Dear Fire Chief Josh Waldo and the Selection Committee:
Bechtle Architects and our team of design professionals are pleased to provide this statement of qualifications for professional architectural and design services for the City of Bozeman Fire Station 2 Relocation to the MSU Campus. The desired site is anticipated to be located at the corner of South 7th Ave and Kagy Boulevard. Our hope is that the information presented on the following pages will demonstrate to you that our design team is not only qualified, but uniquely suited to address all your programming, planning, and design needs necessary to construct this facility.
Bechtle Architects and our design team understand and appreciate the importance of creating a new state of the art fire station for Bozeman. We are excited for the opportunity to collaborate with City of Bozeman and Bozeman Fire Department to create a technologically progressive and environmentally responsible public safety facility that will serve this community for generations to come.

In 2018, the City of Hamilton contacted Bechtle Architects to develop a Preliminary Architectural Report (PAR) for a new Fire Station located at the City owned Foxfield Street Property. The existing Fire Station is undersized for the continued operations of the Hamilton Fire Department. Existing facility is also lacking in potential for adding full time staff to what is currently a volunteer fire department. The construction of a new facility will allow for better incident response times due to better location, larger spaces to store equipment and ultimately a safer work environment.

Partnering with the Bozeman School District 7 administra-tion, faculty, staff, and community, the Bechtle team along with its consultants are assisting the BSD7 to enhance its facilities to better serve the twenty first century Educational paradigm. Through evaluation of renova-tion and maintenance projects, new facility PAR’s, capi-tal planning, design guideline and elementary education specification development, and facility assessments, the Bechtle Architects team has become an extension of the BSD7 management team in support of the dis-trict’s mission to provide an outstanding education that inspires and ensures high achievement so every student can succeed.

The project provided the City of Bozeman a record document of the existing conditions of the City owned buildings and structures. The documents were developed to help direct the City of Bozeman in managing the maintenance and up keep of public buildings, as well as, help the City plan for future capital improvement projects.
The team assigned a priority of remediation designation which was determined by several factors, with the public’s health, safety, and welfare as the main concern.

Built in circa 1959 as an Armory facility, the Hamilton Justice Facility project consisted of a renovation and adaptive reuse of the historic facility into a police and courts building. In addition, the facility would house offices for the city attorney. The scope of services included a Preliminary Architects Report (PAR) developed several year prior, along with programming, design and construction administration of the project.

In conjunction with Architects West, Perlman Architects acting as the Fire Station Design Specialist, designed a single-story 15,591 sf. station. Located one hour outside of Richland, this 3.6 acre site includes a large circular memorial and allows for future fire district development. This facility consists of 5-double deep bays, accommodating 6-dorms, 4-bathrooms, a public lobby, work/living space, a fitness room, EMS, training room, associated decontamination areas and support services with flexibility for future phasing.

Perlman Architects (Specialty Fire Station Consultant) collaborated with Architects West on Fire Station no. 74 for the City of Richland, Washington. This station marks the second successful collaboration between the two firms. The team was selected over the then-current fire station prototype architect by the City of Richland.
This single-level, 11,800 sf Fire Station consists of 4-drive through apparatus bays, 6-dorms, 3-bathrooms, firefighters offices, exam room, police office, fitness room, EMS, living and support spaces.

This 4.8-acre site is located on southwest corner of 163rd Ave and San Ysidro Road. Station No.304 replaces an existing 3,500 sf station. This facility is a single-story 5-bay, 20,824 sf. drive-through fire station accommodating sixteen gender neutral dorms and a battalion chief’s quarters. This station also includes a public lobby, exam room, fitness room, living spaces, associated decontamination areas and support services.
The Fire Dept. Implemented the latest recommendations of NFPA, separation of infectious disease control and “HOT ZONE” best practices. This was accomplished with the use of a large decontamination bathroom with individual showers and hand wash area.

Tucson Fire Station No. 9 is a 19,250-square-foot single-story fire station, also known as the ‘house of pain’ for being the busiest station. This facility replaced a station from 1966 which at the time, had two equipment bays and a staff of six. The total site is approximately 1.4 acres, which includes all three of the city owned parcels. The site is located on the southwest corner of Wilmot Rd and Eastland Street. Project will be completed in four phases and will include demolition of existing fire station, relocation of crew to temporary facility, construction of new fire station, demolition of temporary quarters and completion of staff parking.

Memorial Narrative
This is a traditional memorial design. Large circular layout with a rhythmic design. As you enter this memorial, there are 3 flag poles, spaced in rhythm with tree spacing. Half-moon, equally spaced & sized trees surround a Maltese shaped hardscape. In the center is a raised planter/ seat wall. In the center of this planter would be a sculpture or plaque on a raised platform. Design in hardscape would be made of color or texture using different materials (pavers or concrete, etc).

This project consisted of a new 19,000 square foot fire station for Park County Fire Protection District #1. The building included a 10-truck garage, a maintenance bay, district offices, a multipurpose room, and a kitchen.
ACE was responsible for the mechanical, plumbing, fire protection, electrical, and special system design.

Belgrade’s newest fire station headquarters near the Yellowstone international airport is operational. Associated construction engineering was responsible for mechanical and electrical design services for the following systems: plumbing, HVAC, temp control systems, fire sprinkler systems, electrical power, fire alarm, and site lighting systems.
The new station was designed for function and safety. The 20,000-sf station boasts the first decontamination facility of its kind in the nation and numerous other amenities designed to enable the quickest possible emergency response.

