Bozeman Police Department \ BWC, MVR, Interview Room Recording Systems, & Data Management List of Successfully Completed and Implement BWC/MVR/Interview Room and Data Retention/Management Contracts Digital Ally, Inc. has over eleven (11) years of experience deployment body cameras and video data storage systems. We have been providing law enforcement with body worn camera equipment and video data storage systems since 2009. 1. Santa Fe Police Department Project Description The Santa Fe Police Department has been a customer of Digital Ally’s since January 2012, when they purchased thirty- five (35) of our DVM-500 Plus In-Car Camera Systems. After their initial purchase, they added additional DVM-500 Plus In-Car Camera Systems and had a grand total of ninety-two (92) Systems. In November 2015 and October 2016, the Santa Fe Police Department upgraded to our DVM-800 In-Car Camera Systems. The Police Department has upgraded and added one hundred and sixty-five (165) DVM-800 In-Car Camera Systems to their fleet. In December 2015 and February 2017, the Santa Fe Police Department began adding FirstVu HD Body Cameras and VuLink automatic activation devices to completely integrate their Digital Ally video solution. The Police Department has purchased three-hundred and twenty-five (325) FirstVu HD Body Cameras and sixty (60) VuLink automatic activation devices. Digital Ally provided training during each project deployment and the Santa Fe Police Department remains a customer of ours today. Digital Ally provided the following hardware while the Santa Fe Police Department has been our customer: • (92) DVM-500 Plus In-Car Camera Kits • (165) DVM-800 In-Car Camera Kits • (325) FirstVu HD Body Camera Kits • (60) VuLinks • Customized Dell Server Digital Ally was the primary and only contractor for this project and provided on-site training as well. 2. Dorchester County Sheriff’s Office Project Description The Dorchester County Sheriff’s Office has been a customer of Digital Ally’s since November 2009, when they purchased twenty (20) DVM-500 Plus In-Car Camera Kits and our first generation of video management software. The Dorchester County Sheriff added additional In-Car Camera Systems to their vehicles in January 2014 and June 2013 that totaled sixty-eight (68) DVM-500 Plus In-Car Camera Kits. 5 of 62 Digital Ally, Inc. Bozeman Police Department \ BWC, MVR, Interview Room Recording Systems, & Data Management In October 2014 and January 2015, the Dorchester County Sheriff’s Office began upgrading their DVM-500 Plus In- Car Camera Systems to Digital Ally’s DVM-800 In-Car Camera System. During this time frame, the Sheriff’s Office also added seventy-five (75) of our FirstVu HD Body Cameras and VuVault Software to complete their Digital Ally video solution. In the following year, in January 2016, they added an additional one hundred (100) FirstVu HD Body Cameras. The Dorchester County Sheriff’s Office is still our customer and continues to purchase camera systems from Digital Ally. Brevard County Sheriff’s Office Project Description Brevard County Sheriff’s Office has been a customer of Digital Ally’s since September 2011 when they ordered three- hundred and twenty (320) of our DVM-100 In-Car Camera Systems. Our DVM-100 In-Car Camera System was the first generation of Digital Ally In-Car Camera Systems. It was compatible with our first generation of software that later became known as VuVault Software. In October 2015 and August 2017, the Brevard County Sheriff’s Office began upgrading to our newer DVM-800 In- Car Camera Systems and also implemented our VuVault Software solution. Digital Ally removed the older model DVM-100 Systems and replaced them with the new DVM-800 Systems. We also provided training and support for the duration of the implementation and have continued to provided support as needed. Digital Ally provided the following hardware and software while the Brevard County Sheriff’s Office has been our customer: • (320) DVM-100 Kits • (126) DVM-800 Kits • (12) DVM-500 Plus Kits Digital Ally was the primary and only contractor for this project and provided on-site training as well. 6 of 62 Digital Ally, Inc. Bozeman Police Department \ BWC, MVR, Interview Room Recording Systems, & Data Management 4. Royal Caribbean Cruises Ltd. (located on cruise ships at multiple ports throughout the world) Project Description The FirstVu HD Body Camera deployment for Royal Caribbean Cruises Ltd. was a large-scale deployment of body cameras in multiple locations all over the world. Each location had multiple shifts on a cruise ship, which required training after the physical deployment was complete. Digital Ally provided customized training courses for each of the cruise ships because each had a different policy that required specific body camera and video management settings. Digital Ally customized servers for each cruise ship to store recorded video data, and installed the servers in a secure location. Royal Caribbean Cruise security personnel and staff utilized Digital Ally’s Docking Stations to simultaneously upload video data to server storage and charge