Current COVID-19 Operating Standards
In these uncertain times, Transmap Corporation continues to remain operational and accessible to our
clients. The COVID-19 outbreak and our response to it are evolving and changing daily. While our offices intend
to remain open, a large portion of our staff are working remotely to protect themselves and our community.
To ensure business continuity for our clients, we have contingency plans in place to provide you
with reliable and on-going support. Transmap will continue the highest level of service our
clients have come to expect from us. We are committed to following the guidelines
determined by federal and local governments, the World Health Organization, and the
Centers for Disease Control and Prevention.
This includes conducting risk assessments for employees who exhibit COVID-19 related symptoms, elevated
workplace sanitization, and augmented IT capabilities to enable business to be conducted virtually. For example:
x All business-related travel is being assessed on a case by case basis and
travel to some domestic locations have been suspended.
x Limiting face-to-face communications. We will be extending our
availability to customers through video chats and teleconferences
(Zoom, Go-To-Meeting, phone calls).
x Restriction of visitors and/or staff from entering our facilities.
x Adhering to the six-foot separation guidelines by allowing no more
than ten employees in our 5,000 square foot building at one time.
Also, Transmap has incorporated new safety standards in our mapping vehicles, which include:
x One-person operation: We have re-
configured the vehicle to operate with one
individual successfully.
x New Artificial Intelligence (AI) was built by
Transmap to navigate the driver to roads
that are scheduled to drive. Once a road is
driven in one direction, the color turns
yellow. Once a road is driven in both
directions, the color turns green. This
process allows the driver to concentrate on
driving, rather than on the monitor. The
driver simply flips a switch on when
operating and off when not operating.
Lastly, we are taking steps to ensure the welfare of our employees by mandating, when possible, employees
work from home. Our employees are working from remote desktops into our internal servers, with no issues.
We are also instructing all employees to practice good hygiene by:
x Frequently washing hands with soap and warm water for at least 20 seconds.
x Cleaning workspace and hardware daily with disinfectant wipes.
x Frequently using hand sanitizers.
x Practice social distancing by:
o Maintaining at least six feet distance when talking to others.
o When possible, consider closing your office door to minimize interaction with others.

times during the project for meetings and will also have multiple web meetings, when appropriate. We value

3. Project Approach
Project Kick-off
Transmap will hold a kick-off meeting for the City of Bozeman. A Transmap representative will conduct this
meeting. The kick-off meeting will contain a discussion of expectations for the project. The topics discussed at
the kick-off meeting will include but are not limited to, a project overview, scope, methodology, schedule,
budget, project team, risk management, communication/public involvement, pilot area, and finalization of the
list of roads to be surveyed.

On-Site Pavement Management Practice Definition Boot Camp
Transmap will look at the level of service that the City of
Bozeman͛Ɛ constituents demands. Transmap has
successfully managed boot camps for many customers.
During the boot camp, we review any current Maintenance
and Rehabilitation (M&R) practices that the City of Bozeman
is using. The main focus is to gather information on M&R
practices and pricing. The boot camp is the foundation for
the reporting task, which would be specific to the City of
Bozeman͛Ɛ needs. The boot camp will review the
appropriate treatments such as fog seals, slurry seals, chip
seals, overlays, or reconstruction and their associated costs.

Council Presentation (During COVID-19)
Transmap is considered an essential business during
the COVID-19 pandemic. We are performing social
distancing compliant council presentations for our
customers. Our most recent presentation, for the
City of Haines City, FL, is pictured. Transmap will

If our client is an Esri user, we can assist you with the set up of your internal ArcGIS
platform. The client will be able to use our layer configuration to view our products.
Our deliverables are easily viewed in ArcGIS or ArcGIS Online. The City of Bozeman will own all of the data. The
customer can view their PCI data, LCMS data, and images in their GIS system. Transmap will host the collected
street imagery data for the City of Bozeman and make sure the City of Bozeman can view our free HTML image
viewer on their local network.
The image viewer will allow the customer to have a complete 360-degree view of all roadway infrastructure and
can virtually drive down the road forward and backward at 5-meter spacing.

