This important project will assist the city in determining the current condition of the city road networks with recommendations for cost-effective maintenance and rehabilitation plans. The RDM team is committed to complete all work for this project on a tight schedule and within budget. To meet the city’s requirements, RDM is joined by: Gorrondona & Associates, Inc (GAI) (Houston, TX), providing full-service professional surveying, geographic information systems, Mobile LiDAR, aerial photogrammetric/LiDAR, and HD laser scanning. Gaston Engineering & Surveying (GSE) (Bozeman, MT), a locally based, land surveying and engineering firm and will provide cost estimating, records research and coordination. FIRM BACKGROUND ABOUT US Over the past decade, RDM has implemented or updated over 200 pavement management systems on highways, military installations, and airfields throughout the U.S. and abroad. RDM’s technical staff is certified in ASTM D6433-18 pavement distress identification. RDM has provided Beta testing for MicroPAVER and for multiple pavement management software packages and assisted the FAA in developing the pavement management software, PAVEAIR, utilizing ASTM D6433 and D5340. Along with testing and development of pavement management software packages, RDM has developed unique solutions for displaying, analyzing, and storing pavement management data in web-based GIS driven applications for many agencies. RDM’s expertise is in not only evaluating pavements, but developing a logical, cost effective method to rehabilitate and maintain pavements. RDM will be joined by Gorrondona & Associates, Inc. (G&AI) to provide state-of-the art pavement and asset data collection system. G&AI has over 25 years of experience managing complex projects across the United States. Throughout G&AI’s history, they have consistently been a leader adopting and integrating cross-disciplinary technologies, and they continue that tradition of innovation today. Their fleet of data collection systems has the latest PathRunner 3D pavement imaging, and right-of-way imaging technology to deliver all aspects of the program requirements. G&AI owns and operates two data collections systems containing the PathRunner XP 3D pavement imaging system as well as mobile LiDAR technology. Their technicians have worked extensively across the country and have the experience and expertise to deal with any situation that may arise. G&AI’s systems may be outfitted with mobile LiDAR, which may be activated to collect an even more comprehensive, survey-grade 3D model of the City’s right of way, if requested for specific areas. We are pleased have Bozeman based, Gaston Engineering & Surveying (GES) join the RDM team to assist with local coordination, cost estimating and any needed records research. GES is a full-service Civil Engineering firm and has served the Gallatin Valley and surrounding area for over 30 years. Their knowledge of bid RDM International, Inc. is pleased to submit our proposal to the City of Bozeman, Department of Public Works, in response to the Citywide Pavement Condition Assessment RFP. We have assembled a qualified team of experts to meet the City’s needs as outlined in the RFP. Our team has the expertise, experience and qualifications to provide the City with the highest level of service and responsiveness. Our proposal adheres to the format requested in the RFQ to make your review of our qualifications as easy as possible. We provide a detailed project approach and showcase the technical competence of our team members. A project organization chart is provided that may be easily referenced during review of our proposal. RDM has more than 30 years of experience providing pavement management services to agencies across the U.S. and around the world. We have a staff of engineers and technicians trained in ASTM 6433-18 “Standard Practice for Pavement Condition Index Surveys”, and a strong record of working with MicroPAVER. RDM has worked on demanding, complex programs for Municipal, State, Military, and other government agencies. Our experience in pavement management and project management will be a key asset in delivering this project on time and on budget. We are proud to have engaged the services of expert sub-consultants for completion of this program. RDM has performed research for the Federal Aviation Administration (FAA), as well as other government and commercial clients, on statistical quality assurance specifications, mechanistic structural design methods, nondestructive testing, recycling, and new pavement materials. Our participation in these and other projects make us not just familiar with pavement evaluation, design, and construction standards, but an internationally recognized team that is developing these standards for the future. Most of our firm’s projects are related to pavement management, structural evaluation and construction services of highway pavements, and civilian and military airports. 2 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. prices/practices and the Bozeman street system will be invaluable to providing a highly detailed project package with detailed tools for capital project planning. Our team is experienced performing similar projects together and will perform the area of expertise noted: −RDM International, Inc. (RDM): Overall Program Management, GIS and inventory updates, Pavement engineering and MicroPAVER Update/Implementation. −Gorrondona & Associates, Inc. (G&AI): Automated pavement distress data collection and rating. −Gaston Engineering & Surveying (GES): Records research, up-to-date cost estimates from recent bid tabs, as well as their knowledge of the contracting market to provide accurate CIP planning. GES will also assist the team with coordinating field operations to assure all needed surveys are accomplished on time and with