their FirstVu HD Body Cameras at the end of each shift. Digital Ally worked closely with Royal Caribbean to configure their customized servers with enough storage space for the next five (5) years. Royal Caribbean Cruises had a minimum sixty (60)-day retention policy for all video, and all other video of interest will be saved for five (5) years. There were some challenges during the deployment to multiple locations simultaneously. These came from unforeseen weather events and customs issues that required postponing the deployment and working quickly to reschedule them. Deployment was completed on-time, and over a two and one-half (2.5) month timeframe in thirty-six (36) locations to satisfy our customers’ requirements. Body Cameras have greatly increased transparency for Royal Caribbean. There has been a reduction in complaints and recorded video has helped with employee training. Remote Account Assignments and Configurations 3 days Account assignments and initial configuration settings for the hardware and VuVault.com GovCloud platform will be set up remotely by the Technical Services Team as part of Digital Ally's Setup and Configuration Services, prior to the delivery of the equipment. The Police Department can provide a database to Digital Ally with a list of end users and required camera configurations. Morning and afternoon training are to be scheduled. (With the purchase of Professional Services). Approach Approach Digital Ally will be the prime proposer and will be responsible for the contract. Our Technical Services Team will be responsible for the complete installation, implementation, and training. Our Product Support Team will also provide continued product support for the lifetime of all of our products at no additional cost. Digital Ally’s Project Manager, Bill Currie, will provide a single point of contact for the Bozeman Police Department during the coordination and deployment of the project. Digital Ally’s Project Manager will review the Scope of Work document with the Bozeman Police Department’s Project Manager to confirm the project scope and objectives. Digital Ally’s Project Manager will be the escalation point for issues that surface during the project delivery and will coordinate with the Bozeman Police Department Project Manager and Digital Ally Management for resolution. The hardware will be covered by our signature Advanced Exchange Warranty. Our Advanced Exchange Warranty includes any defects in materials or workmanship on all system components as well as all software upgrades not requiring hardware revisions. Digital Ally’s Advanced Exchange Program is the most revolutionary Service Policy in the industry. During the Advanced Exchange Warranty period, if the hardware has a service issue, our Technical Support Department will diagnose the problem. If we determine the problem to be a hardware issue, Digital Ally will send a replacement module at no cost to the Bozeman Police Department. Digital Ally will work with the Bozeman Police Department to ensure that all needs are understood and met. We will recommend a project schedule and will also follow the Bozeman Police Department’s desired timeline for deployment and training. As part of our in-house Setup and Configuration Services, Digital Ally will do the initial configuration settings and account assignments for the Bozeman Police Department before the equipment is delivered. The desired configuration settings for the FirstVu HD Body Cameras, Docking Stations, EVO-HD, Interview Room Camera System, and 10 of 62 Digital Ally, Inc. Bozeman Police Department \ BWC, MVR, Interview Room Recording Systems, & Data Management VuVault.com GovCloud will be provided by the Bozeman Police Department in a database such as Microsoft Excel (or set to our default settings upon request). Digital Ally can offer guidance on which configuration settings are the most essential and which will make the implementation the most expeditious. Digital Ally recommends that the EVO-HD In-Car Camera Systems and Interview Room Camera Systems be installed in the Department’s vehicles and Interview Rooms prior to our Professional Services Team arriving on-site to provide training. Optionally, Digital Ally’s Technical Services Team can also provide EVO-HD and Interview Room Camera System Installation Training upon request. We have quoted Installation training in our Cost Proposal and have also listed Digital Ally’s Installation Services in the Optional Pricing Table. The installation of the EVO-HD can take approximately two (2) hours per vehicle for two (2) Technicians. The installation time needed depends on the type of vehicle, vehicle availability, and weather conditions (if installation takes place outdoors where the vehicles are open to the elements). Professional Services On-site Turn-Key Setup with Training Digital Ally will work with the Bozeman Police Department to ensure that all needs are understood and met. We will recommend a project schedule and will also follow the Police Department’s desired timeline for deployment and training. After the equipment has been delivered, Digital