Thank you for your interest in joining a Citizen Advisory Board. The City of Bozeman elected officials
and staff believe in the value of public participation and local governance in the decision-making
process and encourage all interested members of our community to apply. As set forth in Resolution
5323, the City is committed to building Advisory Boards that advance the City’s goals of increasing
diversity, equity, and inclusion. Because of this goal, the City is actively working to achieve
membership that reflects, at the least, the demographics of our community. Women, minorities,
individuals with disabilities, veterans, and other underrepresented groups are encouraged to apply.

Please describe your professional and personal experiences, interest, and qualifications that make you
a good fit for this board.
I have been interested in the focus areas of the Economic Development Vitality Board since the 1970s. As
an undergraduate I worked with the President of the Sierra Club on such concerns as Roadless Area Review
(RARE II) and legislative policy regarding economic development in New Mexico. I pursued this interest in
graduate school, obtaining my masters degree in Urban Policy Affairs and Policy Analysis (New School for
Social Research, NY 1984.) During that time I developed a community housing development plan for low to
moderate income families in New York City for the 14Th Street Local Development Commission. In my
professional career I served for 27 years as a Senior Associate Dean (CFO) for New York Medical College,
University Vice Provost, and University Vice President for Strategic Planning. Among my accomplishments
and duties were managing the university's risk management program, resolving conflicts that arose
between the university and external governmental and non-governmental parties, developing economic
impact assessments of the university's educational and research activities within New York State, and
design and funding of the university’s first comprehensive scholarship program that supported the
matriculation of underrepresented minorities and generalist physicians.
The City of Bozeman strongly values diversity, equity and inclusion (DEI). Describe any efforts you have
engaged in to expand your understanding of DEI.
Historically, minorities have been underrepresented in medicine in the United States. As noted above, my
professional activity included design and funding of a comprehensive scholarship program that supported
the matriculation of underrepresented minorities. In addition, my doctoral research examined the history
of efforts to address this issue including the narrow successes and broader failures of public initiatives in
this regard. My research also dealt with issues of gender and economic biases that lead to lack of equity in
obtaining the residencies that are necessary to establish a practice in medicine in the United States.
