PROJECT UNDERSTANDING
In the years you have been in operation, you have grown and expanded to serve your community,
playing a vital role in safety and well-being, something we deeply admire. Bozeman Fire has
served from a time when Montana was still a territory, you have a long and rich history, we would
be privileged to be a part of your continued growth.
Following is a summary of the project understanding.
Fire Station 2 was built in 1974. Continuous growth has created a deficit in meeting standards
of service demands and response times. After completing a Master Plan it was determined Fire
Station 2 will be relocated to MSU campus property. Construction funding is to be on the ballot
for consideration by voters in November 2021.
PARTNERSHIP | DISCOVERY | GCCM
We have a long history of working with small municipalities and public entities, engaging a
contractor early and working together to keep cost down and schedule in line. As you will see
in the Experience section, we donated our time to HAVEN in Bozeman as part of the competition
for their new facility. We have just completed design on the Lewistown Fire Addition and the Fort
Benton Equipment Storage Facility for the Bureau of Land Management. Our practical approach
saves operating cost and improves facility life cycle which in turn offers better stewardship of
public funds.
We would like to partner with you as you grow. The City of Bozeman will be top priority for your
local Jackola and DHM team. We have over 40 professionals with extensive practical experience
in the full range of design disciplines. Our Bozeman office is a living extension of our main office
in Kalispell upholding the values of long term client relationships and trusted solutions. Our
Discovery process with a contractor engaged from the beginning is a powerful planning and
budget tool while risk is low and flexibility is high. In a recent example, Jackola responded to the
School District #5 Kalispell request for A&E services for the renovation of Linderman Education
Center. Upon selection, we participated, guided and facilitated the RFQ process for contractor
selection, providing a balanced perspective for the District as well as an unbiased reference for
technical questions.
MULTI-DISCIPLINE PERSPECTIVE
We believe in being responsible with funding, while remaining creative and innovative with
solutions. We don’t need to rely on subcontracted designers, and the project gets the benefit
benefits of a holistic design team’s perspective from the beginning.
GREEN BUILDING PRACTICES
We like to approach design with sensible sustainability. We look at reuse, local material and labor
and resilience to hard use and climate. We are currently working on a a LEED v4 certified Glacier
Bank renovation in Butte. Del Bonita Land Port of Entry border station was LEED Gold certified.
We have a WELL AP to review the health of a building for the occupants from air, light, sound,
encouraging movement and innovation. In addition to working on LEED or WELL projects we
understand building a project with the highest value creates the most sustainable and responsible
projects.

2010: The City of Kalispell received nearly $1.3M from FEMA to reconfigure
and modernize the outdated Fire Station. Improvements included addition
of training and day room space and better access for faster incident response.
Jackola was hired as architect and engineer of record for this downtown
Kalispell project. Challenges in design included installation of a second floor
into existing structure and planning for construction while maintaining
critical access and operations for the emergency responders. The project
required detailed phasing control to maintain existing operations. Extensive
demolition and remodel were required to accommodate construction of
new spaces within the existing building with a total renovated space of
15,326 SF.
In addition to training and day room space, the project also includes an
exercise room, report room, records storage, kitchen, dining space, men’s
and women’s dorms, and support spaces including a laundry room and
restrooms. Durable materials were an important consideration for the
design of training spaces in order to withstand rough use during training
sessions. Multiple stairways and a fire pole were included in the project to
allow personnel to exit as quickly as possible.

2010: The Public Safety Building houses the City’s main Fire Station 61, Police
department, City Courts and City Attorney offices. The project included
various studies and assessments of programming and technical needs
for modernization. Significant improvements to the interior architectural
layout, security, IT and HVAC systems were made. The project included
coordination with facility maintenance, police, court and attorney personnel
for security improvements including security cameras and access control.
Various court and attorney offices were relocated to improve safety and
security as well as better serve the public. Mechanical upgrades included
the replacement of failing rooftop units, the addition of heat recovery
ventilation (HRV) systems, HVAC control upgrades and facility-wide retro-
commissioning. These improvements significantly improved occupant
comfort and operational efficiency.

