Project Narrative
“The Flats” development proposes a Live-Work concept, located on Lot 1, Block 16 in a B2-
zoned property in Phase 2A of the Baxter Meadows Subdivision.
The public infrastructure around the 0.42-acre parcel is completely built out. Only water and
sewer services will need to be installed to serve the development. The concept is to provide
1-bedroom living areas on the second floor, above a business. There are a total of two buildings
with four residential units and four commercial units per building. The total floor area for the
development is 9,040 square feet. The buildings are 32 ft. in height. No phasing is proposed.
A detached garage is proposed with eight (8) single car spaces. Parking for the development is
provided and located on the adjacent streets. There is also an existing parking lot adjacent to the
site in addition to the proposed eight single-car garages. On site bicycle parking is proposed. It
is anticipated that the required stormwater retention/detention facilities will be a combination of
surface and subsurface facilities. CILWR is proposed as well as CIL of parkland dedication, if
required. A summary of the required and provided parking and open space areas are included
below:
Parking: Required- 29 spaces
Provided- 34 spaces (26 spaces allocated by PUD parking, 8 spaces provided on site)
Open Space: Required- 800 SF
Provided- 1,371 SF