as little disruption to normal traffic flows as possible. Efficient management is essential to the overall success of any project. Keeping overhead costs low and under control results in an efficient field operation that does not waste resources or result in constant rework. This starts with a productive kick-off meeting and completed with a comprehensive report and full customer satisfaction. Each step along the way, RDM is committed to involving the key project personnel, and stakeholders to assure expectations are met. Below is a flow-chart that represents key milestones as a Project Overview. Project UnderstandingOur team understands that for many municipalities, roadway pavements are one of the largest assets to be maintained. This task involves approximately 242 centerline miles of roadways that are vital to the operation and economic vitality of the City. Therefore, a Pavement Management Program is important to provide the City with a comprehensive understanding of the overall pavement KEY MILESTONES 2. PROJECT OVERVIEW inventory, condition of the pavement network, and the required funding to maintain and rehabilitate the pavement system. A successful Pavement Management Program not only catalogs the roadway network and current conditions but provides a comprehensive program for developing maintenance and rehabilitation planning and strategies to economically slow the deterioration and to extend the service life of pavement assets. Our team will work closely with the City’s team to ensure the goals and expectations of the project are exceeded. Data Collection RequirementsThe City has specified that the pavement condition survey is to be performed in accordance with ASTM D6433 protocols. The RDM team has extensive experience with ASTM D6433 over the past decade. We have successfully integrated Automated Pavement Condition Data Collection in conformance with ASTM D6433 and the MicroPAVER software for several agencies. OUR UNDERSTANDING 4 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. Automated Pavement Condition Data CollectionThe RDM team has unparalleled experience performing automated pavement condition data collection projects for municipal agencies. Mathew Diffin, PE, our team’s project manager, Kurt A. Keifer, PhD, PE, our team’s data collection manager, and our technical staff of trained, certified, and experienced engineers and pavement condition inspectors have worked together for nearly ten years and have collectively performed hundreds of similar projects for agencies ranging in size from 50 centerline miles to more than 3,500 centerline miles. Our team has performed multiple automated ASTM D6433 surveys and we have imported pavement condition data into several pavement management systems, including PAVER. Furthermore, Dr. Keifer worked with the US Army Corps of Engineers for more than ten years developing the image-based automated method for performing ASTM D6433 PCI inspections. He is currently working with ASTM to develop an official standard for this approach. Our PathRunner pavement condition data acquisition and processing workflow is straightforward, well documented, and has been successfully used for more than 5,000,000 miles of roadway pavement condition data collection across the United States over the past decade (500,000 miles annually). In general, prior to the kick-off meeting, RDM, with assistance from GES, will review the data from the 2013 pavement assessment. This provides an understanding of the status of the program and eliminates redundant work of gathering or processing data that already exists and allows for any questions or concerns to be discussed and resolved. The RDM team will schedule data collection field operations, with a plan to work on roadways during off-peak times. All required data will be collected and checked for quality while crews and equipment are on site, to avoid any extra trips. Work will be completed prior to or following the seasonal snow cover. A preliminary schedule is provided later in this SOQ, however a detailed schedule will be coordinated with the City. Upon completion of the data collection our team will review and collate the pavement data. All sections will be examined, and initial PCI values will be assigned. This serves as an additional quality control check to find any data that appears to be out of line with similar roadways. RDM will perform a quality assurance field check of the collected and rated distresses. A preliminary report and the initial PCI values will be provided to the City for review and discussion. A review meeting will be held to gather comments and to resolve any questions or concerns. Based on the preliminary data and through comparison with the 2013 assessment, RDM will prepare a draft evaluation of the effectiveness of the City’s current street maintenance program and recommendations for the program moving forward, based on the 5-year capital improvement program provided by the City. GES will research past bid tabulations for similar pavement projects, and project cost elements will be developed based on these trends. This The draft report will also be reviewed with the City. Any required edits, comments or changes from the draft documents will be incorporated into a final report. 5 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. 