2020: Built in the 1970’s and located at the Lewistown Municipal Airport.,
the current insulation and operation space is insufficient and was not ADA
compliant. This was a multipurpose remodel/addition of the Lewistown Fire
Station for the Bureau of Land Management.
The design achieves ADA compliance and creates multipurpose space for crew
fitness and training. A vehicle bay was added to store a future Type 4 Fire
Engine with an associated access door to accommodate it. Additional space
in the new building layout allowed much needed larger men’s and women’s
restrooms and updated crew showers and lockers.

CSKT DIVISIONS OF FORESTRY & FIRE
2014- Current: Jackola worked with the Confederated Salish and
Kootenai Tribe to develop a master plan for their Forestry Department
and Division of Fire. A 10 acre parcel was purchased next their existing
lot containing the Horticulture, Division of Fire, and helitack buildings.
The master plan broke the project into a phased development of new
construction, subsequent renovation of existing buildings and site
development allowing critical departments to continue operation.
Budgets were provided for each phase to assist with funding requests
and long term planning. Facilities include the new Division of Fire and
Forestry office building, a new hanger for (6) SEAT (single engine air tankers),
new/modified storage buildings, and a remodeled helitack building. Site
development included (2) new helipads, a ramp and taxi ways for the
the new hangar, parking lot(s), new septic system and water systems.
2019- Current: Division of Fire received funding to complete the design
and construction of their building and associated paved vehicle laydown
area. Design encompasses offices, a dispatch center, a campus conference
room, map storage, locker facilities, and a weight room. The design of the
building was complete in the Summer of 2019 with construction completed
July 2020.

2016: Due to aggressive growth and demand for services resulting from the present Bakken oil boom, The City of
Watford City recruited additional city staff and expanded the City Hall facility. 2,200 SF demolition of existing city
offices between the adjoining Police Department and Community Room. The rebuild and expansion consists
of enlarged reception area, fourteen new offices, new restrooms, and a new commercial kitchen to serve the
Community Room. Following move-in of staff into their new offices the Police Department is to be completely
renovated.
Expansion required demolition of a 2,264 SF portion of the existing facility situated between and adjoining the
police department and community center. In its place a new 5,355 SF in-fill structure was designed to blend
aesthetically with the flanking facilities while responding to the programmatic goals of providing additional lobby
and office space. Also included in the project was the complete interior renovation of the existing 1,980 SF police
department resulting in enhanced security, improved public access, and individual offices for select personnel.

EMERGENCY AND PUBLIC SERVICES DURABLE MATERIAL ENERGY EFFICIENT
WATFORD CITY, NORTH DAKOTA
EMERGENCY SERVICES FACILITY AND CITY HALL
2015: With the geographical and population growth of Watford City
the need for the capability to provide response to multiple concurrent
emergencies resulted in acquisition of additional firefighting apparatus
and medical response units. The expanded emergency vehicle fleet
required that a facility for their storage be provided in addition to the
existing fire station. The new 6,394 sf facility includes a 640 sf classroom,
kitchen, two storage rooms, two offices, reception area, restrooms, and
six equipment bays.
Heating and cooling of the facility is provided by hydronic in-slab heating
and dual fuel roof mounted heat pumps. The hydronic heating system
also extends to the concrete apron extending along the front of the
building at the apparatus bay doors.

Fire station design requires a unique
perspective due to the critical emergency
functions it serves as well as the round the
clock living spaces required for personnel
to live and work out of the facility.
We take an integrated approach with highly specialized
architects and design teams to create spaces that
are innovative and functional. As beacons of public
service, these sites often incorporate many durable, low
maintenance, sustainable materials and systems into
the building and site design. We work with clients to
address adequate circulation, access, egress, and safety.
Often, public art and other elements that represent
each community’s individual character are articulated
on site through entry features, plazas, pavement design
and furnishings. Our ultimate goal is to design sites that
respond to the individual needs of each station and the
community it serves.

