I was employed for 27 years as a Senior Program Manager for Jacobs Engineering. In this capacity, I scoped and managed multi-million dollar infrastructure projects, with specific emphasis on planning and permitting of water, wastewater, wind power, pipeline, solar, and transit and railroad improvement projects. For the last 10 years of my employment, I worked exclusively on planning and permitting railroad projects for Union Pacific Railroad (UPRR). For UPRR, I managed environmental planning and permitting projects that addressed community concerns (including Native American issues and lands), cultural and historic resources, post-response reclamation planning, and protected and endangered species mitigation. I also led the emergency response team for after-the-fact permitting for UPRR that required immediate mobilization of trained experts to respond to derailments and bridge failures. In this capacity I managed a multidisciplinary team of engineers, scientists, and planners who assessed emergency conditions to remediate disaster events. Each project required working with multi-agency incident response teams and utilizing in-depth knowledge of various federal, state, and local laws governing site conditions. I have a master’s degree in Architecture and Planning from the Massachusetts Institute of Technolgy. The City of Bozeman strongly values diversity, equity and inclusion (DEI). I have taken post-graduate class work in critical racial theory and, in my work experience, analyzed environmental justice impacts of major engineering projects using Environmental Protection Agency guidance on disenfranchised populations in both urban and rural areas throughout the western United States. Also, as a woman who worked in a male-dominated engineering firm for almost 30 years, I have an understanding of gender-based bias and how to work collaboratively with those who hold diverse opinions and viewpoints. In my work, I also managed projects requiring native grave relocations and worked with local tribal representatives on train derailments and post-cleanup reparations.
