Dear Mr. Knapp, I am opposed to the City of Bozeman annexing and zoning this 24.14 acre natural area as anything less restrictive than parkland and single family residences (R-S and R-1). The fact that the Future Land Use Map allows for zoning other than single family residences in this area exposes a fundamental and dangerous flaw in the City of Bozeman’s planning. Until the traffic congestion issues created by the two railroad crossings on Story Mill Road and Griffin Drive are remedied with the appropriate infrastructure, no more development should occur north of the railroad tracks or the City of Bozeman is exacerbating an extreme safety hazard. I live in Creekwood and cross the railroad tracks daily. I encounter frequent delays that exceed 30 minutes. So far it has just been an inconvenience to me, but some day it may cause someone to lose their life. For example, the Bridger Foothills Fire was a prime example of the increased need to have faster not slower response times for our emergency responders and firefighters. I hate to think what would happen should a neighbor suffer a heart attack that needs immediate medical attention but the ambulance is blocked by a train and the traffic congestion. The City of Bozeman’s traffic infrastructure is woefully inadequate in this part of the City where the development is proposed. The Cannery District has greatly increased traffic on Bridger Drive and on East Oak Street. The under construction Bridger View development will do the same. Moreover, the City of Bozeman recently rezoned the area near the Stockyard Café to allow for higher density development. There is no need for additional high or medium density development in this area. Legends, Creekwood and Headlands are all single family residences and this is the only kind of development that should be allowed by the City on this parcel, if any. Finally, the Canyon Gate annexation application is grossly inadequate in that it has omitted nearly all of the material information as “TBD” including number of buildings, type and number of dwellings, building size, building height, parking spaces, and parkland. The City of Bozeman should deny the application on this basis alone because there is not enough information to make a legally proper annexation and zoning decision.
