Since 2017, AE2S has assisted City SCADA staff with several projects at the
WTP. These projects include SCADA, PLC, and network projects. Some of the
specific project highlights include:

• Emergency support following WTP shutdown and chemical pump overfeed
due to failed network communications.

MEMBRANE WATER FILTRATION
FARGO MEMBRANE WATER TREATMENT PLANTFargo, ND
The City of Fargo selected AE2S to design and oversee construction of a
new Membrane Water Treatment Plant along with various improvements to
the existing WTP. The Membrane WTP will be capable of treating raw water
from either of the City’s source waters with a treatment capacity of 15 MGD.
The City worked closely with AE2S to design a custom control system to
effectively operate the new WTP. The new control system included numerous
control panels utilizing ControlLogix and CompactLogix PLCs, motor control
centers (MCC), and industrial computers connected to each other, as well
as the system’s SCADA servers. A plant-wide fiber communication network
was designed for fast, reliable communication between the multiple controls
systems, including separate networks for SCADA, administration, and building
automation/security separating traffic and accessibility between the networks.
MCCs were Ethernet-based, allowing for individual buckets of the MCCs to
be controlled by different vendors. The numerous manufacturer control panels
were held to a standardized PLC and connected to the SCADA network via an
Ethernet/IP network for full integration into the SCADA system. All control
wiring was marshalled to multiple locations throughout the plant and expanded
from those locations to each device or instrument, cutting down on the number
of conduits running throughout the plant and localizing controls for pumps
and motors. Design included water quality stations providing remote and/or
localized monitoring of sample points throughout the plant utilizing multiple
analytical devices located on a pre-engineered and pre-built panel.

WATER TREATMENT PLANT FILTER IMPROVEMENTSGreat Falls, MT
Provided instrumentation and controls services to complete filter media
and underdrains (as well as adding air scour to the backwash process) upgrades
on new filter control consoles and on the WTP HMI-SCADA system. AE2S
provided their full suite of services to the City on this project including,
feasibility studies, capital improvements planning, preliminary and final designs,

ROCKY BOY’S / NORTH CENTRAL MONTANA REGIONAL WATER SYSTEM REGIONAL WATER TREATMENT PLANT North Central Montana
The Rocky Boy’s Water Treatment Plant treats water from Tiber Reservoir
with traditional flocculation/sedimentation basins and conventional
filtration. At 11 MGD treatment capacity, the WTP will serve the Rocky
Boy’s Reservation along with 23 non-Tribal communities along the Hi-
Line from Cutbank to Havre. AE2S provided our full suite of engineering
services throughout design and construction, including I&C phase services.
The project included automated controls for raw water intake pumping,
flocculators, conventional filtration, backwash pumping, air scour operation,
recycle pumping, low lift pumping, 3MG clearwell facility, six remote metering
buildings, and data networking to On-Reservation SCADA system.

The Fort Belknap Water Treatment Plant I&C Improvements project
included control panel and telemetry network final design and instrumentation
and controls phase services for complete SCADA system improvements. The
project included services on a packaged water treatment plant, raw water pumps,
high service pumps, backwash pumps, air scour blower system, 1 MG water
storage facility, and two remote well pumping/water storage water systems for
the Fort Belknap Indian Community. AE2S was responsible for control panel
and instrumentation procurement and control system programming and startup
services, such as PLC/OIT programming, Ethernet/IP network programming,
and HMI-SCADA programming.

Designed a new control system, which included numerous control panels
utilizing Allen-Bradley’s ControlLogix PLCs and Allen-Bradley operator
interface terminals (OITs). The new control system was connected to the
City’s existing lift station SCADA system via communications across a high-
speed, 5.8GHz radio to an off-site location. A site-wide fiber communication
network was designed for fast and reliable communication between the multiple
buildings, allowing the many control SCADA and manufacturer control panels
to be fully connected to the SCADA network via an Ethernet/IP network,
allowing full integration and control from the SCADA system. P&IDs were
developed, detailing the process system and laying out the specified I&C.

Since 2017, AE2S has assisted Bozeman SCADA staff with several projects,
including several SCADA, PLC, and network projects to improve SCADA
stability and plant operation. Some of the specific project highlight include:
• Migrating to System Platform 2017 U3 SP1 and updating the existing alarm
strategy.
• Troubleshooting why the Redundant Device Integration objects (RDI)
would rapidly switch between both data sources.
• Adding the boiler control system to SCADA using a Modbus to EIP
gateway which allowed staff to monitor alarms and other data points from
the new boiler in the solids building.
• Replacing the damaged dewatering PLC with a new Micro 1400.
• Adding a new PID to the PEPs pumps to better control the influent wetwell
level and optimize plant performance by maintaining a more consistent flow
through the capacity.

