HomeMy WebLinkAbout05-25-21 Galavan-Streamline MinutesStreamline Advisory Board Minutes May 25, 2021 In-Person & Zoom virtual meeting (Hybrid) Attendees: Terry Aldrich, Joseph Menicucci, Linda Sherwood, Jennifer Boyer, Vanessa Palmer, Sunshine Ross, Craig Ollinger, Tracy Menuez, Kristen Blackler, Dennis Sines, Cyndy Andrus Public Comment - none Prior Meeting minutes – May 25, 2021 minutes were approved Next Meeting – September 28, 2021 Presentation - Vanessa Palmer • Vanessa presented the new route maps and timetables designed by the planning consultants Transportation Management & Design (TMD) • The “timepoints” were explained, using this method improves on-time performance and is easier to communicate. The individual route maps list all of the stops along that route. • Due to different travel patterns throughout the day the stop times change. David noted that should be clearly explained in the brochures once those are ready to be printed. • The weekend routes are interlined to reduce the number of drivers needed, the drivers will need to be very clear about this • A PSA will be released to announce the launch of the new routes Discussion/Action Items • Joseph moved that the Fiscal Year 2021-22 budget be approved, Linda made the second, motion passed • A motion was made by Terry for Joseph as Board Chair and Bill as Vice Chair, Kristin made the second, motion passed. The election of Treasurer and Secretary was postponed until the September meeting Director's Report - Sunshine Ross • Looking at applying for a FTA Grant to support outreach efforts • The new Federal Surface Transportation Bill is at the House of Representatives and expected to be passed prior to the September 30th expiration • The Federal Mask Mandate on public transportation is expected to be extended again • David explained at the beginning of Streamline only the major bus stop locations had bus stop signs Treasurer's report - David Kack • Galavan – Driver salaries are increased – Local dollars are carried forward thanks to the CARES ACT and the 100% coverage of expenses – Part of the Smyth donation was invested in a couple HRDC housing programs through an intercompany load, one has been paid off and that has been reinvested in the market – Streamline – The Karst contract has increased along with the fuel and maintenance line items – The Infrastructure Bill is in process – Driver salaries may need to increase even more by the end of the year Karst Stage - Dennis Sines • The new routes start on August 16th • The buses are in good shape • Hired one new driver and borrowed another until April, the drivers are working close to 40 hours per week and the routes are split up, it does not look as bleak now Secretary's report - TBD • None, except this is currently vacant (need to elect someone at next meeting) Late Night - Kristen Blackler • Not operating over the summer expected to resume in August Subcommittee reports - David Kack / Sunshine Ross • Operations: Tracking the new service closely • Marketing: Working to get a lot of media coverage about the new routes • Nominations: The following representative seats are vacant: Senior, Disabilities, and Gallatin County • Public Stakeholders: M + R was hired to provide strategic services that will lead to asking voters if they support the formation of an UTD on a May school board election ballot. We want to make sure that we, our partners, and stakeholders are using the same messaging for Streamline. M + R will try to hire someone locally to coordinate outreach efforts.
