Dowling Architects is excited to submit our qualifications for your new Fire Station. We have teamed
with Associated Construction Engineering (ACE) out of Belgrade for Mechanical and Electrical
Engineering and Stahly Engineering in Bozeman for Civil and Structural design . We have extensive
experience working with all of our consulting firms on multiple projects.
We have significant experience with fire stations around the State of Montana. Recently completed
is Eldorado Fire Station for the York Fire District in Lewis and Clark County. Montana City Fire
Station #1 is an 8,700 s.f. facility outside Helena. We completed an 11,000 s.f. facility for the
Sourdough district outside Bozeman. Similar design and construction completed an Emergency
Medical Services Facility for Glacier County in Cut Bank.
Our work directly with the City of Bozeman is mostly based when we had an office in Bozeman under
Dowling Sandholm Architects. At that time we did work with the city on a few projects including the
Bozeman City Shops with HRDC.

FIRM PROFILE
Associated Construction Engineering Inc. (ACE) was established in 1987 and has become one of the largest
mechanical and electrical professional consulting firms in the region. We currently staff offices in Belgrade, Billings,
Helena, and Missoula, Montana; Minot, North Dakota; and Sheridan, Wyoming. Professional engineering services in
the disciplines of mechanical, electrical, plumbing, fire protection, energy analysis, and special systems are available
for commercial, industrial, and residential building projects.
In addition, ACE works diligently with the US Green Building Council and the Leadership in Energy and Environment
Design (LEED)-building certification system. ACE has provided engineering services for numerous facilities certified at
different LEED levels with other projects currently in design and/or construction. Our staff currently possesses four (4)
LEED AP professionals.
ACE integrates all of the engineering needs of a project into one firm. By integrating our multidisciplined expertise into
one firm, we are able to identify and resolve many potential construction conflicts and dilemmas in the design process
prior to construction efforts. The result of our efforts is a systematic design that integrates the core engineering
elements of each project. Having the combined engineering responsibilities in one firm allows for more accountability
that does not exist when this work is spread out to multiple consultants.
Our firm combines the enthusiasm of younger engineers with the expertise of more seasoned engineers. This blend of
experience results in an engineering team that is dynamic and proven. The depth of our firm gives us the professional
resources to cross-check design efforts as well as challenge system decisions that result in optimal design efforts with
the confidence of thoroughly reviewed documents. Our experience tells us this is not possible in smaller firms, and it
does not often happen in very large firms. We feel ACE is at the optimal size, given our market, to provide the best
possible service and attention to our clients.
We utilize state-of-the-art IT/IS technology for design and drafting services. Our offices are linked via modern
technology utilizing FTP sites for high-speed, large-volume data transfer. ACE incorporates the most current version of
AutoCAD combined with third-party software for energy analysis and HVAC, plumbing, electrical, and fire protection
applications. Our computer-generated drafting systems are integrated with respective architectural clients to result in
an accurate and well-coordinated set of construction documents. Our clients have the benefit of receiving our
electronic documents at the conclusion of their construction project for documentation of accurate as-built conditions
and efficient future updating.
In response to today’s latest technology trends, ACE also offers design services utilizing AutoCAD Revit technology.
This software allows us to actively integrate a complete Building Information Model (BIM) to complement our structural
and architectural partners’ efforts.
ACE covers all of our design efforts under our $2 million (aggregate) Professional Errors and Omissions Liability
Insurance policy. This policy is in place to ensure confidence in our clients of our commitment to quality service. The
fact that in more than 30 years the policy has never had a claim against it speaks volumes to our firm’s integrity.

