Mechanical / Electrical Engineers
Associated Construction Engineering, Inc. A.C.E. integrates all of the
engineering needs of a project into one fi rm. By integrating our multi-
disciplined expertise into one fi rm, we are able to identify and resolve

Structural Engineers
Whitten & Borges PC is a full service structural engineering fi rm with
extensive experience in structural design for all types of buildings and
industrial facilities. Engineering design work of the fi rm encompasses
both new construction and restoration/preservation projects. Whitten
Borges gross construction volume has ranged from $50 million to $80
million annually during the last 10 years. Our offi ces are located in Billings,
Mt and Sheridan, WY. Recently completed projects related to emergency
response and hardened facilities include the Custer County Detention
and Dispatch Center located in Miles City, MT, the Roosevelt County
Detention Facility located in Wolf Point, MT, New Fire Stations located
in Sidney and Baker, MT and Computer Data Centers located in Helena
and Miles City, MT.
We know this region, we have been here serving it since 1976. We
understand the construction materials and labor resources. We know
which materials are locally fabricated and produced and which materials
need to be imported.
We live in this climate where snow and subzero temperatures can come in
early fall and leave in late spring. For decades, we have met the challenges
of fast tracking foundation and earthwork design to maximize the available

over 18 years. Terry will join this design team as the Project Manager.
Terry has spent the last 42 years working with diversifi ed projects
including fi re stations, educational projects, government projects, and
public/community-based facilities throughout the region.
As a working principal, Terry remains hands-on throughout a project,
bringing his knowledge, dedication, and personal integrity to clients
and the communities they serve. He knows the value of creating
fl exible spaces that support multiple uses now and adapt as the
facilities needs may change in the future. He will draw on his skill
and experience to facilitate consensus-building among owners and

Ms. Sukut has over 24 years experience in Architecture and has worked
on projects that include government, educational, healthcare, churches,
and commercial facilities. Lisa is a past president of Montana Executive
Board of Architects and Billings Architectural Association. Her experience
encompasses space planning, master planning, site analysis, examination
of code issues, production of construction documents, interior design and
construction administration.
Mrs. Sukut received her Bachelor of Architecture degree and a Bachelor
of Science in Environmental Design from NDSU. Lisa is a licensed architect
in Montana and certifi ed with the National Council of Architecture
Registration Boards.
Lisa has served on the Yellowstone County Planning Board for many
years for the Worden area and was President of the Montana Chapter of

Mr. Todd Meling is a company vice president and the branch manager for
A.C.E.’s Billings, MT, offi ce. As a licensed mechanical engineer in several
states and a LEED™-Accredited Professional, Mr. Meling brings over 25
years of experience in mechanical engineering consulting and design.
He is an experienced project manager and designer, having designed
more than 300 projects. His design experience includes HVAC, plumbing,
medical gas, and energy management systems. He is directly involved in

Mr. Borges is a registered structural engineer with over three decades
of experience in carrying out structural analysis and design. He will be
involved in the structural conceptual design and quality control of the
structural drawings.
His design work has covered new construction, renovations of historical
buildings, complex expansion of existing structures, and condition ap-
praisals of existing facilities. Types of projects include industrial facilities,
health care, higher education, K-12 schools, commercial and institutional
buildings. Mr. Borges has specialized experience in the areas of slipped
formed concrete, foundations systems for very heavy structural loads
and extensive experience in the use of heavy timber and glue-laminat-
ed wood for building structures, including design of Tudor arches, heavy
timber trusses and tension ring structures. He has extensive experience in
the areas of structural rehabilitation and seismic strengthening of existing

Current and Projected Workload

to each project. Responsible management of our workload and attentiveness to resources allows us to respond quickly
and eff ectively to meet the needs of our clients.

JGA was hired to do a Preliminary Architectural Report (PAR) after the existing fi re station and EMS facility had structural issues. The study grew into reviewing a facility for the Police Department, the MHP, DCI and Parole and Probation.
In one option, JGA reviewed an existing facility that could include the Police Department, MHP, DCI and Parole and Probation.
JGA was asked to do preliminary design for the fi re station that would serve the community, combine the EMS, the Fire Department and Police Station in a single facility and include areas for DCI and MHP and Probation and Parole.

Services Provided: Planning, Design, Architectural,
Engineering, and Construction Administration
The new Richland County Fire Station was designed with
windows in the second-level control room to enable
observation between the situation room, radio dispatch area
and the apparatus bays. The project includes fourteen bays-
all of which are drive-through, and one wash bay. Storage
areas support the apparatus , along with a SCBA room and
vehicle maintenance. Interior hose-drying racks which are
situated at the end of the bays enhance operations
The design includes a kitchen, dining and ready room, as

As a prototypical fi re staƟ on for rural Wyoming communiƟ es, the Powell Fire Hall
Complex provides fi ve apparatus bays for housing large amounts of fi re fi ghƟ ng
equipment under a single roof. There is an adjacent maintenance/wash bay. A
mezzanine level situated above the fl oor of the vehicle bays houses the radio room.
From this level, controllers can observe acƟ vity and operate doors to effi ciently
dispatch personnel and emergency equipment.

JGA was selected to design a wellness center for the Fort Peck Tribes. The facility has three pools- lap/community pool,
therapy pool and a children’s pool and a steam sauna for ten or more users. There is a full size gym with bleachers located
on one side for approximately 200 people and a walking/running track above. The fi tness area on the fi rst fl oor has a
multipurpose area that will be used for exercise classes and training for cooking, along with a training kitchen. Next to it is
the Physical Therapy/Occupational Therapy fi tness area
with exercise machines ceiling walking track and offi ces
.
The other signifi cant area in the facility is the wellness
check area with seven consulting rooms, three dental
rooms and a hair wash station. This area also contains
support areas such as laundry, break, and reception.
The administration offi ces and a conference room are
located at the southern side of this area with exterior
windows.
The central area will have a welcoming atmosphere
with high ceilings and skylights for natural light. It has
a balcony on the second fl oor that overlooks the lobby
area. The balcony opens up to the fi tness workout area
with exercise machines with data and televisions.

JGA provided a new facility for the display of 4-H and school
arts and crafts for the fair. The display boards designed by
JGA close-up when not in use so the building can be utilized
for other events during the year. The building has natural
light and good ventilation to keep the occupant cool in
the late summer weather. There is also display areas on the
exterior with roof overhangs to protect small animals from
direct sun and that is low maintenance/ high durability
materials.

The Brunton facility includes offi ce spaces, public lobby, a
conference room, and employee break lounge.

JGA designed this new High-Tech facility to help MSU-
Billings meet regional workforce training needs in support

Projects: This project include Roof Replacement and Building Envelope Repair for 50 county owned facilities, including
the Fallon Medical Complex/nursing home. The Fallon County community was hit by a massive hail storm that caused
extensive damage to most of their facility roofs and exterior facades. Repair of the hail damage to these county-owned
structures, located in and near Baker, was completed under multiple work schedules by two contractors. JGA was hired
to help the county assess and review project submittals of shop drawings/project data compliance with project scope
of work schedule and perform on-site observations during the construction process. The project involved removal and
replacement of varying roofing systems membrane, shingle, and metal roofing. Work included upgrades to the roof
deck, insulation, and overall building envelope.