WATER DIVERSION, TRANSMISSION, AND STORAGE
PEAR STREET BOOSTER STATION REHABILITATIONBozeman, MT
The City of Bozeman Pear Street Booster Rehabilitation project was a
refresh of an existing booster station originally built in the 1950s and upgraded
through the years. The City of Bozeman retained AE2S to upgrade and replace
aging and defunct pumps, motors, valves, starters, PLCs etc. with new state
of the art systems. The project included electrical, control panel, VFD, and
telemetry designs with instrumentation and controls services to program and
integrate new hardware with existing City infrastructure and SCADA systems.
Working with City staff, AE2S customized VFD and PLC programming to
meet the City’s needs. Each VFD was adjusted to use a unique dual-stage ramp
intended to optimize startup and shutdown operations allowing the pumps and
check valves to work together and mitigate water hammer. The PLC program
also used standard code from the Sourdough WTP to better integrate with
Wonderware.

AE2S provided design and implementation services to expand automated
control and monitoring systems used to control the diversion of water into the
Lyman WTP. Enhancements included the addition of two-level transmitters
in remote locations which relay information to a central solar powered control
panel. Information is then relayed to the Lyman WTP using a 900Mhz radio
link.

SECTION 36 AND BUFFALO HILLS I&C PROJECTKalispell, MT
The City of Kalispell Section 36 and Buffalo Hills I&C project added a new
well, Section 36, to the existing SCADA system. This included I&C system
services to program, startup, and integrate Section 36 with other City assets.
Additions to Buffalo Hills were also made as LC3000 PLCs are utilized at other
sites for control. An Allen Bradley Micro1400 PLC was added to serve as a
translator between existing LC3000 PLCs and the Section 36 well, allowing
smooth operation with other sites.

WASTEWATER COLLECTION
FOX HILLS REGIONAL LIFT STATIONWatford City, ND
AE2S designed the Fox Hills Regional Lift Station which serves
approximately 9,408 equivalent dwelling units and has an average daily flow
of about 2.35 million gallons per day. The new lift station includes four
submersible pumps with an ultimate capacity of 4,350 gallons per minute and
dual force mains. The new cast in place wet well consists of two vaults housing
two submersible pumps each. An integrated cast-in-place valve vault houses all
the check and gate valves. A structure was built over the valve vault to house all
the electrical components. Provided I&C services to add this lift station to the
existing radio network and Wonderware SCADA system.

AE2S designed Lift Station 6, which is a duplex lift station consisting of
two new submersible pumps and new outdoor control panel. The design of the
control panel matches other lift stations in Watford City reducing the number of
spare parts needed and speeds up I&C startup and programming. The lift station
consisted of new PLC controls, radio telemetry, and Wonderware SCADA
integration.

Provided design and implementation services to replace the aging aquatrol
data collection system and proprietary Visual Basic SCADA application with
a modern Ignition cloud SCADA application. New Horner XL4e PLCs and
Cradlepoint IBR 600 cell modems were added to 25 lift stations to bring them
up to an Ethernet standard. Modbus TCP/IP was then used to bring key
information to the Ignition SCADA platform for monitoring.

The project team selected to serve you combines familiarity with your water and wastewater utilities, SCADA system,
proven expertise, and dedication to delivering excellent client service. Most recently, James Sletten provided I&C system
services for 10 projects under the current contract for On-Call I&C Services with the City. This system familiarity
combined with the well-established working relationships James has with City staff makes him the ideal Project Manager
and I&C Specialist for this contract.
Ross Hanson -I&C Regional ManagerWith over 20 years of I&C experience, Ross has worked on dozens of SCADA projects throughout Montana. He will be a valuable resource to the City of Bozeman for technical matters, such as system enhancements and upgrades and integrating new systems.
James Sletten - Project Manager and I&C SpecialistJames will be the main point of contact for managing your On-Call SCADA Services needs, from planning and design through programming and implementation. James has the wide variety of experience with SCADA and telemetry systems that it takes to support your needs. He is well experienced with configuring and troubleshooting industrial control system networks and his aptitude for setup and maintenance provides excellent perspective for this project. He oversaw and helped implement the expansion of the Great Falls WTP including a new UV system, filter rehab project, and telemetry upgrade replacing 13 radios and seven PLCs.