Project Approach
Initial Thoughts
The team at DOWLING treats each and every project as
if it is the most important project in our office. After all
it isn’t every day you embark on a process of starting
from scratch to create a place that will serve your
needs, goals and ambitions for years to come. The staff,
volunteers and community are the key stakeholders in
realizing the vision for the new Fire Station.
As designers our role is to listen. We need to
understand your goals, your challenges, your mission.
We only get one chance to create this place that will
have a lasting effect on not only the lives of those who
use the building but those for whom it serves.
Our approach is one of collaboration. With our team.
With your team. With your community. The process we
use is unique and inclusive. The goals you have for your
project are incredibly important. Here is our approach:
Initial legwork
Information gathering is a critical first step. We can’t
start design until we know all the parameters.
Information on the site, your equipment, staff needs
both resident and volunteer. Number, size and
configuration of apparatus bays, SCBA needs, Turnout
gear needs, sleeping quarters, living areas, office needs
and community functions are just some of the special
needs that will go into a programming document. Site
access, separation of equipment emergency access to
roads and fire fighter entrance during a critical call will
all go into Site Planning.
Design Workshop
Gone are the days of heading back to our office and
rolling out the tracing paper, coming up with a design,
presenting it to you, revise, present, revise, present…..
We prefer to start the process with an interactive and
exciting design workshop. This is a chance for
stakeholders to be an “architect-for-a-day”. Roundtable
design exercises will focus on Site Planning, Floorplan
design, Interior space relationships and Image.
Participants will see their ideas vetted, enhanced,
tweaked and ultimately start to create a vision for the
final design.
Schematic Design
Once we have gathered the initial information and
analyzed the information from the design workshops
we will begin design. This beginning design step will
take the vision and make it reality. Our team will work
with our 3 dimensional modelling software to take the
sketches and start to turn them into reality. Site plan,
Floor plan and the exterior image will be defined as
well as preliminary cost estimates. When a GC/CM
becomes a part of the team, this is typically the stage
where we see the most benefit. They can start to
analyze the design and put initial pricing together and
offer alternative construction techniques.

Budget Alignment
Many architects don’t consider this a critical step in the
process. Budget alignment is critical to consider early in
the process. This isn’t just putting a cost estimate
together. It’s analyzing the complete project budget
from building permit fees, site development costs,
jurisdictional approvals and costs, advertising, bidding,
furnishings inside the building, and landscaping costs
are all discussed and considered. Schedule, quality and
size all affect the “total project cost”. When our team
was hired to complete the fire station for the
Sourdough district this budget alignment process began
with a project that was 40% over budget. Careful
analysis and meetings with the core stakeholder group
got this number into alignment prior to proceeding any
further.
Design Development
This phase is when the entire design team refines the
building with Structural systems, Civil concerns,

Project Approach
Building systems for HVAC, Electrical, Plumbing and any
special systems. Building materials and finishes are
selected. This phase is often not identified as a separate
deliverable any more and many times is comprised of
meetings to discuss and decide on the above items.
Construction Documents
C/D’s are a time for the stakeholder group to relax a
little. Our team starts to get into the details of putting
your building together. Detailed bidding, permitting
and construction documents are critical to the projects
success. This phase comprises approximately 50% of
the design teams efforts and will culminate with the
complete set of “drawings” and “specifications”.

• Final cost estimate of construction
• Bidding decisions will be strategized
Bidding/Pricing
At this stage the GC/CM will be sending bid packages to
multiple sub-contractors for each portion of the work.
We will assist in putting these bid packages together.
We also will help to make sure there isn’t any scope
gap that needs to be accounted for. Final review of bids
and overall construction cost will happen once final
pricing is received.
Construction
Our team will continue to assist you during
construction and be an integral part of making sure the
project is completed as envisioned. Starting with a pre-
construction meeting our efforts include; site visits,
answering contractor questions, reviewing shop
drawings and responding to requests for information,
evaluating and approving pay requests, progress
meetings and finally detailed walkthrough of the
completed project to generate a “punch list” and issue
a substantial completion. Sometimes intense, we have
found that the more involvement we have during
construction, the smoother it will go resulting in the
desired outcome. Final acceptance and final paperwork
completes our basic services.

Workload and Capacity
Current Workload
As with any firm we have several projects in our
office at various stages of design. Most of our work
however is in construction. The construction phase
of any project represents 15 - 20% of our total
effort so it frees up much of our resources to
dedicate to new projects.
Our efforts on our current projects will be
coordinated with the efforts needed to complete
your project.
Critical Milestone dates
At the beginning of every project working with
you, we establish the critical milestones that must
be met to meet the project goals. Our team will
meet those milestone dates on each and every
project unless our clients require them to be
modified. No exceptions.

Matt Friedmeyer, NCARB
Designer
Matt joined Dowling in 2014 upon graduation from the Savannah College of
Art and Design with his Masters degree. His role is architectural support in
all areas within the firm. He has excellent graphic skills and is a valuable
member of our design team. Fluent in many computer programs, Matt has
strong skills in Revit, Photoshop and our computer rendering programs. In
his time at DA he has shown to be a quick learner and is sensitive to our
clients needs.