Ally’s Technical Service Team will arrive on-site to provide our Professional Services Turn-Key Setup and training. We estimate that training can be provided to all end users in one (1) to three (3) days. Our Professional Services Turn-Key Setup includes: • Train-the-Trainer sessions • Administrator/Supervisor Training • End User Training • Our technicians setting up the equipment (e.g. setting up the Docking Stations on-site) • Performing final configurations • Answering questions Digital Ally proposes to provide train-the-trainer training for supervisors and/or personnel who will be responsible for training new and future end users. Digital Ally’s Technical Services Team will dedicate one (1) to three (3) full days to training. Digital Ally recommends that three (3) to four (4) training sessions be scheduled throughout the day to accommodate personnel on different shift schedules. We also recommend an average of thirty (30) people per training session, but more or less people can attend a training session to allow scheduling flexibility. As part of Digital Ally’s on-site Professional Services Turn-Key Setup, we will train every administrator/supervisor, end user, and staff member that will need to be trained. Training will include hands-on training, pocket size quick reference guides, and detailed operating guides. Training will cover both hardware and cloud storage. Training will also be in a train- the-trainer format for administrators/supervisors. We will coordinate a precise training schedule with the Police Department well in advance of our Team being on-site. This will ensure that all personnel are trained, and classroom availability is confirmed. Training will include hands-on training, pocket size quick reference guides, and detailed operating guides. Training will cover both hardware and the cloud. All training is included in Digital Ally’s Professional Services Turn-Key Setup at a flat fee. 11 of 62 Digital Ally, Inc. Update System Settings as necessary After training is completed, each end user on each shift will take a FirstVu HD Body Camera and EVO-HD In-Vehicle Camera into the field to record video. At the end of the shift, video can be uploaded, and feedback can be given to our on- site team on any recording or upload issues. Our Team will then fix any issues and provide technical support as needed. Product Support Digital Ally has full-time Product Support Specialists at our corporate office in Lenexa, Kansas. Each Product Support Specialist is factory-trained on all aspects of Digital Ally’s products. Our specialists also do the final testing of all software upgrades, write and upgrade manuals, etc. so they are always up to date on our latest releases. We have Product Support Specialists on staff via telephone and email and will provide on-site assistance if necessary (additional fees may apply). Digital Ally will provide Product Support at no cost during business hours. At this time, our business hours are Monday through Friday, 8:00 AM to 5:00 PM Central Time Zone. We can also provide Product Support 24/7/365 for an additional cost. Our approach to user support is simply this; do whatever is necessary to fix the problem and make the customer satisfied as quickly and efficiently as possible. 12 of 62 Digital Ally, Inc. We both manufacture and ship our products from our Headquarters in Lenexa, Kansas. Digital Ally, Inc. has the capacity and capability to perform the required work within the time frame required. At the initiation of implementation, Digital Ally will work with the Bozeman Police Department to devise and document a deployment plan focused on prioritization of deliverables and due dates. We have provided a timeline that outlines the estimated duration of each project milestone. We can also adjust the timeline to meet the Bozeman Police Department’s needs and any schedule limitations that may be fluid and change before and during the project implementation. The Bozeman Police Department requires a turnkey solution to fully implement an integrated body worn camera system, in-car camera system, interview room camera system, and digital evidence management with storage solution. Digital Ally proposes to supply the Bozeman Police Department with the following: • Sixty (60) of our FirstVu HD Body Camera Kits • Five (5) of our 12-Bay Docking Stations • Twenty-Four (24) of our EVO-HD In-Vehicle Camera Kits with included VuLink Automatic Activation Technology • Seven (7) of our Interview Room Camera Systems • VuVault.com GovCloud Video Management and Storage Solution We can meet and exceed the Bozeman Police Department’s expectations by providing the required hardware and digital evidence management solution needed to make the project a success, and by also providing excellent customer service, support, and the scalability required to make such a solution work efficiently. While on duty, officers will be able to record audio and video of their daily activities in order to accurately document all events, actions, conditions, and statements during all incidents. Digital Ally designs and manufactures the most