Network Scope Definition
The creation of the network starts with the City of
Bozeman's centerline file. Since Transmap completed the
CiƚLJ͛Ɛ ϮϬϭϯ Paǀemenƚ Condiƚion AƐƐeƐƐmenƚ pƌojecƚ͕ ǁe
are familiar with the City͛Ɛ network and still have the
network loaded in our system.
From the centerline file, Transmap performs an analysis that
examines the number of segments, total centerline miles,
minimum and maximum segments, and average length. The
ownership of the roads is essential. This is the first step
before the vehicle is mobilized to the project location.
Transmap has been an Esri Business partner for over 21 years. We are the only mobile mapping company hired
by Esri to collect pavement data. Transmap has been building Linear Reference Systems in ArcGIS since our
partnership was established. Transmap's approach to data collection is GPS based. All of our data, including our
distress data, is geolocated. The geolocated data enables us to link our data to any centerline configuration that
the City of Bozeman requires.
Automated Pavement Data Collection
3D Laser Crack Measurement System (100% Coverage)
Transmap's ON-SIGHTΡ ǀehicleƐ aƌe eƋƵiƉƉed ǁiƚh a
Pavemetrics Laser Crack Measurement System (LCMS,
LCMS2). This system uses laser line projectors (pictured
right), high-speed cameras, an inertial navigation system,
and advanced optics to acquire high-resolution 3D
profiles of the road.
Pavement Condition Survey
Due to the COVID-19 pandemic, Transmap has re-
developed our mapping interface in our fleet of vehicles.
Our developers made it possible for the vehicle to be
operated by a one-person crew. This new operating standard will be compliant with the COVID-19 social
distancing requirements.
The new "AI Mapper" allows the driver/operator to flip a switch when mapping is needed, and the Artificial
Intelligence (AI) will guide the driver through their routes. Once a road is driven in one direction, the linework
automatically changes color from red to yellow. Once the road is driven in both directions, the color changes
again to green. The red color stands for needed to be driven, yellow stands for driven in one direction, and

not only allows for a one-person operation, but
it improves overall efficiency.
Transmap's ON-SIGHT mapping vehicle will
collect roadway data continuously on
approximately 242 miles of City of Bozeman-
owned roadways. Our systems are all
integrated, and the operator uses a single
switch to start and stop collecting data. The
operator uses a monitor to view the image
quality of the panoramic camera and the LCMS,
along with the number of satellites being
tracked, in real-time. Both GLONASS and United States satellite systems are used during collection. As the
vehicle collects survey data, the project manager can review the route and that GPS, images, and LCMS data are
being collected live while the vehicle is mapping the project area.
Since Transmap only works on the City, County, or MPO model, our standard is to drive all lanes in every
direction. On local roads, distresses can occur curb to curb since a defined wheel path is not always evident.

development team has created a tool to output crack density at user-defined values of 1, 3, and 5-foot
increments.

measurements is superimposed onto
the .jpeg images and then laid flat on
the centerline. The severity level
standards are displayed in colors over

easily distinguish between different
severities of the pavement. The LCMS
orthophotography can be added as a layer in
the City of Bozeman͛Ɛ AƌcGIS environment.
Transmap uses our AI Mapper live in the
vehicle. This ensures that all lanes of roadways
are driven and collected. If any issues arise
(construction zones, blocked segments, etc.)
during collection, it is noted in the App
(pictured).

Automated Distress Extraction
Transmap has written algorithms that
look at the .xml file created by the
LCMS to identify and extract distress
data into a geodatabase. Transmap
only drives on dry roads to get the best
results when capturing cracking data.
All cracking data is raw and can be
uploaded into any pavement
management software. Transmap can
format the distress data to adhere to
the standard ASTM D6433 format.

Our crack intelligence reports show the length,
width, depth, and measurements of every crack in
a roadway network (100% coverage). This

Quality Management Plan (Calibration Procedures)
Transmap has been providing a quality system for
our customers since 1994. We are the only vendor
who has owned the Laser Crack Measurement
System (LCMS) for over six years. In the past six
years, Transmap has developed a robust toolset to ensure the accuracy, timeliness, and completeness of our data.
To provide technical excellence on all of our projects, we incorporate several levels of quality control. We believe a
two-person data quality check is essential to ensure the quality of the customer's product.

Field Verification (QA/QC)
Since we are Engineers at Transmap, we
walk out between 5-10 percent of every
project to ensure our results meet our
standards. We use our
Project Level Crack
Intelligence to see where the system recorded no cracks or excessive cracks. Automated Error
Tracking is used throughout this process. Transmap's data displays LCMS polygons continuously
down the road that record every crack in the system. We have written proprietary algorithms
that code for the standard deviation between how many cracks were collected and what the
final PCI is for each section.
Calibration Site
Transmap has set up a calibration site that
each system runs on to ensure that our
cracking data is repeatable. Our systems are
tested on all Transmap mapping vehicles to
be confident that every vehicle can produce
the same results, regardless of the project.
QA/QC LCMS Collection - Best Practices
From our six years of using the LCMS, we
have determined that roads must be
completely dry before data collection can begin. If
water resides in the cracks, the lasers cannot register
that the cracks exist. We will drive only in one
direction covering 100% of the lane and will only
collect data on dry roads to ensure each is detected.
Our operators are trained to check for and ensure
that the LCMS shows the proper crack intensity (dry
road) and does not look like the wet road intensity
image (right). The panoramic image shows a wet
road that is drying, but not completely dry. The
corresponding LCMS MrSID image shows that no
cracks were picked up in this area due to water that
has settled in the cracks. This process has been part
of our SOP because of our vast knowledge of what
the LCMS can and cannot produce.
Data Formatting and Loading
Transmap uses the standard ASTM formatting for the distress data. We provide a turnkey solution that will join
the PCI values with the City of Bozeman͛Ɛ centerline, as well as deliver the results as a geodatabase,
spreadsheet, and maps.
We can format our distress data to fit any pavement management system the City of Bozeman chooses to use