2019: Our ultimate goal was to provide HAVEN with an inspirational and
secure facility for survivors. Our design concept was developed from our
initial meeting with HAVEN and JLF where we learned about what this facility
provides for our community and all the benefits it provides for survivors and the
community as a whole. We studied HAVEN’s Core Values and held them close
as we developed our design, creating a facility with all required functionality,
that still feels like a home for survivors. We deeply considered how it ‘feels’
for the user. Public spaces are open and inviting, a place for events or classes
to encourage community engagement. The residential spaces provide privacy
and security, but offer opportunity for interaction so survivors may connect
with other survivors if they prefer.
The challenge was to create an environment with a secure border, and at
the same time presenting a welcoming facade to the public. We placed the
building considering the residential neighborhood to the East and provided
a buffer for privacy. We used the natural landscaping along the West side of
the property for natural privacy and enjoyable outdoor space for residents.
Our indoor/outdoor community space is to the west, taking advantage of the
natural landscape shade in the warm months at community events, outdoor
yoga classes, etc.
Exterior materials were chosen for a modern, warm look, aesthetically suited
to Bozeman and to the neighborhood. The color palette was warm and
inviting. On the interior, we echoed the warm Bozeman aesthetic as well, and
have created a different feel for each of the spaces/pods for a more individual,
home-like feel as opposed to an apartment or institution.

DHM Design developed multiple studies and concept designs for the planning
and redevelopment of the North 7th Avenue in Bozeman, Montana. 3D comparison
models were designed to show the existing, low density, mixed density, and
maximum density infills. The model images show the end result of 3 phases of
implementation: Adaptive reuse and renovation to the existing buildings, Phase 1
growth and Phase 2 growth. All development models followed the existing code,
in particular a minimum 12’ setback from the back of the curb to the front of the
buildings and a 60’/5 story height limit to the buildings. DHM also created figure
ground diagrams that show the building massing envelops, phased rendering
diagrams, and eye level character views to better demonstrate the corridors scale
and feel. Finally, concept character renderings were designed to show scale,
proposed streetscape conditions and relative eye level views to demonstrate the
potential character for the mixed density development.

Bozeman, Montana
The Bozeman Downtown Partnership took initiative to adapt underused
allyways into more active, vibrant public spaces. Identified as opportunities
for revitalization in their current planning documents, DHM was hired to
create concepts for multiple improvement options in the alleyways that
included public art, adaptive re-use and activation of once underutilized
space. The team completed a thorough site analysis to better understand the
opportunities and constraints. During the design process we realized that we
could create interventions that acted as “layers” for a complete alleyway. The
three main concepts included new plantings, public art, furnishings, lighting,
and interpretive opportunities to tell the story of Bozeman’s history. DHM
developed a series of graphics to convey the character, materials and optimal
areas for intervention. With a new vision, eventually, farmers markets and
food trucks could further enhance the activation of the alleyways. The goal
is to promote pedestrian use and engage with business owners to create a
sense of community within each block.