versatile body camera on the market. Record video and audio wherever the job requires, day or night, while also collecting useful information such as a date/time stamps and video marks (bookmarks). The small and lightweight two-piece design allows for multiple different mounting options, all while minimizing space and weight during use. Digital Ally’s FirstVu HD Body Camera will capture exactly what the wearer sees during an incident while recording with 720p resolution and a 130-degree field of view. Digital Ally’s FirstVu HD Body Camera is very easy to operate and allows the wearer to focus on the job, not the video. The FirstVu HD Body Camera is compatible with all Android and iOS devices through our VuVault GO smartphone app. The Bozeman Police Department will receive our VuVault GO smartphone app for their mobile devices at no additional cost. Designated System Administrators at the Police Department will be able to set security permissions for all officers and personnel to control access of video and data on the smartphone app. The FirstVu HD body camera can be set to secure USB mode to prevent files from being uploaded to any computer without a VuVault.com login and password. When Secure USB Port mode is enabled, it is impossible to view, edit, or delete files present on the FirstVu HD Body Camera. A proprietary encryption key restricts access to the FirstVu HD Body Camera files when in secure USB mode. Digital Ally’s EVO-HD In-Car Camera and Interview Room Camera systems maximize space and offers top-end reliability paired with remote access and service capabilities. The DVR storage where the recorded interview room video will initially be stored will be mounted in a location outside of the interview rooms. The DVR storage can be installed in any secure room that the Police Department prefers. Officers and supervisors can view the recorded interview room camera video on the VuVault.com GovCloud dashboard either on a tablet or computer with an internet connection. 4. Data Storage and Management System – The vendor will describe in detail if current products can meet, complete, and/ or provide the following: a. Describe any on premise and/ or any cloud based platforms to be used; Digital Ally is proposing our cloud-based VuVault.com GovCloud solution for data storage and management. Introducing VuVault.com | GovCloud We at Digital Ally know how important security and flexibility are to our customers. Through proprietary hash algorithms, geographically redundant servers, and Amazon’s high security standards, Digital Ally has created an evidence management and video storage solution that is extremely secure and follows CJIS standards. Our solution, VuVault.com is not only secure, it is also completely scalable so that you can adjust to incoming and outgoing officers as needed. Overview VuVault.com is built on the Amazon Web Services (AWS) Region application platform with a “security first” approach. The main components of the application are isolated and accessible only from the approved IP address of our portal server. User authentication and access to user data and digital media is granted solely through the portal server. Utilizing strong SSL, all web requests to the portal server and returned content are encrypted. Session-based, always changing encryption is in place for all HTML transactions and application content further obscuring any data patterns. All user and digital media activity is logged and scrutinized for malicious intent and a series of checks and balances is used to prevent unwanted activity within an account. Customer data is isolated within our application database with steps taken at each page request to guarantee customers gain access only to their data. 28 of 62 Manage Video and Cases VuVault.com eases the burden of managing videos. There are several standard search criteria already implemented into the system, along with customizable search criteria to make finding recordings fast and easy. With case management implemented into the standard operating system, putting together case files has never been easier. Case management allows you to link all associated videos, documents, and files from your FirstVu HD, DVM-800, and alternate outside sources into one complete case file within VuVault.com. Redaction Utilize our integrated redaction technology to quickly and easily redact videos. The system has intuitive automatic face suggestions as well as manual redaction capabilities. Faces, signs, license plates, shirts and other objects can all be redacted quickly and easily. Once complete the redacted video can be downloaded or shared with other users. API Support Digital Ally has an Application Program Interface (API) that can be utilized to connect to other vendor software. We would have to create a service contract and determine the development time needed to integrate our system with the existing systems. Digital Ally will work with the Department to determine exactly which features and information need to integrate with our systems. Cloud Share VuVault.com includes an extensive, secure and flexible share portal