MicroPAVER and Cityworks software.

Pavement Condition Analysis Software Solution: MicroPAVER
Transmap's system-wide solution for pavement
management is MicroPAVER, the official PCI calculation
developed by the Army Corps of Engineers.
Over 600 cities and counties are using MicroPAVER. MicroPAVER provides pavement management capabilities
to develop and organize pavement inventory, assess the current condition of pavements, develop models to
predict future conditions, report on past and future pavement performance, develop scenarios for M&R based
on budget or condition requirements and
plan projects.
PCI Calculations
To assess the pavement condition,
MicroPAVER uses the official Pavement
Condition Index (PCI) as its primary
condition rating standard. The PCI
measures pavement condition on a scale
from 0 (worst) to 100 (best). ASTM has
adopted the PCI as standard practice for
roads (D6433).

Transmap's key staff members have been
trained by APWA certified trainers.
Transmap's pavement software trainer Chris Crocker, who has over 12 years of experience loading data into
pavement management systems, will be on-site for the course.
Roadway Asset Management System: Cityworks
Transmap worked with Cityworks to produce the Pavement Management API 1.0.
We are the only asset management vendor to integrate into the Cityworks
pavement management tool successfully. We will also incorporate any collected assets
into Cityworks.

Software Integration: MicroPAVER/Cityworks Interface
Our data can be implemented directly into Esri and the Cityworks/MicroPAVER
interface. The pavement management interface allows users to link MicroPAVER
and Cityworks. As both systems use a street centerline network as their reference
frame, a line of communication is established that enables the user to pass
information between the two programs. The type of information passed back and
forth includes inspection data and work history.
Transmap will provide road and section Cityworks IDs in MicroPAVER and GIS centerline or pavement section,
using the existing GIS segment IDs for tying data together. The collected assets are formatted to integrate with
Cityworks and MicroPAVER seamlessly.

Cityworks Pavement Management App
Transmap worked closely with Cityworks to develop the
new Pavement Management API 1.0 using data from
Transmap's customers. The development of this App allows customers to perform analytics on their assets
inside of Cityworks. This includes asset life management curves that are customized by City employees with their
knowledge of the asset life cycle. The following images are screenshots of the Cityworks Pavement Management
App using data from Transmap's City of Midland, TX pavement project. The City of Midland is a repeat
Transmap customer.

Mr. Luxhoj is the President and CEO of Transmap Corporation and

Mr. Crocker is our pavement formatting/software expert.
He specializes in formatting our distress data to fit any pavement
management software package. He is responsible for all QC on distress
formatting and deliverables.
As Operations Manager, Mr. Crocker has provided presentations and
maps of deliverables, created project schedƵleƐ͕ and ƵƐed ƚhe clienƚ͛Ɛ
project priorities as the guideline.
Mr. Crocker is in charge of loading the ASTM D6433 data into our
clienƚ͛Ɛ Ɖƌefeƌƌed Ɖaǀemenƚ managemenƚ ƐLJƐƚem͘ He ƉeƌfŽƌmƐ all Žf
the boots on the ground walkouts for pavement QA/QC.
He has also performed post-processing of GIS data to ensure quality
control, appropriated staff to meet goals for timely deliveries, and
continued communication with the client to ensure customer
satisfaction. He is also responsible for map creation and working with
clients to make sure the maps fulfill their needs.
Mr. Crocker is reliable and competent. He also has experience with
running the mobile mapping vehicle, pavement and asset collection
software, CMMS implementation, and training. Mr. Crocker has
provided over 12 years of pavement and asset analysis, walkout
QA/QC experience, and robust preventative maintenance reporting
support. He also has extensive experience in performing nighttime
MUTCD assessments.

Mr. Manch is a pavement modeling expert and has done all

In 2010, Anthony retired from the Ohio Department of
Transportation (ODOT). Mr. Manch spent the majority of his
forty-year career working in the Office of Technical Services.
He specialized in providing traffic and truck weight data for
