WELCOME
Thank you for your interest in joining a Citizen Advisory Board. The City of Bozeman elected officials
and staff believe in the value of public participation and local governance in the decision-making
process and encourage all interested members of our community to apply. As set forth in Resolution
5323, the City is committed to building Advisory Boards that advance the City’s goals of increasing
diversity, equity, and inclusion. Because of this goal, the City is actively working to achieve
membership that reflects, at the least, the demographics of our community. Women, minorities,
individuals with disabilities, veterans, and other underrepresented groups are encouraged to apply.

Please describe your professional and personal experiences, interest, and qualifications that make you
a good fit for this board.
I apply to the Transportation Board qualified by my knowledge of transportation systems and policy; my
professional work in transportation planning; and, my institutional knowledge of the consolidated boards
and the City’s adopted plans. If selected to serve, I hope to contribute to Bozeman's success in providing
multimodal accessibility to its residents while promoting health and safety, achieving the city’s climate
goals, and promoting affordability and livability of the city.
Professionally, I work on the quantitative side of transportation planning on behalf of numerous state
transportation agencies and MPOs. My work includes long-range transportation planning and supporting
agencies in updating their capital improvement programs. I’m versed in transportation planning processes,
experienced with measuring and assessing system needs (often stated in terms of asset condition, safety,
capacity, and equity), and am familiar with roadway design and asset management practices. One area
where I have particular expertise is in implementing performance-based planning—an approach to
prioritizing capital improvements based on expected impacts toward achieving an agency’s goals. I will be
presenting my work on assessing system needs on arterial roads within the Phoenix metro region at the
Association of Metropolitan Planning Organizations annual conference next month. I am published in the
Transportation Research Record and the Journal of Public Transportation. My grad school coursework also
included research with Pittsburgh’s regional transit authority and the City of Pittsburgh’s Parking Services
division.
In the local community, I am the current chair of the Parking Commission and the Parking Commission
Administrative Review Board. I am also a member of the Streamline Advisory Committee, and the Trails
Committee of GVLT’s board. I am a friend and ally of the Bozeman Area Bicycle Advisory Board and
Pedestrian and Traffic Safety boards. In any given week I am, myself, a pedestrian, cyclist, and driver—and
participate in each with the critical eye toward how our systems may be improved for all users. I am very
familiar with the city’s current Transportation Master Plan, Downtown Parking Strategic Management Plan,
MSU’s Bicycle Master Plan, and am a co-author of the city’s currently adopted Community Plan (with
notable contributions to the transportation chapter).
My application to serve is motivated by a desire to see Bozeman achieve its climate goals (some 35% of
Bozeman’s greenhouse gas emissions are transportation related), provide safe and convenient travel for all
users of all modes (I grieve the preventable death of Alexa Jane Dzintars and all injuries on Bozeman's
roads), and desire for stronger alignment between the city’s transportation investments and the city’s
goals, including equity in our transportation system and affordability (for most households, transportation
is the next largest household expense after housing).
I am prepared to dedicate the time required to fully participate in the success of the board. I have reduced
my work schedule to 80% of full-time, principally to allow greater time for community involvement. If
selected, I would bring to the board my enthusiasm, time, knowledge and experience.
The City of Bozeman strongly values diversity, equity and inclusion (DEI). Describe any efforts you have

For transportation planning purposes, incorporating equity means, fundamentally, extending the planning
question from "what" (e.g. "what is the benefit of a proposed project?") to "what for whom" (e.g. "what is
the benefit of a proposed project and who receives the benefits?"). As a member of the Transportation
Research Board committee on Data for Decision Making, I am helping organize a committee session on
equity for our January, 2022 meeting. I recently assisted the Kansas Department of Transportation in
preparing their response to US DOT’s Request for Information on Transportation Equity Data. Although I
would not contribute to the diversity of the board, I hold and view equity as a fundamental lens through
which all policy and investment decisions should be made.
