We have lived these projects from start to finish, and have extensive experience on large scale projects, as well as those serving smaller communities. CLIENT/CONTACT City of Great Falls Jason Fladland WTP Manager 406-727-1325 CLIENT RETENTION 6 Years Great Falls, MontanaWTP SCADA MASTER PLAN When the WTP’s existing SCADA servers and platforms were due for replacement and upgrades, the City selected AE2S to provide a SCADA Master Plan to evaluate capital and life cycle costs for the WTP SCADA system. AE2S evaluated the server configurations, several SCADA HMI software platforms, and annual support costs over time to provide the City long-term projected costs for the various SCADA solutions. Based on these findings, the City made a wholesale switch away from the existing SCADA HMI software platform, which required increased capital cost, to move to a SCADA package that had substantially lower annual support costs. The transition had a return on investment of 1.5 years, after which the City saves approximately $20,000 annually over the costs of the previous SCADA package. AE2S provided their full suite of I&C services to the City including, capital improvements planning, design, programming, and implementation/startup. Following the needs assessment, the City elected to replace all existing proprietary PLCs and obsolete radios with new, more broadly supported equipment. The SCADA Master Plan evaluated various aspects of the control system from network design/configuration, SCADA HMI software platform capabilities, and control system hardware layout (ethernet versus hard wire). AE2S provided their full suite of services to the City including, feasibility studies, capital improvements planning, preliminary and final designs, bidding/negotiations, construction administration and observation, post-construction, and instrumentation and controls. Programmed the entire SCADA system using a WonderWare system platform SCADA software package. Programmed new Allen-Bradley ControlLogix PLCs to replace the PLC-5-based process control system. Replaced the RTU-based water tower telemetry system with an Ethernet- based radio and PLC system. CLIENT/CONTACT BDM Rural Water Systems, Inc. (BDM) knew that their SCADA system was outdated and needed improvements.  To determine the best path forward to perform the needed upgrades, BDM selected AE2S to perform a SCADA System Needs Assessment to create a plan for upgrading the SCADA system. AE2S visited each site to document the control and telemetry systems in use and met with the managers and operators to determine their short- and long-term desires for their SCADA system. Based on the data gathered and the future system requirements of BDM, AE2S was able to provide a comprehensive SCADA System Needs Assessment report that addressed the short- and long-term needs. Included with the Needs Assessment were project delivery options, costs estimates, and a proposed implementation schedule. The project included data gathering of the existing control systems at each water treatment plant and water tower, several meetings with the Utility to discuss needs of the new systems, design alternatives, and cost estimates. The final Needs Assessment report was used as a basis of design for the project design phase. 1EXPERIENCE AE2S BOZEMAN SCADA ON-CALL SERVICES STATEMENT OF QUALIFICATIONS 1.3 • • SCADA Needs Assessment, Carver, MN• edina• hutchinson CLIENT/CONTACT City of Chanhassen Kevin Crooks Utility Superintendent 952-227-1311 CLIENT RETENTION 6 Years Chanhassen, MinnesotaTELEMETRY ASSESSMENT AND IMPROVEMENTS The City of Chanhassen was experiencing multiple daily telemetry system failures. These failures prompted the City to search for a consultant to help make corrections that could be implemented immediately, knowing they were planning on doing a SCADA system upgrade in the near future. The City retained AE2S to review the status of their current telemetry system and provide focus for areas that needed correction. During the initial system review, AE2S made minor modifications in configuration to improve communication. We also discovered that in-depth focus at some sites was necessary. Upon detailed review of the selected sites, we learned that antenna cabling and antennas were damaged. AE2S corrected these damages and roughly 80 percent of the communication failures stopped happening. Since the completion of this project, AE2S has been working with the City on planning their SCADA system upgrade. CLIENT/CONTACT City of Woodbury Danyell Lundell Assistant Utilities Manager 651-714-3720 CLIENT RETENTION 6 Years Woobury, MinnesotaSCADA DESIGN AND IMPLEMENTATION The City of Woodbury encountered major issues with their SCADA system, which drew attention to the need for replacement. AE2S was selected to assist the City in the design process and provide technical expertise to collaborate on designing an updated, reliable