Cushing Terrell, formerly known as CTA Architects Engineers, submits our qualifications for the City of Bozeman’s Fire Station 2 Relocation project with great
enthusiasm. To support our firefighters in their 24 hours a day commitment to keep our community safe and saving lives brings real meaning to our work. Our

Worland Fire Protection District #1
WORLAND, WY
The new fire station was to be built on the growing east side of Worland, while the existing Fire Station will remain
near the downtown business district for storage and response to events on the west side of town. The design
included an area for support that includes two training rooms, a kitchen/day room, a fitness room, and locker
rooms. The training rooms for the Fire Department will also serve as meeting rooms for community activities.
The Worland FPD Station #1 was designed in the late 2000’s in an effort to procure ARRA funding through
the Firefighters Grant. A requirement of the request for this grant money at the time was that the fire station
must be designed to a minimum Silver LEED Certification. This project was registered and started design
documentation for the pursuit of LEED Silver.
Some of the LEED Certification highlights were high-energy efficiency mechanical systems dedicated to both
the apparatus bays and the administrative areas. Other sustainability features include daylighting throughout,
even in the apparatus bays, energy-efficient lighting, water-efficient landscaping, previous parking areas
outside of the apparatus bay aprons, and construction materials specified with high-recyclable content that is
also durable.

Fire Stations #7 - 54th Street West & Fire Station #4 - Terry Park
BILLINGS, MT
Fire Station #7 – 54th Street West facility was built to provide fire protection for Billings, Montana’s rapidly
growing west side. The new building is a masonry veneer with one-story masonry structural walls at the
apparatus bays. In addition to fire protection, the new facility also houses the West end police department.
Fire Station #4 – Terry Park facility was built to replace an outdated, undersized fire station at the existing Terry
Park station. The new 9,300 sq. ft. building is constructed with masonry structural walls at the apparatus bays.
The second-story of the wood frame structure with masonry veneer accommodates the 1,200 sq. ft. living
quarters. Also included is a 1,300 sq. ft. partial basement within the facility. The new facility amenities include
accessible toilets open to Terry Park and a training room for the Fire Department, which will also serve as a
meeting room for community activities. The existing Fire Station #4 was demolished for reclamation of land for
park use.

Evergreen Fire Station
KALISPELL, MT
This new facility includes five apparatus bays, a 70-person community room, on-
site sleeping and bathing facilities, and a firefighter day room along with other
required fire station areas. The facility was constructed with non-combustible
materials, including steel post and beam construction with a concrete deck, and
has a vehicle exhaust system to protect the firefighters, as well as code-approved
interior drainage. The facility’s 14-foot apparatus bay doors allow for standard
size firefighting vehicles and the ability to add a ladder truck. It also includes a
training mezzanine providing firefighters with increased training opportunities
year round.

Flathead 911 Emergency
Communications Center
KALISPELL, MT
This Center provides police/law enforcement, fire and 911 dispatchers support
communications to the cities surrounding Kalispell. Located on the same campus
as the Forest Service and the DNRC, this consolidated multi-departmental
facility saves these communities money while providing quicker response and
improved inner-governmental coordination. This 12,000 sq. ft. building consists
of an emergency operations center, agency offices, a call room, and a four-bay
equipment cache storage structure. It is designed to meet all guidelines and
criteria of emergency operation facilities, including a disaster-resistant structure,
redundant MEP systems, and the flexibility needed for advancing technology
upgrades. The Center allows for operational redundancy in the event of virtually
any type of man-made or natural disaster.

Bridger Canyon Rural Fire
Department Station
BOZEMAN, MT
This project included a new apparatus bay and design for a future residence
located at the northwest corner of Bracket Creek Road and Pony Creek Road
in Gallatin County, Montana. Cushing Terrell provided the following services:
architecture, structural, mechanical, electrical, and plumbing engineering and
design during the Initial Design, Construction Documentation, Bidding/Pricing,
and Construction Administration phases for the new fire station.

fire station located at Dry Creek Road in Belgrade, Montana. Cushing Terrell’s
services included architecture, structural, mechanical, electrical, and plumbing
engineering for the Initial Design and Construction Documentation phases.