to facilitate convenient sharing of video evidence and case files with designated and credentialed third parties. This functionality can be used on a one-off basis by the issuance of one time credentials, or can be configured to allow regular and continued access by known and trusted third parties (i.e. the prosecutor and staff). These third parties will have the option, if given privileges per share, to review and/or download files in native format to solid state memory. A proprietary player is not needed to review video after it is downloaded. Environmental Security Features Amazon Web Services (AWS) data centers utilize innovative architectural and engineering approaches. Each data center is equipped with fire detection and suppression, power failure back-ups climate and temperature controls, and electrical and mechanical management. When a storage device reaches its end of life security measures are taken by Amazon to ensure that data is not exposed to unauthorized individuals. Amazon security platforms also host around the clock surveillance to ensure data locations are secure. In case of failure, automated processes move data traffic away from the affected area to an alternate secure location. AWS is designed to tolerate system or hardware failures with minimal to no impact to users. 29 of 62 Disaster Recovery Ensuring your data will always be protected and accessible is our number one priority; that is why we have built VuVault.com on the most trusted web service around. Amazon Web Services supplies multiple locations separated on the east and west coasts where all of your data will be copied and 100% secured. If one of the locations is wiped out by any type of disaster, your information will still be secured in the other alternate locations states away. Any and all of the information that was flowing to the affected location will be directed to another substitute location. Cloud Drive After the retention period expires, evidence can be transferred to the Cloud Drive for long-term storage. Cloud Drive is available in blocks of 100GB. An unlimited amount of 100GB blocks of Cloud Drive can be purchased at any time. Video that is placed in the Cloud Drive still retains the full cloud functionality available from VuVault.com. This includes redaction and the availability of all metadata. b. Our Technical Services Department has backend tools that they can use to migrate existing data, and they will work with the Bozeman Police Department to ensure the successful migration of all needed data. The cost per TB for migration can vary and depend on the type and amount of data that needs to be migrated. The system administrator(s) can fully customize permissions for other users or user groups to match their individual requirements and level of clearance, thereby limiting access to specific functions within the system. Faces, signs, license plates, shirts and other objects can all be redacted quickly and easily. Once complete the redacted video can be downloaded or shared with other users. 2. Transcription capabilities included and/ or any necessary third party software; Digital Ally’s VuVault.com GovCloud solution does not offer this feature at this time. 3. Chain of Custody documentation; Digital Ally’s VuVault.com GovCloud Chain of Custody Documentation is as follows; every time a video event is reviewed, downloaded or notated, the action is recorded and listed in a chain of custody report. The report is generated in PDF format for ease of use. 4. Internal and external video/ data sharing and any specific licenses needed and quantities; Digital Ally’s VuVault.com GovCloud includes a Share Portal at no additional cost. VuVault.com GovCloud includes an extensive, secure and flexible share portal to facilitate convenient sharing of video evidence and case files with designated and credentialed third parties. This functionality can be used on a one-off basis by the issuance of one time credentials, or can be configured to allow regular and continued access by known and trusted third parties (i.e. the prosecutor and staff). These third parties will have the option, if given privileges per share, to review and/or download files in native format to solid state memory. Digital Ally will work with the Bozeman Police Department to ensure that all needs are understood and met. We will recommend a training schedule and will also follow the Police Department’s desired timeline for training. After the equipment has been delivered, Digital Ally’s Technical Service Team will arrive on-site to provide our Professional Services Turn-Key Setup and training. We estimate that training can be provided to all end users in one (1) to three (3) days. Digital Ally proposes to provide train-the-trainer training for supervisors and/or personnel who will be responsible for training new and future end users. Digital Ally’s Technical Services Team will dedicate one (1) to three (3) full days to training. Digital Ally recommends that three (3) to four (4) training sessions be scheduled throughout the day to accommodate personnel on different shift schedules. We also