SCADA system. AE2S completed a comprehensive system assessment to provide a detailed review of the existing SCADA system and associated equipment. This provided the foundation for the SCADA system udpate. In addition to replacing all PLCs, OITs, and telemetry radios, the SCADA system design included reconfiguring the high-speed wireless system for additional redundancy, adding fiber connectivity to the water towers for live streaming, video surveillance, and backup SCADA communications. The replacement of SCADA servers provides the live standby redundancy desired for the SCADA servers, and advanced reporting system needed for use of valuable system data. The telemetry network is configured for access control (card readers) at all wells, along with local video surveillance, email alerts, and video clips. AE2S’ proven background of designing, implementing, and supporting SCADA systems with prominent service and leading technologies led the City to select AE2S to design their new SCADA system. This valued partnership prompted the selection of AE2S for the programming and startup portion of the project, making sure all equipment supplied on the project operated the SCADA system as the City intended. AE2S worked with operations staff to create control descriptions for each SCADA site, which was used to document operation and program the SCADA system. As part of the planning, AE2S walked through SCADA system screen samples to develop Woodbury’s preferred SCADA screen layouts and navigation. The existing SCADA system remained in place during the duration of the project, allowing operations staff to ease in to the new system, one site at a time. 1EXPERIENCE AE2S BOZEMAN SCADA ON-CALL SERVICES STATEMENT OF QUALIFICATIONS 1.4 CLIENT/CONTACT City of Hopkins Sean Moilanen Utilities Foreman 952-935-8474 CLIENT RETENTION 4 Years Hopkins, MinnesotaSCADA NEEDS ASSESSMENT AND IMPROVEMENTS The City of Hopkins was looking for an alternative systems integrator to help solve some outstanding problems and were in contact with AE2S to see if their current issues could get resolved. AE2S was brought in and made an immediate impact with responsive service and troubleshooting support, and helped the City add chlorine system monitoring to their system. From there, we performed a SCADA System Assessment and delivered a final report outlining the areas of focus in their SCADA system. Working with City staff by educating them on the areas that needed attention, AE2S assisted the City in securing funds to perform a SCADA System Improvements design and competitively bid out the hardware supply and installation. The City selected AE2S to perform the SCADA programming and startup services based on the relationship that AE2S quickly built with the City, and our ability to perform responsive service. The SCADA Improvements included replacing every PLC in the system, adding and replacing user interface panels at all sites, radio upgrades, and SCADA server upgrades to a modern server architecture with true redundancy of the SCADA software, using fiber communications between servers. Additional key improvements included adding pressure transmitters that are completely isolated from the SCADA system, custom reporting, and backup alarm dialer with PLC fault monitoring, all while maintaining system operability with a site by site transition to the new SCADA system. CLIENT/CONTACT Moorhead Public Service Kris Knutson Water Division Manager 218-477-8071 CLIENT RETENTION 4 Years Moorhead, MinnesotaI&C SYSTEM NEEDS ASSESSMENT Moorhead Public Service (MPS) contracted AE2S to perform a complete assessment of the water utility’s Instrumentation and Controls Systems. The assessment identified several needed improvements. The distribution system data network utilized an outdated and proprietary data protocol on a high-speed fiber optic network. AE2S procured the equipment and performed the necessary upgrades to migrate to a high-speed Ethernet-based network. The SCADA software utilized by the MPS water utility was obsolete and not very well supported. AE2S performed a SCADA software evaluation to recommend a new SCADA software to use. Based on the recommendations of the assessment, MPS decided to migrate their entire SCADA system to Ignition SCADA software. AE2S procured the software for MPS, worked with their IT staff to install and configure the software on their servers, and programmed the entire system. The PLCs utilized by the WTP were outdated, nearing the end of life, and were difficult to make system improvements with. AE2S was contracted by the MPS to design a complete replacement to the WTP control system. The design included replacing several standalone PLCs with a single redundant ControlLogix PLC system, upgrading other obsolete PLCs with ControlLogix and CompactLogix, and upgrading the network to high- speed Ethernet over fiber optic. An electrical contractor was hired to install the new PLC and network cabling and configured the high-speed network and programmed the PLCs. MPS has their own SCADA technician who AE2S trained to work with the new PLC and Ignition SCADA software. MPS still calls on AE2S regularly for SCADA system support and service. 