Morrison Maierle, Inc. Provided full engineering services for the design and construction of the new 10,500 square foot rural fire station located south of Bozeman. The station included 4 apparatus bays for emergency vehicle parking, a kitchen, a dorm area, and common/conference rooms. Site design included a new on-site septic system with considerations for high ground water table as well as on-site storm water detention. The structural design consisted of a combination of structural steel framing in the high bay areas and wood framed construction in the dorm and
common room areas.

Central Valley Fire District (CVFD) provides all risk fire, rescue, and emergency medical services for 36,000 citizens residing in a two-hundred-square- mile area near Belgrade that includes Yellowstone International Airport.
This project is unique because it contains a separate decontamination building—the first and only one in the United States. Morrison-Maierle’s structural engineering design is now in the national spotlight as there have been numerous site visits and tours of this facility from design teams and firefighters throughout the country.

Associated Construction Engineering Inc. (ACE) was
established in 1987 and has become one of the largest
mechanical and electrical professional consulting firms in
the region. We currently staff offices in Belgrade, Billings,
Helena, and Missoula, Montana; Minot, North Dakota;
and Sheridan, Wyoming. Professional engineering services
in the disciplines of mechanical, electrical, plumbing,
fire protection, energy analysis, and special systems are

SCHEDULE
The Bechtle team believes an accurate schedule is crucial to the success of any project. As such, development of the
true project schedule should be a collaborative effort which includes the design team and the client. Working together
with the client, the details of the needs, goals, and expectations are clearly identified and then incorporated into a
consensus schedule to be used to inform the project process. Inclusion of the client in its development is imperative to
ensure ownership and commitment from all parties involved.
The Bechtle staff and our consulting team is ready to begin working on this project immediately upon selection. Our first
order of business will be meet with the City project representatives to outline the full scope of services desired and
as such develop a milestone schedule for the planning process. Highlights of this schedule would include assessment
of facilities, data collection milestones, meeting dates with the various user groups and constituents, development of
goals, intermediation and final dates for deliverables, review times and final presentations to the required approval
committees and entities, as well as other pertinent components identified as part of the project scope of work.
The schedule will be developed to expedite the project in the most efficient manner, taking into account all required
steps necessary to achieve a transparent and inclusive process that fosters consensus and ownership from the parties
involved and charged with ensuring the plan is not only developed but implemented.

BUDGET & COST METHODOLOGY
Bechtle Architects, along with our consultant team, understands that managing a client’s budget is one of the most important
components to a successful project; striving to utilize a proactive approach to budget control. The purpose of any planning
project is to define the scope, project delivery, schedule, quality, budget and location by answering the who, what, why,
where, when and how much? Our multi-disciplined team will address these questions to ensure that program, operational
and maintenance, phasing, engineering, and cost issues are identified and addressed through a thorough evaluation of
options and alternatives.
COST ESTIMATING & MANAGEMENT
The Bechtle team has demonstrated ability in planning and designing facilities that not only inspire, but are efficient and
cost-effective to operate and maintain. The project budget is an important tool in the design process; challenging the team
to develop innovative, creative, affordable, workable solutions that reflect the building program and the client’s needs. At the
heart of this effort is the need for strategic planning and forecasting: Our method of cost control is straightforward and highly
iterative: we work with the client, local contractors, estimators and vendors to identify current market cost trends and utilize our
extensive database of past project costs to help inform the project decisions and directions.
REAL-TIME COST MODELING
We look to utilize real-time cost modeling in the earliest stages of our programming and planning efforts. We work with user
groups, contractors, and owner representatives to evaluate how the types and sizes of specific program elements affect the
project’s bottom line.
CONTRACTOR INPUT
Our team has extensive experience in both traditional delivery methods and alternative delivery methods. We often partner
with local contractors in our cost estimating process, as they bring the most realistic view of current cost trends and what
building systems are most effective in the market. Utilizing a contractor’s expertise for pre-construction services including
estimating and constructibility review has benefited many of our projects. We have established relationships with several local
Contractors, which when necessary, we can utilize to assist us with estimating.
LIFE CYCLE COSTING
While initial construction costs are typically considered during the design stage, life cycle costs often are not. Once design
commences on a project, our team will perform cost-benefit studies to determine the most economical design direction for
selected key components. It is important to consider not just the initial cost but also the long term operation and maintenance
costs, energy cost differentials, life expectancy, appearance, and the possible effect on value arising from the choices
available.
VALUE ENGINEERING
As part of our design effort, we will engage in value engineering exercises at multiple stages in the process. This effort can be
further developed if a contractor is on board providing pre-construction services.

Our team currently has a healthy level of work, featuring different project types in various phases of the planning, design and or construction process. However, we have the capability
to add additional projects to our production, thanks to our collaborative workflow management process and consistent communication with contractors and the project team.
Our team uses various tools to manage our projects from a budget, schedule,
staff and team coordination aspect. We emphasize communication to identify, communicate, and coordinate our projects effectively and efficiently. Utilizing web based programs such as Smartsheets, Ajera, and Bluebeam, we will ensure our team as well as the owner’s representatives are informed on all project goals and deadlines. Ensuring our resources remain fluid and flexible allows us to adjust as
needed, to meet critical project milestones. Our team is committed to providing the City of Bozeman with the highest quality services for the Facilities Master Planning
project.
