I apply to the Community Development Board as planning professional, dedicated Bozeman resident, former Planning Board member, planning junky and policy nerd. I work in planning professionally, am an APA member and an AICP candidate. I am broadly familiar with the planning process (especially through my work on state long-range transportation plans), zoning concepts (such Euclidean zoning and form-based codes) and development legal concepts (such as spot zoning and pretextual zoning). I’m also familiar and conversant with state and local development regulations and the rules governing quasi-judicial hearings. My professional work focuses on transportation planning. Although the Community Development board is focused on development and land use, there are strong ties and overlaps between land use planning and transportation planning (it’s often said, the best transportation plan is a good land use plan). My personal interests straddle both worlds. I have a particular interest in land use policies that promotes accessibility, sustainability, and affordability. If appointed, I hope to play an active role in advancing the implementation of the 2020 Community Plan, especially completing the transition to a form-based code. I understand that, under new state law, Bozeman’s development application process will need to be simplified to a single hearing. I understand that it’s likely that hearing may be housed with the Community Development board (subject to reconsideration with City Commission). This is a positive change—for interested residents and applicants (who will, henceforth, have only a single meeting to attend) and for City Commission, who would benefit from having more time available for policy (rather than quasi-judicial) matters. In this event, it will be more important than ever to have members who are qualified by knowledge and experience in matters pertaining to the development of the city and who comport themselves with professionalism. I apply ready for this work. My application to serve is motivated by a desire to see Bozeman grow in a way that respects the natural environment, provides health, safety, and economic vitality, remains an affordable for a diversity of residents, and continues to provide outstanding quality of life. I am prepared to dedicate the time required to fully participate in the success of the board. I have reduced my work schedule to 80% of full-time, principally to allow greater time for community involvement. If selected, I would bring to the board my enthusiasm, time, knowledge, and experience. The City of Bozeman strongly values diversity, equity and inclusion (DEI). As a member of the Transportation Research Board committee on Data for Decision Making, I am helping organize a committee session on equity for our January, 2022 meeting. I recently assisted the Kansas Department of Transportation in preparing their response to US DOT’s Request for Information on Transportation Equity Data. Although I would not contribute to the diversity of the board, I hold and view equity as a fundamental lens through which all policy decisions should be made.