1EXPERIENCE AE2S BOZEMAN SCADA ON-CALL SERVICES STATEMENT OF QUALIFICATIONS 1.5 CLIENT/CONTACT City of Bemidji Craig Gray Public Works Director 218-333-1851 CLIENT RETENTION 4 Years Bemidji, Minnesota SCADA SYSTEM NEEDS ASSESSMENT Completed a SCADA system Needs Assessment to evaluate the water utility’s obsolete control systems at the wells, treatment plant, and water towers. The Needs Assessment report provided recommendations for improvements. AE2S was then selected to carry out the recommendations and designed a new SCADA system. The design for the system consists of a PLC-based control system with internet-based telemetry to the water towers and a high-speed Local Area Network (LAN) connecting the treatment building to the individual wells. Secure Virtual Private Network (VPN) tunnels connect the water tower PLCs to the SCADA system at the treatment building. With the high-speed network, the SCADA computer can connect directly to each remote PLC, so no telemetry polling programming is needed, greatly simplifying the entire system. The project also included chemical feed improvements to automate and flow pace the addition of phosphate, chlorine, and fluoride. Instrumentation was added at the towers and treatment building to provide better flow, temperature, pressure, and chemical usage data for reporting. AE2S programmed the PLCs and SCADA software, and configured the networks for reliable and secure performance. Since the control system is relied upon to operate the system, careful planning was needed to remove and replace the controls without major disruptions to the system. This was accomplished with planning and coordination between the contractors and the City to make sure that the distribution system was full before any work starts, the automation that needed to remain in place still functioned as necessary, and that pumps could always run manually if needed. The final upgrade at the treatment building required some downtime, but the wells and chemical feed systems were available to run manually when the City needed to produce water. The treatment building is unmanned, so the SCADA system provides remote alarm notification through text messages to the operators. The operators can log into the SCADA system from anywhere to view the system, make setpoint changes, view trends, and acknowledge alarms. With the new PLC, SCADA computer, and network-based telemetry system, the City has a state-of-the-art system that they can rely on for many years. Customized VFD programming provided enhanced control of pump operations in high presssure conditions. Completed a SCADA Master Plan to evaluate capital and life cycle costs for the WTP’s SCADA system since the existing SCADA servers were due for replacement and the SCADA platform was in need of a software upgrade. Evaluated the server configurations, several SCADA HMI software platforms, and annual support costs over time to provide the City long-term projected costs for the various SCADA solutions. Based on these findings, the City made a wholesale switch away from the existing SCADA HMI software platform, which required increased capital cost, to move to a SCADA package that had substantially less annual support costs. • Rocky Boy’s/NCMRWS WTP SCADA Master Plan, Box ELder, MT - Project Manager. As part of the final design process for the 11 MGD WTP, developed a SCADA Master Plan to provide a platform for technical discussions with the Owner and basis of I&C design for the facility. The SCADA Master Plan evaluated various aspects of the control system from network design/configuration, SCADA HMI software platform capabilities, and control system hardware layout (ethernet versus hard wire). • Telemetry and SCADA Needs Assessment, Kalispell, MT - Project Manager. Evaluated the City’s existing water SCADA infrastructure and purposed improvements to replace antiquated hardware with modern SCADA systems. This included design, bidding, programming, and startup of the entire system with minimal disturbance to operations. • Wastewater Treatment Plant Improvements, Havre, MT - I&C Technician. Completions of plans and specifications for a wastewater treatment improvements projects that involved the design and construction of an $11.9 million upgrade to the City’s existing activated sludge treatment facility to address ammonia, nitrate plus nitrite, and disinfection permit limits. AE2S provided their full suite of services to the City on this project including, feasibility studies, capital improvements planning, preliminary and final designs, bidding/negotiations, construction administration and