3. PROJECT APPROACH Task 1 - Project Kick-Off MeetingThe kick-off meeting will involve key personnel, stakeholders, City technical and management staff , and will focus on, at a minimum, the following items: −Review project goals and deliverables −Review project schedule and milestones −Open and complete information exchange −Review key technical processes and procedures with City personnel −Safety plan review and expectations −QA/QC procedures −Communication plan During the kick-off meeting, a review of the required information from the City will be discussed. Task 2 - Review City Street NetworkAll available information provided during or before the project kick-off meeting will be reviewed and updated prior to the start of the project. The provided GIS information will be reviewed for accuracy and completeness. Any existing sections will be split or combined as needed, as well as any new sections added within the GIS and PAVER database. During data collection, any further adjustments required to the GIS database will be noted and adjustments made prior to the upload of data. GES will provide any required research regarding construction or work histories of any pavement sections that may be lacking adequate detail. Task 3 - Project MobilizationOur team is assembled with the purpose of being capable of meeting short duration project schedules with high quality and efficiency. Our field team consists of a team member with the equipment, capacity, and capability of meeting the project requirements. Consistency and quality of data is extremely important for this type of project. The field team will work closely with GES to assure all requirements are met to assure a successful field survey. Task 4 - Mobile Image Data CollectionUpon finalizing the pavement inventory GIS and database, our team will begin the data collection phase of the project. Work will take place in normal traffic during off-peak travel hours. Our team will develop a detailed data collection routing plan to maximize efficiencies in the field. Following the detailed data collection routing plan, the City’s network will be driven with data collection vehicles equipped with PathRunner 3D imaging. The fieldwork task will involve data collection of pavement condition including the high-resolution 3D downward images, pavement rutting, longitudinal road profile, and international Roughness Index (IRI). Data will be collected to allow for full coverage of the entire roadway width. Task 5 - Pavement Condition EvaluationImmediately following the data collection, Collected data will be checked for completeness and our team will begin the process of rating the pavement data images and extracting the ASTM D6433 pavement distress data from the pavement survey field measurements and georeferenced digital images. The process of extracting the ASTM D6433 pavement distress data is a three-step process that involves: 1. AutoCrack Software – This software detects cracking in the pavement imagery. 2. AutoClass Software – This software classifies the type of cracking detected per ASTM D6433. THE PROJECT Initial Automated Crack Detection and Rutting Analysis 6 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. 3. Manual Rating – This step involves our team of trained and experienced ASTM D6433 certified raters evaluating the imagery and identifying any distress type that the automated crack detection and classification software did not identify, such as reflective cracking. Our raters will also verify results of the automated detection software. The manual rating is the single most important step in the process, and our team of raters has collectively inspected more than 250,000 miles of data together. The figure below shows that the PathView software that our team uses for evaluating ASTM D6433 distresses using both automated algorithms and manual supplemental rating. Additional QC/QA is performed using the PathView software. This is the same software system that has been successfully used for pavement condition surveys for more than 25 state DOTs and hundreds of municipal agencies. Our team offers a convenient web-based software system that allows the City to view the data over the internet. Geo-referenced data and imagery may be accessed from a handheld, internet connected device in the field. This allows a complete and accurate in field manual quality assurance check of data. Our team will deploy experienced and trained independent inspectors to verify the results of the distress data rated from the images. Automated Crack Classification and Manual Rating and QC/QA using PathView Task 6 - Final Report for Pavement Condition Evaluation - Major and Local Streets While high quality collection and evaluation of data is the most important aspect of a pavement management program, it is important that this information be provided to the user in a clear and understandable format for implementation. A report will be provided with a detailed comparison between the 2013 and current pavement assessment. Information regarding significant changes in condition and events such as maintenance and rehabilitation will be highlighted to assist in building an understanding into the effectiveness of the City’s current street maintenance program. Recommendations and projections will be provided to assist in adjustments for this and future street maintenance programs. These recommendations can be made for broad adjustments or detailed treatment options, timing, and estimates as requested by the City. The Pavement Condition Evaluation Report will detail the resulting PCI, IRI, and recommended treatment options, estimated costs, and treatment timing for all street segments. 7 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. 