Shane is an unconventional thinker. He has an agile mind, with listening skills to interpret
concepts and goals. His initial contribution to planning has been invaluable to clients. 26
years ago he started as a design engineer and worked his way through various positions
in the company. The nature of his role demands he understand each discipline in order
to lead. In 2008, Shane succeeded Thor as President of Jackola. He has fostered the client
focused culture Thor founded of solution driven design.
FIRE STATION 61 RENOVATION | KALISPELL, MT
City of Kalispell: Principal in Charge for the renovation of this downtown Fire
Station. Challenges included planning for construction while maintaining
critical access and operations for emergency responders.
KALISPELL PUBLIC SAFETY BUILDING UPGRADES | KALISPELL, MT
Principal in Charge for upgrades to the existing City of Kalispell Public Safety
Building. This project included building wide security, I.T., mechanical, and
architectural improvements. Such systems included security cameras, access
control, exhaust systems, and office space remodeling work. Project included
coordination with facility maintenance, police, court, and attorney personnel.
FORESTRY AND FIRE MASTER PLAN | PABLO, MT
Confederated Salish & Kootenai Tribe: Principal in Charge for a study on behalf
of the Tribe to create a master plan of their Forestry and Fire Divisions. A 10
acre parcel was purchased next to their existing lot containing the horticulture,
division of fire, and helitack buildings. The master plan broke out 4 phases of
construction and combined the forestry and fire departments in a single
location. Preliminary budgets were established to evaluate phasing options,
capital plan and overall feasibility.
DEL BONITA LAND PORT OF ENTRY | CUT BANK, MT
Principal in Charge for this LEED GOLD $6.5M U.S. Customs and Border Protection
Land Port of Entry and housing facility located north of Cut Bank, Montana. The
main border protection building on this site includes two holding rooms as well
as various other spaces for government security. The project required extensive
communication with government representatives to meet necessary design
requirements for security as well as staying within a design/build budget.

Erik truly cares about community. His experience is varied and ranges from
geotechnical engineering and materials testing to experimental wastewater
treatment technology permitting. Erik has spent almost two decades volunteering
on City councils as well as Planning and Zoning Boards. This civic experience
combined with his varied technical background allows him to bring a deep
understanding and wide perspective to his projects.

Erik provided design and oversight for various MSU stormwater improvement
projects. This work included multiple types of stormwater treatment technologies.

Erik represented Bozeman Fiber in negotiations for an Easement for a fiber hut
and prepared necessary easement documents and county filings.

HAVEN SHELTER DESIGN COMPETITION | BOZEMAN, MT
Melissa led the HAVEN competition team as a finalist with an inspirational
and secure facility for survivors. The full service team generated concepts,
site analysis, code review and cost estimation for this $6M, 17,000SF facility on
donated time. she was grateful for the opportunity to honor the survivors and
the community of Bozeman with her HAVEN sanctuary concept.
BLM LEWISTOWN FIRE WAREHOUSE ADDITION | LEWISTOWN, MT
Architect of Record for this addition of the existing Fire Warehouse facility, located
at the Lewistown Municipal Airport. Built in the 1970’s, the current insulation
and operation space were insufficient. The design created multipurpose space
for a crew workout area including a vehicle bay that may be used for storage in
the future if a Type 4 Fire Engine is purchased, with associated access door to
accommodate this. Restrooms and shower facilities were updated to code and
capacity for crew showers and workable locker rooms were created.
GLACIER BANK LEED RENOVATION | BUTTE, MT
Architect of Record for the significant sustainable renovation and
refurbishment of this existing bank. Missy is leading the design, which required
assessing the existing architectural, structural and electrical elements to bring
the building to LEED v4.1 standards.
MSU AGRICULTURAL RESEARCH CENTERS | CRESTON, CONRAD, CORVALLIS
AND MOCCASIN, MT
Melissa was the Project Architect, working closely with the State of Montana and
Research Center Superintendents to customize prototypes of the pesticide
handling and vehicle maintenance facilities. The goal was meeting unique
architectural and functional need, remaining within a limited budget. Jackola
worked with regulators to approve moving large above ground wastewater
holding tanks below ground. This greatly enhanced and simplified the function
of the pesticide buildings in Creston, Conrad and Corvallis.

