Dear Mayor Andrus and City Commissioners: I wholly support the proposed revision to the City’s Noise Ordinance: “Noise emanating from a construction operation occurring between the hours of 8:00 PM to 7:00 AM is prohibited from exceeding 60dB(A) as measured at the property line of an immediately adjacent property.” The current ordinance, allowing noise at construction sites to begin as early as 6 am and continue as late as 10 pm, I feel is unreasonable for neighbors, especially given how much new construction is underway in virtually every neighborhood in the City. Having experienced new home construction immediately next door for the past 18+ months, the single thing that caused me distress was the beeping from a genie lift, which was both nearly constant (beeping when the machine moved in ANY direction) and very loud. I was unable to track down the actual decibels of the genie lift beeper, but according to a report by The National Center for Biotechnology Information (a division of the National Institutes of Health), backup beepers have “a typical volume of 97–112 decibels (dB) at the source, are loud enough to damage hearing.”[1] That level is considerably above the new proposed ordinance.