4. MANAGEMENT APPROACH The success of this project starts with our team of qualified, experienced, and competent professionals, technicians, engineers, and managers. Our management team places emphasis on the monitoring and control phase. We monitor and control work elements throughout the duration of the project. Our project control system includes tools for monitoring, tracking, forecasting, and controlling project work data, plans and activities. Our project manager will hold internal bi-weekly progress calls with the task leaders to ensure any issues affecting the project scope, schedule, risks, and budget are continuously monitored and any potential issues are identified and corrected immediately. Our project management approach integrates the following key elements of project controls: Quality Control RequirementsOur team understands the importance of quality and consistency throughout all facets of a pavement management program project. Our Quality Management Plan details the processes we will implement to ensure that quality standards are exceeded. Quality Management PlanOur team firmly believes that quality is measured by implementing standard processes and procedures to ensure that defined quality standards are met. Our team is committed to providing quality solutions to our clients and we will implement this Quality Management Plan (QMP) for all field activities, data processing, and reporting. If desired, quality acceptance reviews by the City is strongly encouraged to ensure that expectations are met throughout the process. Our team has dedicated a quality control manager whose singular role on the project is to perform QC/QA checks at predetermined milestones during the project. By dedicating a quality control manager who is not assigned to other tasks on the project, we are better able to ensure unbiased quality control. All personnel working on the project from the project manager to each pavement rater is trained and certified by Colorado State University in pavement inspections and ASTM D6433 pavement distress identification. Along with the training, our team holds recurrent internal training and communication to ensure consistency and accuracy throughout the project. Quality control checks will include, at a minimum: −In field manual quality assurance checks of 10% of randomly selected sections by independent trained pavement inspectors. − Review of the distress rating for 10% of randomly selected sections by the QC/QA manager −Review of the distress rating for 5% of randomly selected sections by the project manager −Review by the QC/QA team of all sections with a PCI score of 100 – this may indicate sections that may have been skipped during the data processing phase. −Review by the QC/QA team of all sections with no PCI score – this indicates either that a section was missed or could not be tested. −Review of all distresses used to calculate the PCI score: • Make sure that distresses do not surpass maximum possible quantities • Review areas of excessive distress quantity or severity level • Review of rare distresses that are not typical in certain situations • Review that distress types are not consistent in the pavement classification • Review of sample areas/sizes used in PCI calculation, which ensures that the PCI calculation is performed correctly. −Ensure that mapped PCI scores are displayed on the correct segments with the correct score, which ensures that no data transfer error occurs when transferring to the GIS database. In addition to the data review throughout the data processing effort, our QC/QA manager will review all deliverables prior to submittal to the City. The deliverables will be reviewed for accuracy and completeness. Scope ControlThe best way to control scope on a project is to have a clear understanding of the full project scope and project expectations prior to the start of any work. As detailed above, our team will work closely with the City to ensure there is a mutual understanding on the project scope including which streets are to be included in the effort and the parameters for the data 8 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. collection process. Throughout the project, our project manager will track the project metrics continuously. Any issues identified that may affect the project scope will be immediately identified and reviewed with the City to determine the most appropriate plan of action. Schedule Control Our team will assign a task manager for each of the major milestones. Our project manager will hold bi-weekly conference calls with these managers to discuss the progress of the work, identify any concerns or anticipated/incurred delays, coordinate upcoming work sequencing, and discuss potential corrective actions required to keep the project on schedule and on budget. The project manager will provide regular updates to the City detailing the progress of the project, any delays incurred, and the corrective actions taken to maintain the project schedule and budget. Risk Management Risk management is the process of identifying potential risks to the success of the project and planning appropriate contingencies to address or mitigate any of the risks that may be reasonably expected to arise. Our team has identified the following potential risks to the success of this project: 1. Data collection delays due to unforeseen issues such as, but not limited to, equipment breakdown, operator illness, or weather. Our team is assembled with multiple layers of contingency for both equipment and operator backup. Our team has the capacity to supply additional equipment and operators in the instance of any weather delays or equipment breakdown. 2. Data rating delays due to unforeseen issues such as computer or software malfunction, rater illness, severe weather/pandemic causing office shutdown, etc. Our team consists of several pavement rater stations and certified raters in multiple locations. Establishing multiple rater stations and having backup raters for each station aides in mitigating any issues that may arise. Our team understands that relying on a single location or small group of staff can become an issue when unforeseen events are encountered. 