Snowmass Fire Station 71
Firehouse Station Design Gold Award, 2019
Faced with an aging fire station originally built in the 1960’s, Snowmass-
Wildcat Fire Protection District in Snowmass Village had serious operational
and safety issues with the facility’s outdated mechanical and structural
systems. Additional space was also needed to house the current fleet of
fire and emergency vehicles required to serve the thriving mountain resort
community. Charles Cunniffee Architects and DHM Design, teamed to deliver
a quality, mountainesque design, built with sustainability and growth in mind
for the future.
Basalt FIre Station 41
Basalt Fire Station 41 was due for a renovation in order to sustain its service to
the community. DHM Design was pleased to be tasked with design support
and site development for new utilities, circulation, and landscape/irrigation
repair. The remodeled Basalt Station will include a ground-floor display of the
town’s first fire engine from 1929, a Ford Model AA that was refurbished back
in 2015. Other renovations to the station include additional sleeping quarters
for responders/firefighters, a kitchen, a day room, five new administrative
offices, a conference room, and equipment bays were expanded and
modernized. “The project came in under budget and ahead of schedule,”
according to Deputy Fire Chief Pete Bradshaw.
Town Planning, Campus, Urban Design
Marc’s experience includes mixed-use developments and town planning
projects, corporate and education campuses, urban retail environments,
streetscapes and public plazas. His project experience includes Islandwood
Campus on Bainbridge Island, WA, Washington State Capitol campus in
Olympia, WA, Microsoft Campus South, Stapleton Redevelopment, Anthem
in Broomfield CO, Prospect New Town in Longmont CO, Desert Mountain and
Kierland Commons, both in Scottsdale, Arizona.

Who We Are
We are landscape and ecological
professionals who call the West home.
Like the region itself, we are pragmatic,
independent and resilient individuals —
but we’re also steeped in the values and
skills of teamwork. We are vigorous users
and lovers of the outdoors, committed
to both environmental and cultural
preservation. Since our founding in
Denver in 1975, our employee-owned
Corporation has expanded with offices
in Carbondale, Durango, Bozeman,
and Missoula. Our roster now includes
professionals in landscape architecture,
natural resource management,
horticulture, land use planning, graphic
design, 3D modeling and computer
imaging, plus some who also hold
degrees in enriching fields like studio art,
anthropology and philosophy.
What We Do
In a word, stewardship. In a phrase, the
integration of ecological planning with
design. We stress the primacy of context.
We strive for holistic awareness not only
of a place and its ecology, but its history
of human presence too. Deliberately,
our interventions sit lightly on the land.
What we don’t do is anything more than
what’s called for. Our work is primarily in
the American West, from the Front Range
across the Great Basin to the Sierra
Nevadas. We plan and design for resort
and residential communities, historic
sites, civic spaces and parks, small-
town revitalizations, tribal lands, legacy
ranches and high-end residences. We are
especially proud that a considerable part
of our portfolio has been work for the
National Park Service. This connection
has instilled in us a deep sensitivity
to the necessary balance between
protecting nature and revealing how it
can be enjoyed.
How We Do It
Every one of our projects is a collaborative
interaction between the client, a cross-
disciplinary team of DHM professionals
and, when appropriate, expert outside
consultants. The work begins with inquiry.
Listening leads to perception and analysis.
We expect to find complexity, and we