recommend an average of thirty (30) people per training session, but more or less people can attend a training session to allow scheduling flexibility. As part of Digital Ally’s on-site Professional Services Turn-Key Setup, we will train every administrator/supervisor, end user, and staff member that will need to be trained. Training will include hands-on training, pocket size quick reference guides, and detailed operating guides. Training will cover both hardware and cloud storage. Training will also be in a train-the-trainer format for administrators/supervisors. We will coordinate a precise training schedule with the Police Department well in advance of our Team being on-site. This will ensure that all personnel are trained, and classroom availability is confirmed. Training will include hands-on training, pocket size quick reference guides, and detailed operating guides. Training will cover both hardware and the cloud. All training is included in Digital Ally’s Professional Services Turn-Key Setup at a flat fee. e. Identify, based on previous experience with public sector contracts, the number of training hours typically need on the end-user to be confident in the operation of the systems (In-Car, Interview Room, and data Storage and Management Systems); Digital Ally recommends three (3) to four (4) hours of training hours for the typical end user to be 35 of 62 confident in the operation of the systems. f. The ability to add training modules to our Vector Solutions Learning Management system. Digital Ally can meet this specification. If engineering develop time is needed to accomplish this task, additional fees may apply. g. In-person training for selected contractor vendor to install the in-car video systems; Digital Ally can provide in-person training on the installation of our EVO-HD In-Car Camera System for a small fee. Police Department Technicians who receive this training will be certified to install our In-Car Camera Systems. 7. Customer Service/ Support – The vendor will describe in detail if current products can meet, Complete, and/ or provide the following: a. Provide concise detail on the availability of customer service and technical support to end- users; Digital Ally has full-time Product Support Specialists at our corporate office in Lenexa, Kansas. Each Product Support Specialist is factory-trained on all aspects of Digital Ally’s products. Our specialists also do the final testing of all software upgrades, write and upgrade manuals, etc. so they are always up to date on our latest releases. We have Product Support Specialists on staff via telephone and email and will provide on-site assistance if necessary (additional fees may apply). Digital Ally will provide Product Support at no cost during business hours. At this time, our business hours are Monday through Friday, 8:00 AM to 5:00 PM Central Time Zone. We can also provide Product Support 24/7/365 for an additional cost. Our approach to user support is simply this; do whatever is necessary to fix the problem and make the customer satisfied as quickly and efficiently as possible. b. Offer support availability 24 hours a day, seven (7) days a week, 365 days a year; Digital Ally can provide 24 hours a day, seven (7) days a week, 365 days a year Product Support for an additional fee of $14,000 per year. c. Describe the standard procedures for escalation of service/ support issues when required; Digital Ally has an escalation process procedure for all support requests that cannot be immediately resolved. Our escalation process begins with three layers of IT support and any problem that arises can be elevated to the subsequent layer in the IT Department. If the problem is still unresolved, it will be transferred to the Engineering Department. d. Out Year Date Retention and Transfer - The vendor will describe in detail if current products can meet, complete, and/ or provide the following: a. All data retained in the data storage and management system belong to the City. At the end of the contract term, the awarded vendor will retain the data until the City can accomplish a transfer of data. Once data is confirmed to have successfully transferred to the city vendor will delete any copies of City data; All data retained in VuVault.com GovCloud will belong to the City. At the end of the contract term, Digital Ally will retain the data for up to ninety (90) days. During the ninety (90) day retrieval period, the City may, at an additional charge, request professional services from Digital Ally to assist with the retrieval. Once data is confirmed to have successfully transferred to the City before the ninety (90) day period, Digital Ally will delete any copies of City data. b. Identify your standard procedures for facilitating the transfer of data; For large amounts of data, Digital Ally recommend the data be downloaded from the cloud onto a large-capacity external storage device or server. Amazon Web Services offers our customers the ability to rent large-capacity external storage devices that can be used to facilitate the transfer of data from the cloud to a server. c.