Mr. Sletten’s experience includes water/wastewater instrumentation and
controls services, serving clients throughout the Midwest and Rocky Mountain
regions in a variety of civil and environmental engineering projects. He is
heavily involved in the development, testing, and integration of distributed
control systems, as well as their maintenance.
SPECIFIC RELEVANT EXPERIENCE
• Water Treatment Plant On-Call Services, Bozeman, MT - I&C Technician.
Provides on-call instrumentation and controls for the City of Bozeman and
their instrumentation and controls technician. This includes PLC, SCADA, and
telemetry programming support as needed.
• Lyman Creek System Improvements, Bozeman, MT - I&C Technician.
Provided design and implementation services to expand automated control and
monitoring systems used to control the diversion of water into the Lyman WTP.
Enhancements included the addition of two-level transmitters in remote locations
which relay information to a central solar powered control panel. Information is
then relayed to the Lyman WTP using a 900Mhz radio link.
• Pear Street Booster Station Rehabilitation, Bozeman, MT - I&C Technician.
Design and construction phase services for the rehabilitation of the Pear Street
Booster Station. The project includes distribution system modeling, replacement
of three split-case pumps, piping, and pressure control valves that connect the
City’s two largest pressure zones.
• Kalispell Water Distribution SCADA, Kalispell, MT - I&C Technician.
Project includes PLC, telemetry, and SCADA updates to bring
Kalispell’s I&C infrastructure up to a modern standard. This project
also allows local I&C technicians along with the City to more easily
service control system assets.
• WRF Upgrades, Belgrade, MT - I&C Technician. Customized
VFD programming provided enhanced control of pump
operations in high presssure conditions. This advanced
programming improved start-up and shut-down of pumps by using
I&C solutions to reduce the potential for transient events.
• On-Call I&C Services, Three Forks, MT - I&C Technician.
Currently providing on-call I&C services to troubleshoot and
maintain existing control system assets for several wells, the water
treatment plant, and the wastewater treatment plant. All sites use
Allen Bradley PLCs and are connected using radio telemetry which relays
information to a central location where the Wonderware SCADA system
resides.

$11.9 million upgrade to the City’s existing activated sludge treatment facility to
address ammonia, nitrate plus nitrite, and disinfection permit limits. Responsible
for design, programming, and field startup for BNR upgrades, new RAS/
WAS pumping, new diffused aeration, new turbo blowers, digester supernatant
management upgrades, clarifier rehabilitation, new UV disinfection, and other
miscellaneous facility improvements/upgrades. Interfaced with process engineers
to determine control descriptions.
• WTP Improvements and Distribution System Control System Upgrades,
Great Falls, MT - I&C Technician. Various improvements to water
system facilities for the City, from electrical and pump system
upgrades at the Gore Hill Booster Station and construction of a new
500,000-gallon composite-style elevated water tower to complete
replacement of the filter media and underdrains (as well as adding
air scour to the backwash process) and upgrading the WTP
HMI-SCADA system. AE2S has provided their full suite
of services to the City including, feasibility studies, capital
improvements planning, preliminary and final designs,
bidding/negotiations, construction administration and
observation, post-construction, and instrumentation and
controls.
• Water Treatment Plant Clarifier and I&C Improvements,
Fort Belknap, MT - I&C Technician. Multiple phases
of WTP Improvements, starting with control panel and
telemetry network upgrades for complete Super SCADA
system improvements. Secondly, clarifier and sludge blowdown
retrofit for the packaged water treatment system to improve
the pretreatment process and lengthen filter run times. Lastly,
chemical feed addition to provide disinfection conversion from
free chlorine to chloramines which mitigates the formation of
disinfection byproducts and provides a longer lasting disinfection
residual in the distribution system. Responsible for final design,
project bidding, construction observation, and instrumentation
and control phase services throughout the projects.

full suite of services to the City on this project including, feasibility studies,

To assist the WTP in maintaining operational budget costs,
AE2S provided capital and support costs and functionality
comparisons for various SCADA software platforms.
Determining that the WTP could upgrade their SCADA
platform and the savings in support cost alone would pay for
conversion in less than two years, resulting in a operational
budget savings annually after that timeframe. In an effort
to reduce implementation cost, AE2S worked with the City
to complete the SCADA Upgrade in conjunction with the
completion of the filter improvements phases to minimizing
doubling work effort and maximizing operator flexibility.
• Gore Hill Water Tower Replacement, Great Falls, MT - I&C
Technician. Instrumentation and controls services to complete
the telemetry and control programming at the Gore Hill Booster
Station and newly constructed 500,000-gallon composite-style
elevated Gore Hill Water Tower. AE2S provided their full suite
of services to the City on this project.
• WTP Annual Maintenance and On-Call I&C Services, Great
Falls, MT - I&C Technician. Due to a lack of staff, the WTP
requested AE2S provide I&C support services from both an
annual maintenance and on-call services perspective.
Mr. Crawford has a decade of experience working as an Instrumentation and
Controls Technician. He served as an Electronic Technician for the United
States Postal Service and for the City of Great Falls, Public Works, inclusive of
serving as a Database Administrator for their water distribution and wastewater
collection. He served as an Industrial Automation Specialist at the Great Falls
Water Treatment Plant.