3. Loss of data due to hardware/server issues. Our team knows the importance of developing backups of all of the extensive data collected and analyzed throughout the course of the program. Our collection data will be backed up on multiple external drives ensuring a copy of the raw data will always be available. During the processing portion of the effort, our team will create daily off- site backups of all data to ensure no data is lost due to hardware crashes. Our internal servers are also backed up daily to secure external cloud services. Budget Control Our team takes pride in being able to provide high-quality projects on time and within the agreed budget. The key factors to achieving this are discussed above and include: 1. Clear and defined scope at the start of the project 2. Project schedule tracking and corrective action 3. Contingencies in place for risk management 4. Discussion and thorough review of any scope changes that impact the original budget. Our project manager will continuously track the project schedule and budget to ensure no issues arise that may adversely affect the budget. Any potential issues will be reviewed with the City to determine the appropriate corrective action. Safety Plan Safety of the traveling public and safety of our work force, during all phases is paramount to the RDM team. Most data required throughout the course of the program can easily and accurately be collected by our vans traveling at posted speed limits. The vans are equipped with flashers and all standard vehicle safety equipment. For those rare times when it may be necessary to have personnel working on or near roadways, the team will ensure all traffic control devices are placed in accordance with the Federal Manual of Uniform Traffic Control Devices. All personnel working in the field will be required to wear ANSI Class 3 safety vests, and if work is taking place during hours of darkness, these vests will be supplemented with high visibility, reflective pants. 9 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. STAFF QUALIFICATIONS Mathew Diffin, PE (RDM) – Project ManagerMr. Diffin will serve as the Project Manager responsible for project coordination, budget tracking, scheduling, asset allocation and deliverables. Mr. Diffin will work closely with Dr. Keifer, our Data Collection Manager, to coordinate all project activities and ensure a high-quality project is delivered on time and within budget. Mr. Diffin has over a decade of experience in performing pavement management systems on roads and airport pavements. During the past ten years, he has managed roadway pavement condition surveys for several agencies including: U.S. Navy, U.S. Army Corps of Engineers, and the U.S. Air Force at 66 different military installations. He served as the project manager on the automated collection and visual condition survey of 3,300 lane miles of roadway and over 30 million square yards of parking pavement for the Navy. Mr. Diffin worked with Dr. Keifer, who provided data collection services, throughout the project. Mr. Diffin has extensive experience with using ASTM D6433 distresses for calculating pavement conditions. He is certified in ASTM D6433 distresses by Colorado State University, and has provided several training courses on pavement management, pavement distress identification, and incorporation of GIS with different pavement software packages. Mr. Diffin received his Bachelor of Science in Civil Engineering from the University of Maine – Orono. Tim Mentel, CM,PMP (RDM) – QA/QC Manager Mr. Mentel will serve as the Quality Assurance / Quality Control Manager responsible for the accuracy and completeness of project deliverables. Since joining RDM, Mr. Mentel has been specializing in QC reviews for all types of client deliverables. He has provided field observations of data collection procedures to ensure all requirements are satisfied and coordinates all work with the FAA as well with local government agencies. Mr. Mentel provided construction oversight and served as the Owner's Representative on numerous projects for the Columbus Regional Airport Authority where he was a Program Manager for 13 years. Mr. Mentel graduated Columbus State with a degree in Construction Management and is a certified Project Management Professional. 10 Bozeman Citywide Pavement Condition Assessment // RDM International, Inc. Kurt Keifer, PhD, PE (G&AI) – Data Collection Manager Dr. Keifer will serve as the Data Collection Manager responsible for the coordination of all data collection. Dr. Keifer has worked in the pavement industry for nearly 20 years developing and integrating automated pavement imaging and road surface profiling hardware and software technologies and deploying these technologies globally. Prior to joining G&AI, Dr. Keifer was employed by the US Army Corps of Engineers, Construction Engineering Research Laboratory (Champaign, Illinois) for several years where he served as Associate Program Manager of pavement management research and development (R&D) team which was responsible for updating the ASTM D6433 PCI standard and developing the automated PCI method. In addition to his R&D activities, he was responsible for managing pavement management system implementations and pavement condition surveys for many Department of Defense installations. For several years, he managed the largest annual pavement condition survey on earth for TxDOT, which consisted of collecting 92,000 miles of pavement condition data annually within a four-month window! During the past five years, he has managed pavement condition surveys for several agencies, including: City of Bismarck, ND; City of Mandan, ND; Kern County, CA; Manhattan, KS; Osceola County, FL; and more than 30 municipalities in the Chicagoland region. Dr. Keifer received his Bachelor of Science, Master of Science, and Doctor of Philosophy degrees in Civil and Environmental Engineering from the University of Illinois at Urbana-Champaign. Beida Xie, PE (RDM) – Senior Project Pavement EngineerMr. Xie will serve as the Senior Pavement Engineer responsible for overseeing all data