observation, post- construction, and instrumentation and controls. • WTP SCADA Upgrades, Great Falls, MT - I&C Technician. To assist the WTP in maintaining operational budget costs, AE2S provided capital and support costs and functionality comparisons for various SCADA software platforms. Determining that the WTP could upgrade their SCADA platform and the savings in support cost alone would pay for conversion in less than two years, resulting in a operational budget savings annually after that timeframe. In an effort to reduce implementation cost, AE2S worked with the City to complete the SCADA Upgrade in conjunction with the completion of the filter improvements phases to minimizing doubling work effort and maximizing operator flexibility. • Gore Hill Water Tower Replacement, Great Falls, MT - I&C Technician. Instrumentation and controls services to complete the telemetry and control programming at the Gore Hill Booster Station and newly constructed 500,000-gallon composite-style elevated Gore Hill Water Tower. AE2S provided their full suite of services to the City on this project. • WTP Annual Maintenance and On-Call I&C Services, Great Falls, MT - I&C Technician. Due to a lack of staff, the WTP requested AE2S provide I&C support services from both an annual maintenance and on-call services perspective. Mr. Crawford has a decade of experience working as an Instrumentation and Controls Technician. He served as an Electronic Technician for the United States Postal Service and for the City of Great Falls, Public Works, inclusive of serving as a Database Administrator for their water distribution and wastewater collection. Anthony Pittman SCADA Engineer EDUCATION Bachelor of Science, Electrical Engineering, Michigan Technical University SPECIFIC RELEVANT EXPERIENCE • SCADA Design and Implementation, Woodbury, MN - Project Manager. Project consisted of a comprehensive assessment, which provided the foundation for the SCADA system update. In addition to replacing all PLCs, OITs, and telemetry radios, the SCADA system design included reconfiguring the high-speed wireless system in to a ring topology for additional redundancy. Provided software programming services, and the existing SCADA system remained in place during the duration of the project, allowing operations staff to ease in to the new system, one site at a time. • SCADA System Improvements, Chanhassen, MN - Project Manager. Reviewed the status of the City’s current telemetry system and provided focus for areas that needed correction. During the initial system review, AE2S made minor modifications in configuration to improve communication. We also discovered that in-depth focus at some sites was necessary. Upon detailed review of the selected sites, we learned that antenna cabling and antennas were damaged. AE2S corrected these damages and roughly 80 percent of the communication failures stopped happening. • SCADA System Needs Assessment, Roseville, MN - Project Manager. Completed a SCADA System Needs Assessment which detailed the need for various system improvements including PLC, radio, and SCADA server upgrades needed. Provided budgeting and implementation options so that the City could phase system improvements over the course of multiple years. • SCADA System Improvements, Hopkins, MN - Project Manager. Project consisted of comprehensive assessment, design, and programming of their SCADA system. This included replacing every PLC in the system, adding and replacing user interface panels at all sites, radio upgrades, and SCADA server upgrades to a modern server architecture with true redundancy of the SCADA software using fiber communications between servers. • SCADA System Needs Assessment, Bemidji, MN - Project Manager. Completed a SCADA system Needs Assessment to evaluate the water utility’s obsolete control systems at the wells, treatment plant, and water towers. The Needs Assessment report provided recommendations for improvements. AE2S was selected to carry out the recommendations and designed a new SCADA System, including replacing obsolete PLTUs with a new Programmable Logic Controller (PLC)-based control system, internet-based telemetry to the water towers, and a new SCADA application using Ignition SCADA/HMI software. AE2S performed the control system programming, start-up, and on-going service and support for the control system. • Lift Station Control Improvements, Eden Prairie, MN - I&C Engineer. Upgraded PLCs for all control panels and replaced existing alarm dialer system with radio telemetry and new SCADA software with call out alarming. Provided design, programming, and startup of new control panels with PLC, as well as local control and radio telemetry to integrate with new SCADA system at two lift station locations. Mr. Pittman has over 16 years’ experience integrating automation controls and telemetry equipment for various municipalities and water districts.
