and I own the Inverness Professional Building at 211 N Grand Ave. so we also know a bit about the immediate area that Mr. Holloran and Block 4 Investors, LLC have proposed to develop. Thank you for taking the time to read my following comments regarding the proposed development. The proposed development is on the current northern boundary of the Downtown Business District and is immediately adjacent to long established single family homes. This is an area that would be perfect for the construction of "Missing Middle Housing" as defined by Bozeman's Community Plan policy. Mr. Holloran's proposed 6-story multi-unit apartment complex hardly fits the goal of the Community Plan which requires buildings that are "compatible in scale and form with detached single-family homes—located in a walkable neighborhood.” You simply need to look at our Inverness Professional Building at 211 N Grand Ave. to see an example of a commercial building that is compatible in scale and form with detached single-family homes. As a Montana Professional Engineer with more than 34 years of experience, I have offered plenty of professional comments on projects like these over the years, but this collection of projects proposed by Mr. Holloran on the north side has really upset me because the projects focus on maximizing developer profit with no regard to the neighborhood where they will be built. This has to stop. This development is not appropriate for this portion of town in the scale at which it is proposed. Absolutely no variance should be allotted to this project. The project as proposed is an insult to the property owners living adjacent to this area. The height of the buildings along the business/residential should be no higher than three stories in order to effectively transition into the connecting neighborhood. I have many additional comments as to why this project should not be approved as submitted, but I don't have the time to expound on those topics at this time. I believe that the public comment period should be extended to allow more Bozemanites the opportunity to comment. I also wonder why my wife and I were not officially notified about the public comment period since our office building is so close to the proposed development. Sincerely, Tim R.