Fire Station

Sourdough Fire Station Construction Cost $2,404,000 Sourdough Fire Department, Bozeman, Montana WSM was specialty consultant to a local architecture firm.
The new 10,899 square foot station was constructed to replace the existing 1800 square feet, 2 bay wood frame building
that had been used by the department for years. WSM provided needs assessment, programming and conceptual
design for the project working with DSA Architects of Billings, Montana who were the architect of record. During the
construction document and construction phase we provided our expertise on fire station best practices and reviewed
the design and the engineering. We worked closely with the Fire Department leadership and local architect and
engineers to ensure that the new station provided a workplace that was state of the industry. A public meeting room
for the Board of Trustees was provided separate from the fire fighter living quarters. Four drive through apparatus bays
sheltered the vehicles and the adjacent shop and SCBA compressor area.
The energy efficient design and construction provides an effective working environment and strong public facility for the
mountain community.

David Mitchell is a Principal and Manager of Cushing Terrell’s Kalispell Office. With over thirty years of experience, he brings strong
leadership and project management skills to the team. Over the last twenty years, David’s focus has been Senior Project Manager
in various large, complex, and fast-track projects. His project management and construction administration experience will prove
very valuable during the development and construction of this project. David recently led the GCCM selection team for a $100M
Terminal expansion and renovation to the Glacier International Airport and a $7.2M renovation for the Flathead County Courthouse

Alex is a registered Professional Engineer with over 13 years of experience designing mechanical systems, including HVAC,
hydronic, plumbing, and pumping systems. He manages engineering projects and visits with sub-contractors onsite and
coordinates quality construction practices. Alex performs load calculations, energy modeling, cost estimating, field construction
administration, code interpretation, and specification review. Interestingly, when Alex was younger, he worked for Worland Fire
Protection District #1, and they named this fire station after his grandfather.

Matthew Hubbard
PE
With more than 15 years of professional engineering experience, Matthew Hubbard has built his career in Montana on establishing
an expertise in a wide variety of structural systems, including heavy timber and log structures in national parks with heavy snow
loads in seismic zones, strict vibration and performance needs in a children’s hospital, or how to lift two 400 ton concrete sculptures
out of the ground and carefully balance them on each other. Matthew’s colleagues and clients consistently turn to him for technical

Paul has over 35 years of experience (20 years with WSM) in fire station design, construction, and project management on a
local and national level. He has worked on 96 Fire Station projects in four states, including five LEED Gold and three LEED Silver

our Boise office became the first building in the
U.S. to be certified in the LEED v4.1 Operations

Quality Management /Quality Control
Cushing Terrell has an outstanding record
of schedule and budget adherence due to
the application and execution of our Quality
Advancement and Management Plan (QAMP).
Our Quality Control procedures serve to
improve the quality and clarity of the documents
continuously. Cushing Terrell has developed
written Quality Control procedures that all team
members utilize throughout the design process.
At defined milestones, all work is reviewed, with
the aid of written criteria and checklists to assure
complete and accurate documents. Suppose the
project is executed in a BIM format. In that case,
we utilize clash detection routines to proactively
find conflicts in coordinating the drawings across
disciplines and quickly correct them before a

Because of our overall size, we have heard some

Bozeman, and though many of us have worked

years. They have three office locations in Montana

their staffs’ background covers more than 35
years in public safety design on a national basis.

architects). Paul Mickelberg serves as President
and Principal, along with the additional principal,

Public Safety Facility Design Experience
WSM’s approach to designing fire stations is
unique. They understand that Fire Stations are
technically complex facilities that require both an
architectural and engineering solution that is an