analysis and reporting. The resulting pavement ratings were used to prioritize pavement repair projects for the road and all access ramps. The project consisted of approximately 11.5 miles of eight lanes wide roadway. He has worked on many different projects that include: roads, water and sewer mains, storm drainage, ponds, culverts, pumps, water storage tanks, booster station, bridges, retaining walls, steepened slopes, flow meters and SCADA systems. His office work includes hydraulic modeling and analysis together with AutoCAD design drafting. Jeremy has also functioned as a field engineer and quality control supervisor during construction. He has been responsible for recording all construction activities, test results during field testing, inspection reports and records for as-builts and project closeout. Relevant Experience Pedestrian and Skier Bridges in Big Sky, Montana: These bridge projects consisted of planning, geotechnical investigations, design, bidding, inspection, project management, engineering, testing, as- building and project closeout for pre-fabricated steel and concrete bridges. The steel bridge was approximately 80’ in length and 20’ in width while the concrete bridge was approximately 110 feet by 20 feet. Jeremy’s specific role was to manage the project from start to finish and act as the project engineer during construction. Each project was approximately $850,000 total project cost. Madison County RID Engineer – Madison County, MT: Jeremy is the Engineer responsible for all rural improvement districts (RIDs) and road improvements & maintenance within Madison County. We are the Engineer responsible for creating, designing, managing, testing, administering, inspection, tracking, etc. all RIDs and their associated roads, parking lots, etc. in Madison County. Our duties include meeting with the public, meeting w/ County Commissioners, creating exhibits, scheduling & recommending maintenance projects, reviewing budgets, preparing assessment breakdowns, design of roads and paving improvements, soils borings, drilling, geo-technical investigations, soils testing, inspection, materials testing, & making recommendations for proper long term care of improvements, and updating annual assessments, subsurface road drainage investigation, etc. Madison County – Centerline Soils Survey: This project consisted of using our CME-55 drill rig to complete a subsurface investigation along approximately 4 miles of road in the Mountain Village of Big Sky. The purpose of the investigation was to collect soil samples to be used to determine engineering properties of the road base material. 310,318, and 404 Permitting Projects; Big Sky, MT: Jeremy has been involved and coordinated many projects in Big Sky requiring 310, 318, and 404 permits for installation of roads, culverts, waters/sewer mains, weirs, bridge abutments, etc. We are continually working with agencies such as DNRC, ACOE, and MDEQ on projects such as these. Mr. Ackley has 7 years of experience in pavement management systems. He has been a team leader for visual condition surveys, NDT testing, pavement evaluation and repair design, GIS implementation and use of PAVER. He has provided training on software, development of PMS reports, and FAA standards and policies. Mr. Ackley is a senior GIS/CAD technician and a Lead field technician. In addition to pavement services, Mr. Ackley leads the RDM GIS department in development and use of mobile inspection platforms, streamlined PAVER support for distress mapping, and web app development. Mr. Ackley has more than 10 years of land surveying, GIS and civil engineering experience. As the senior AutoCAD and GIS technician, he develops various approaches to integrate field data using GIS, AutoCAD and PAVER. Engineering Technology Research Relevant Experience Pavement Evaluation – Phase I, Piedmont Triad International Airport (GSO), NC (2016) - Mr. Ackley served as the GIS Analyst for Phase I of the Pavement Evaluation program. This project included a condition survey, record research, MicroPAVER implementation, a detailed 5-year CIP development, and a comprehensive Pavement Management Report. Mr. Ackley was responsible for developing the MicroPAVER network and database as well as post inspection data reduction, map & GIS deliverables. Pavement Management System Implementation and Update at Washington Dulles International Airport, Dulles (IAD), Dulles(2012-2016) Lead GIS Technician – Mr. Ackley provided GIS support for visual inspections at IAD for the past 5 years. RDM, as a sub-consultant, has been performing PMS Update for Washington Dulles International Airport since 2000. We update the PMS program in 3-year rotating periods. Mr. Ackley developed a GIS web portal for IAD staff to view the condition of their pavements and to report new issues or repairs. NCDOT Division of Aviation Pavement Management System – (Feb, 2016 – Aug, 2016 ) Lead GIS & Web Development - developed a comprehensive database of pavement structures from existing as-builts, surveys, tabular data, and imagery. Using ESRI’s ArcPad, customized through VBScript & Python, a platform was developed to facilitate pavement & paint marking condition surveys, as well as collect pavement core and testing data while insuring quality control standards. Automation of data consolidation and migration was developed by Mr. Ackley to produce a XML document for import of pavement conditions into the industry standard PAVER software for further condition calculations, predictions, and maintenance recommendations. RDM developed and hosts a web application to disseminate the study’s findings to NCDOT and the general public. Users can access pavement information in chart, table, or geo-enabled map formats to include pavement area, composition, use, age, condition, detailed distress quantities, and photographs.