Jackola has worked with the GCCM delivery method,
and though bonding is not typical for A&E firms, we have
participated in projects up to $40 million. Our errors
and omissions insurance covers $2M per occurence for
design.
MARKETPLACE STABILITY
Jackola has been incorporated since 1969, and we started
out as a contractor, and we have kept constructability
in our company DNA. Most of the leadership team
has been with Jackola for over 15 years, some over 20.
Our designers have attended workshops with different
contractors we work with to discuss how to prevent
change orders with field-friendly constructiondrawings.
We designed and built our Kalispell office, and were
able to purchase and renovate a wonderful spot near
the Columbia River for our Vancouver office. We have
multiple ongoing Federal IDIQ contracts with GSA,
BLM, and subcontractors on the National Fish Wildlife
and Parks team with DOWL. It is part of our culture to
support the communities we live in, and that culture
has translated into our communities developing long
term relationships, stability and partnerships we value. STRENGTHS AND WEAKNESSES
Jackola is a full service firm with Survey, Civil,
Architectural, Structural, Mechanical, Plumbing, and
Electrical design. We partnered with DHM for the level
and quality of landscape design. Jackola design staff
are responsible for understanding the budget impact
of their design decisions. We might come to realize a
structural value engineering solution for the framing
contractor could increase cost and coordination for
the HVAC system, limiting ceiling space and ductwork
or equipment access. By comparing options, life-cycle
and impacts to different design disciplines, a decision
can be made that is truly cost effective when viewed
holistically. These things translate fiscal responsibility to
the community, and demonstrate stewardship of any
funding awarded. Like many strengths, this can translate
into a weakness. Working together continuously can
create an environment of repetitive solutions, so we
employ QA/QC peer reviews from different studios
who have not been a part of the design conversations
for a fresh perspective.
We are committed to be solid partners in programming
and funding, and importantly, providing relative
construction costs and impacts associated with each
concept for a ‘real world’ design. SPECIAL CAPABILITES
MATTERPORT
Jackola believes technology helps coordinate design
and better communicate how design decisions are
made. With Matterport scanning, Jackola has the ability
to comprehensively capture an existing building in
3D imagery, used to create floor plans with accurate
dimensions, finishes and utility locations.Matterport
saves time and resources from the onset of a project.
This happens through reducing site visits, clarity and
communication of existing conditions, decreasing
coordination changes during construction and smooth
coordination of as-builts at project conclusion.
ENGAGEMENT
No two design firms are alike, results vary according
to engagement in the final product. The right, fully
engaged firm who is genuinely invested can reduce
cost, well below any difference in A/E fees. Jackola
works hard to understand our clients and work to gain
a perspective of their experience. We identify program
goals with land and facilities, and identify key elements
for success. With a full service team, attention to site
utilities or reuse and repurpose of existing systems
can help the budget without sacrificing aesthetics.
Throughout the project we check in to make sure
needs, budget and timeline are on track.

Erik and Missy are both MSU alumni and live and work
in Bozeman. Erik has served Bozeman as a past Chair
of the City of Bozeman Planning Board, as well as
serving as former Chair of the City of Bozeman Zoning
Board, and a past participant on the City of Bozeman
Economic Development Council. Missy was able to
participate in the design competition for the benefit
of the HAVEN shelter in 2019. They are engaged with
Bozeman and the growth of the Gallatin Valley as
well as the college campus itself. They welcome the
opportunity to serve the City and the University. DHM
is local, with offices In the Cannery District and award
winning experience in the American West aesthetic.
BUDGET
Cost matters. We have worked with the Big Sky Trust
Fund, Montana Economic Development Group and
now with Cowlitz County CERB Grant Funding. This
translates into experience dealing with funding
design parameters and requirements. For ~75% of our
projects we provide the cost estimate and budget for
the client. Cost is a driver, but not the only driver, we
come together as a team and discuss methods of Value
Engineering and strategies to produce an attractive
result that works for users.
FULL SERVICE ADVANTAGE
Eliminating cost becomes an easier conversation if
everyone is on the same team, and can collaborate
a solution. During the initial design phase of The
Woodlands +55 Retirement Community, Missy
worked with the Civil team to tie the exterior design
to surrounding nature and creek with an appealing
walking path and usable outdoor spaces, which
became a key marketing piece for the owner.
TIMELINE
Schedule coordination using Microsoft Project is one
of the first actions to be taken on a new project, and
will be established in the initial meeting. Bringing the
contractor on as soon as possible to be involved in
material lead times and cost is a part of our Discovery
process, the majority of our projects kick off in this way.
The result is a coherent document communicating
project goals, sustainability and value engineering
features, cost and concept. When the public bond
comes for election the options provided will show
careful forethought and design and construction
coordination.
